【摘要】：教育決策是教育主管機(jī)關(guān)和各級各類學(xué)校行使的一項(xiàng)重要權(quán)力,關(guān)系到受教育者和師生的重大利益。加快決策立法、健全教育決策程序制度和實(shí)現(xiàn)教育決策法治化,是有效規(guī)范教育決策活動、建設(shè)法治政府、深化依法治教的關(guān)鍵舉措。通過調(diào)研發(fā)現(xiàn),各地行政決策法治化的整體水平不高,決策程序規(guī)范不健全、規(guī)定過于粗糙等問題明顯。為此,應(yīng)根據(jù)十八屆三中全會、四中全會決定的精神,在教育領(lǐng)域建立起合法性審查、專家咨詢論證、集體討論決定、風(fēng)險評估、決策公開、決策評估和決策責(zé)任追究等一系列決策程序制度。
[Abstract]:Educational decision-making is an important power exercised by educational authorities and schools at all levels and has a bearing on the interests of educatees and teachers and students. Speeding up the decision-making legislation, perfecting the educational decision-making procedure system and realizing the legalization of educational decision-making are the key measures for effectively standardizing educational decision-making activities, building a government ruled by law, and deepening the administration of education according to law. Through investigation, it is found that the overall level of administrative decision-making is not high, the standard of decision-making procedure is not perfect, and the regulations are too rough and so on. To this end, in accordance with the spirit of the decisions of the third and fourth Plenary sessions of the 18th Central Committee, it is necessary to establish a legitimacy review, expert consultation and demonstration, collective discussion and decision-making, risk assessment, and public decision-making in the field of education. A series of decision-making procedure systems, such as decision-making evaluation and decision-making accountability.
