【摘要】：統(tǒng)籌城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展為學(xué)前教育公共服務(wù)體制的建構(gòu)奠定了政治經(jīng)濟(jì)基礎(chǔ),提供了重要的事業(yè)發(fā)展契機(jī)。在清醒認(rèn)識(shí)歷史發(fā)展機(jī)遇的基礎(chǔ)上,立足于城鄉(xiāng)統(tǒng)籌的學(xué)前教育實(shí)踐,借鑒國(guó)外以埃莉諾·奧斯特羅姆為代表的多中心治理理論,積極探索我國(guó)城鄉(xiāng)統(tǒng)籌、普適均衡的學(xué)前教育公共服務(wù)體制的理論建構(gòu)。體制建構(gòu)的重要方面有強(qiáng)調(diào)學(xué)前教育公共服務(wù)體制的立法保障與基本特征;明確學(xué)前教育公共服務(wù)體制的供給主體和核心內(nèi)容;完善學(xué)前教育公共服務(wù)體制的基層組織建構(gòu)等。
[Abstract]:The development of urban and rural economic and social development has laid the political and economic foundation for the construction of the public service system of preschool education, and provided an important opportunity for the development of the cause of the development of the public service. The understanding of the historical opportunity for development in the clear, based on the urban and rural preschool education practice from abroad, with Eleanor Ostrom as the representative of the multi center governance theory, theory construction and exploration of China's urban and rural areas, the universal balance of preschool education public service system of positive science. The important aspect of system construction is to emphasize the legislative guarantee and basic characteristics of preschool education public service system, clarify the supply body and core content of preschool education public service system, and improve the construction of basic level organizations of preschool education public service system.
