【摘要】:目前的世界已然進(jìn)入了知識(shí)經(jīng)濟(jì)時(shí)代,能否在這激烈的競爭環(huán)境中立于不敗之地,教育起著至關(guān)重要的作用,大力發(fā)展教育,對(duì)于實(shí)旋科教興國戰(zhàn)略和可持續(xù)發(fā)展戰(zhàn)略及踐行科學(xué)發(fā)展觀都具有十分重要的現(xiàn)實(shí)意義。自改革開放以來,我國教育事業(yè)發(fā)展迅猛,并取得了很多舉世矚目的成就,但也存在諸多不盡如人意的方面,其中一個(gè)相當(dāng)突出的表現(xiàn)就是城鄉(xiāng)教育還存在著較大的差距,城鄉(xiāng)教育公平問題日趨顯現(xiàn)。 近年來,隨著我國城鄉(xiāng)一體化進(jìn)程不斷加快,城鄉(xiāng)社會(huì)經(jīng)濟(jì)等各方面都取得了長足的發(fā)展,但城鄉(xiāng)綜合發(fā)展差距卻仍在不斷拉大,貧富差距也有所加劇,人們教育觀念的不斷更新以及教育資源相對(duì)不足,使得城鄉(xiāng)教育公平問題更加凸現(xiàn)并開始引發(fā)一系列的教育問題與社會(huì)問題。顯然,城鄉(xiāng)教育公平問題已成為我國政府及社會(huì)各界普遍關(guān)注的焦點(diǎn)問題之一,也是我國政府在未來亟待解決的問題與難題。 本文從城鄉(xiāng)教育公平度相關(guān)理論基礎(chǔ)的分析著手,界定了城鄉(xiāng)教育公平度科學(xué)內(nèi)涵,簡要分析了城鄉(xiāng)教育公平度的影響因素和測(cè)度方法。指出本文所指城鄉(xiāng)教育公平度,就是教育公平度的概念在城鄉(xiāng)范疇內(nèi)的概括。體現(xiàn)了城鄉(xiāng)教育公平內(nèi)涵的量化轉(zhuǎn)變,但其基點(diǎn)仍是城鄉(xiāng)教育公平的實(shí)際狀況,城鄉(xiāng)教育公平度的科學(xué)內(nèi)涵依然主要體現(xiàn)城鄉(xiāng)教育公平本身的含義。然后,通過城鄉(xiāng)教育質(zhì)量和城鄉(xiāng)教育機(jī)會(huì)等因素的對(duì)比分析了我國城鄉(xiāng)教育公平問題的現(xiàn)狀,并且,提出運(yùn)用教育基尼系數(shù)測(cè)度法對(duì)城鄉(xiāng)教育公平度進(jìn)行測(cè)度的方法,并通過構(gòu)建城鄉(xiāng)教育公平度綜合評(píng)價(jià)指標(biāo)體系和層次分析賦權(quán)方法構(gòu)建了城鄉(xiāng)教育公平度綜合評(píng)價(jià)體系。隨后,闡述了目前我國城鄉(xiāng)教育差距較大,發(fā)展及其不平衡的狀態(tài),并且分析了影響我國城鄉(xiāng)教育公平度的因素。在此基礎(chǔ)上,對(duì)影響城鄉(xiāng)教育公平度的各個(gè)因素進(jìn)行了分析。最后,提出了改善鄉(xiāng)村教育水平、消除城鄉(xiāng)教育不公平現(xiàn)狀的對(duì)策和建議。
[Abstract]:The current world has entered the era of knowledge economy, whether in this fierce competitive environment in an invincible position, education plays a vital role in the development of education. It has a very important practical significance for the strategy of rejuvenating the country through science and education and the strategy of sustainable development and the practice of the scientific development view. Since the reform and opening up, the educational cause of our country has developed rapidly. And has made a lot of achievements, but there are also a lot of unsatisfactory aspects, one of the most prominent performance is that there is still a large gap between urban and rural education, urban and rural education equity issues are becoming increasingly apparent. In recent years, with the acceleration of the process of urban-rural integration, the social and economic aspects of urban and rural areas have made great progress, but the gap between urban and rural comprehensive development is still widening, the gap between rich and poor has also been aggravated. The continuous renewal of people's educational concept and the relative shortage of educational resources make the issue of urban and rural education equity more prominent and start to cause a series of educational and social problems. The issue of urban and rural education equity has become one of the focus issues that our government and all walks of life pay close attention to, and it is also the problem and difficult problem that our government needs to solve in the future. This paper begins with the analysis of the theoretical basis of urban and rural educational equity, and defines the scientific connotation of urban and rural educational equity. This paper briefly analyzes the influencing factors and measurement methods of urban and rural education equity, and points out that the urban and rural education equity degree is referred to in this paper. It is the generalization of the concept of the degree of educational equity in urban and rural areas. It reflects the quantitative transformation of the connotation of urban and rural education equity, but its basic point is still the actual situation of urban and rural education equity. The scientific connotation of the degree of urban and rural education equity is still mainly reflected the meaning of urban and rural education equity itself. Then. Through the comparison of urban and rural education quality and urban and rural educational opportunities, this paper analyzes the current situation of urban and rural education equity in China, and puts forward a method to measure the urban and rural educational equity by using the Gini coefficient measure method. And through the construction of urban and rural education equity comprehensive evaluation index system and analytic hierarchy process (AHP) method to build a comprehensive evaluation system of urban and rural education equity. Development and its unbalanced state, and analysis of the impact of urban and rural education equity in China's factors. On this basis, the impact of urban and rural education equity of the various factors are analyzed. Finally. The countermeasures and suggestions are put forward to improve the level of rural education and eliminate the unfair situation of urban and rural education.
