陜西義務教育失衡發(fā)展的癥結所在

【摘要】:隨著社會經(jīng)濟的快速發(fā)展,陜西省九年義務教育已基本普及,全省已基本掃除了青壯年文盲,實現(xiàn)了適齡兒童入學接受義務教育等等。但在義務教育的發(fā)展過程中也表現(xiàn)出眾多的失衡現(xiàn)象,如城鄉(xiāng)之間義務教育經(jīng)費投入不均等;城鄉(xiāng)之間義務教育教學設施配套不均衡;城鄉(xiāng)之間義務教育師資配置不均衡;城鄉(xiāng)之間學科設置不均衡;城鄉(xiāng)之間義務教育升學率不均衡。解決這些失衡發(fā)展現(xiàn)象的策略和建議是:強化政府職責,加強義務教育投入;建立統(tǒng)一的標準化學校,合理配置城鄉(xiāng)教育資源;加大力度發(fā)展鄉(xiāng)村經(jīng)濟,縮小城鄉(xiāng)社會經(jīng)濟發(fā)展差距;加強信息化建設,建立資源共享機制;加強鄉(xiāng)村地區(qū)師資隊伍建設。
[Abstract]:With the rapid development of social economy, nine-year compulsory education in Shaanxi Province has been basically popularized, the province has basically eliminated illiteracy among the young and middle-aged, and has realized compulsory education for school-age children. But in the course of the development of compulsory education, there are many unbalanced phenomena, such as unequal investment of compulsory education funds between urban and rural areas, unbalanced supporting facilities of compulsory education teaching facilities between urban and rural areas, unbalanced allocation of teachers for compulsory education between urban and rural areas. The curriculum between urban and rural areas is not balanced, and the transition rate of compulsory education between urban and rural areas is not balanced. The strategies and suggestions to solve these unbalanced development phenomena are as follows: strengthen government responsibility, strengthen compulsory education investment, establish unified standardized schools, and rationally allocate urban and rural educational resources; Strengthen the development of rural economy, reduce the gap between urban and rural socio-economic development; strengthen the information construction, establish a resource sharing mechanism; strengthen the construction of teachers in rural areas.
