【摘要】:家庭經(jīng)濟(jì)困難學(xué)生資助政策是切實(shí)履行政府公共財(cái)政的職能,推進(jìn)公共服務(wù),實(shí)現(xiàn)教育均等化的必然要求,是存進(jìn)社會(huì)公平、公正,促進(jìn)教育公平的重要手段,已經(jīng)受到了世界各國(guó)的普遍重視和關(guān)注,他不僅關(guān)系到社會(huì)的公平、公正、和諧,而且關(guān)系到國(guó)家的穩(wěn)定和發(fā)展,是必須重視并花大力氣解決的問題。 陜西省非義務(wù)教育階段家庭經(jīng)濟(jì)困難學(xué)生資助政策研究主要圍繞分析非義務(wù)教育階段家庭經(jīng)濟(jì)困難學(xué)生資助政策供求矛盾及完善政策的思路開展,以我國(guó)現(xiàn)行資助政策和非義務(wù)教育階段資助理念為基礎(chǔ),科學(xué)界定家庭經(jīng)濟(jì)困難學(xué)生的內(nèi)涵,研究其產(chǎn)生原因,并綜合運(yùn)用教育公平和教育機(jī)會(huì)均等理論、新公共服務(wù)理論、人力資本和教育成本分擔(dān)與補(bǔ)償?shù)壤碚搶?duì)非義務(wù)教育階段家庭經(jīng)濟(jì)困難學(xué)生資助政策的制定與實(shí)施進(jìn)行分析,對(duì)國(guó)家新的家庭經(jīng)濟(jì)困難學(xué)生資助政策的實(shí)施情況和存在問題進(jìn)行了對(duì)比和分析,最后結(jié)合國(guó)內(nèi)外資助的相關(guān)實(shí)踐提出當(dāng)前完善家庭經(jīng)濟(jì)困難學(xué)生資助政策的對(duì)策。 文章分為四部分:第一章是緒論,第二章是家庭經(jīng)濟(jì)困難學(xué)生資助的相關(guān)理論與實(shí)踐,第三章是對(duì)陜西省非義務(wù)教育階段家庭經(jīng)濟(jì)困難學(xué)生資助體系現(xiàn)狀及問題分析,第四章是完善陜西省非義務(wù)教育階段家庭經(jīng)濟(jì)困難學(xué)生資助政策的對(duì)策建議。文章在解決家庭經(jīng)濟(jì)困難學(xué)生經(jīng)濟(jì)困難和提升家庭經(jīng)濟(jì)困難學(xué)生能力兩個(gè)領(lǐng)域同時(shí)展開研究,著眼于經(jīng)濟(jì)解困和全面發(fā)展兩個(gè)層面,著眼于整體解決家庭經(jīng)濟(jì)困難學(xué)生在求學(xué)過程中存在的主要問題,力求在研究方法、研究?jī)?nèi)容、研究理論等方面有所創(chuàng)新,最后落腳于政府、社會(huì)、學(xué)校多方面的政策、對(duì)策設(shè)計(jì),具有較大的實(shí)用性和創(chuàng)新性。研究項(xiàng)目涉及非義務(wù)教育階段的高中教育和中等職業(yè)教育,把家庭經(jīng)濟(jì)困難學(xué)生問題以非義務(wù)教育階段做整體研究,有利于整個(gè)資助體系的有效構(gòu)建,具有較強(qiáng)的理論和現(xiàn)實(shí)意義。
[Abstract]:The financial aid policy for students with financial difficulties is an inevitable requirement to fulfill the functions of government public finance, to promote public services and to realize the equalization of education. It is also an important means to advance social equity, justice and promote education equity. It is not only related to the fairness, justice and harmony of the society, but also related to the stability and development of the country. The research on the financial aid policy of students with financial difficulties in non-compulsory education in Shaanxi Province mainly revolves around the analysis of the contradiction between supply and demand of financial aid policy for students with financial difficulties in non-compulsory education stage and the idea of perfecting the policy. Based on the current financial aid policy and the concept of non-compulsory education, this paper scientifically defines the connotation of the students with family financial difficulties, studies its causes, and comprehensively applies the theory of educational equity and equal opportunities. The new public service theory, human capital and education cost sharing and compensation theory are used to analyze the formulation and implementation of financial aid policy for students with financial difficulties in non-compulsory education stage. This paper makes a comparison and analysis on the implementation and problems of the new national financial aid policy for students with financial difficulties. Finally, combined with the related practice of domestic and foreign financial aid, the paper puts forward the countermeasures to perfect the financial aid policy of the students with financial difficulties at home and abroad. The article is divided into four parts: the first chapter is the introduction, the second chapter is the related theory and practice of financial assistance for students with family financial difficulties. The third chapter is the analysis of the current situation and problems of the financial aid system for non-compulsory education students of families in Shaanxi Province. Chapter 4th is the countermeasure and suggestion to perfect the financial aid policy for the students with financial difficulties in non-compulsory education stage in Shaanxi Province. The article is in the two fields of solving the economic difficulties of the students with family economic difficulties and improving the ability of the students with family economic difficulties. Start the research. Focusing on the two levels of economic relief and comprehensive development, focusing on the overall solution of the main problems existing in the process of studying for students from economically disadvantaged families, the author tries to study the methods and contents of the study. Research theory and other aspects of innovation, and finally settled in the government, society, schools in a variety of policies, countermeasures design. The research project involves high school education and secondary vocational education in the stage of non-compulsory education. The problem of students with family financial difficulties is studied as a whole in the stage of non-compulsory education. Beneficial to the effective construction of the entire funding system, has a strong theoretical and practical significance.
