教育公平是中國走向教育強(qiáng)國的需要

【摘要】:2015年4月1日至2日,由中國教育三十人論壇與教育公平協(xié)同創(chuàng)新中心、華東師范大學(xué)國家教育宏觀政策研究院聯(lián)合主辦的"十三五"期間大力促進(jìn)教育公平高峰論壇在上海舉行。多位重磅嘉賓和資深專家相聚華東師大,論劍麗娃河畔,聚焦"如何更好地配置公共教育資源,加快縮小區(qū)域、城鄉(xiāng)、校際差距;如何更好地傾斜支持困難人群,保障殘障兒童、農(nóng)民工隨遷子女、家庭經(jīng)濟(jì)困難學(xué)生享受同等教育權(quán)益;如何平等對待、個性化對待所有學(xué)生,保障每個學(xué)生的學(xué)習(xí)權(quán)益和個性化發(fā)展;如何改善外部制度環(huán)境,保障在資源有限的情況下競爭機(jī)會公平;國際上促進(jìn)教育公平的歷史經(jīng)驗(yàn)和不同模式給我們的啟示"等五大領(lǐng)域的議題,發(fā)表主題演講,以更多元的視角、更獨(dú)到的眼光、更專業(yè)的解讀,分析當(dāng)前促進(jìn)教育公平的主要癥結(jié)、關(guān)鍵因子和有效路徑,進(jìn)而為國家和地方教育決策提供借鑒。鑒于本次論壇主題及內(nèi)容的重大意義,盡管論壇的相關(guān)報(bào)道和專家視點(diǎn)已相繼由電子媒體率先發(fā)布,幾位專家的發(fā)言也已散見于兄弟報(bào)刊,本刊編輯部仍決定集中刊發(fā)與會專家的精彩觀點(diǎn),依發(fā)言先后順序,全景呈現(xiàn)1本次論壇的過程及主題內(nèi)容,以饗廣大讀者。
[Abstract]:From April 1 to 2, 2015, by the 30-member Forum on Education in China and the Center for coordinated Innovation in Education Equity, The 13th five-year Plan Forum, co-sponsored by the National Institute of Macro-Policy of Education of East China normal University, was held in Shanghai. A number of dignitaries and senior experts gathered at East China normal University to focus on "how to better allocate public education resources and speed up the gap between regions, urban and rural areas and schools" on the banks of the Jianliva River. How to better support the people with difficulties, protect the disabled children, migrant workers with children, family students with financial difficulties to enjoy the same rights and interests in education; How to treat all students equally and individualized, to ensure the learning rights and interests of each student and individualized development, how to improve the external institutional environment, and how to ensure the fair opportunity of competition under the condition of limited resources. Five major topics, such as the historical experience of promoting educational equity in the world and the enlightenment given to us by different models, have delivered keynote speeches to interpret them from a more meta-perspective, a more unique perspective, and a more professional interpretation. This paper analyzes the main crux, key factors and effective paths of promoting educational equity at present, and then provides reference for national and local educational decisions. In view of the great significance of the theme and content of this forum, although the relevant reports and expert viewpoints of the forum have been first published by the electronic media one after another, the statements of several experts have also been scattered in brotherly newspapers and periodicals. The editorial department of this magazine still decided to publish the wonderful views of the participating experts, according to the order of the speech, panoramic presentation of the process and theme of the forum, for the benefit of the majority of readers.
