教育政策文本中的公平概念及其分析

【摘要】:2015年4月1日至2日,由中國(guó)教育三十人論壇與教育公平協(xié)同創(chuàng)新中心、華東師范大學(xué)國(guó)家教育宏觀政策研究院聯(lián)合主辦的"十三五"期間大力促進(jìn)教育公平高峰論壇在上海舉行。多位重磅嘉賓和資深專(zhuān)家相聚華東師大,論劍麗娃河畔,聚焦"如何更好地配置公共教育資源,加快縮小區(qū)域、城鄉(xiāng)、校際差距;如何更好地傾斜支持困難人群,保障殘障兒童、農(nóng)民工隨遷子女、家庭經(jīng)濟(jì)困難學(xué)生享受同等教育權(quán)益;如何平等對(duì)待、個(gè)性化對(duì)待所有學(xué)生,保障每個(gè)學(xué)生的學(xué)習(xí)權(quán)益和個(gè)性化發(fā)展;如何改善外部制度環(huán)境,保障在資源有限的情況下競(jìng)爭(zhēng)機(jī)會(huì)公平;國(guó)際上促進(jìn)教育公平的歷史經(jīng)驗(yàn)和不同模式給我們的啟示"等五大領(lǐng)域的議題,發(fā)表主題演講,以更多元的視角、更獨(dú)到的眼光、更專(zhuān)業(yè)的解讀,分析當(dāng)前促進(jìn)教育公平的主要癥結(jié)、關(guān)鍵因子和有效路徑,進(jìn)而為國(guó)家和地方教育決策提供借鑒。鑒于本次論壇主題及內(nèi)容的重大意義,盡管論壇的相關(guān)報(bào)道和專(zhuān)家視點(diǎn)已相繼由電子媒體率先發(fā)布,幾位專(zhuān)家的發(fā)言也已散見(jiàn)于兄弟報(bào)刊,本刊編輯部仍決定集中刊發(fā)與會(huì)專(zhuān)家的精彩觀點(diǎn),依發(fā)言先后順序,全景呈現(xiàn)1本次論壇的過(guò)程及主題內(nèi)容,以饗廣大讀者。
[Abstract]:From April 1 to 2, 2015, the China Education Thirty people Forum and the Education Equity Collaborative Innovation Center, The National Institute of Education Macro-Policy of East China normal University jointly sponsored the "Thirteenth Five-Year Plan" Summit Forum on promoting Educational Equity in Shanghai. Many important guests and senior experts gathered at East China normal University to discuss the banks of the Jianliwa River, focusing on "how to better allocate public educational resources, accelerate the narrowing of regional, urban and rural, and inter-school disparities, and how to better tilt and support people in need." Guarantee disabled children, migrant workers with children, family economic difficulties students enjoy the same educational rights and interests, how to treat equally, personalized treatment of all students, to ensure that each student's rights and interests in learning and personalized development; How to improve the external institutional environment and guarantee a level playing field in which resources are limited; and how to give keynote speeches in five major areas, such as the historical experience of promoting education equity and the enlightenment of different models to us in the international arena. In this paper, the author analyzes the main problems, key factors and effective paths of promoting education equity from a more diverse perspective, a more unique perspective and a more professional interpretation, and then provides reference for national and local educational decision-making. In view of the significance of the theme and content of the Forum, although the relevant reports and expert perspectives of the Forum have been first published by the electronic media one after another, the statements of several experts have also been scattered in the sibling press, Our editorial department still decided to focus on publishing the brilliant views of the participating experts, according to the speaking order, panoramic presentation of the process and theme of this forum, in order to provide a good dinner to the readers.
