【摘要】：為應(yīng)對(duì)保教費(fèi)用不斷上漲,彌補(bǔ)政府財(cái)政投入不足,減輕家長(zhǎng)育兒費(fèi)用的負(fù)擔(dān),英國(guó)政府自20世紀(jì)90年代起大力推行雇主支持兒童保教項(xiàng)目。以免稅和免繳國(guó)民保險(xiǎn)費(fèi)為手段,鼓勵(lì)雇主通過(guò)發(fā)放兒童保教券、購(gòu)買(mǎi)定點(diǎn)學(xué)位和創(chuàng)辦附屬托兒所等方式為雇員提供一系列兒童保教支持。這些項(xiàng)目展現(xiàn)出專(zhuān)業(yè)性與全面性、多樣性與自主性、福利性與普惠性的特點(diǎn)。
[Abstract]:In order to cope with the rising costs of care, make up for the lack of government financial investment, reduce the burden of parental costs. Since 1990s, the British government has been promoting the employer-supported child care program. By means of tax exemption and exemption from national insurance premiums, employers are encouraged to issue child care vouchers. The purchase of designated degrees and the establishment of affiliated nurseries provide employees with a range of child care support. These programs demonstrate professionalism and comprehensiveness, diversity and autonomy, welfare and inclusiveness.
