【摘要】：產(chǎn)學(xué)研合作在我國(guó)的科技創(chuàng)新體系中占有重要地位,是我國(guó)大力發(fā)展科學(xué)技術(shù),推動(dòng)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變,建設(shè)創(chuàng)新型國(guó)家重要引擎。廣東省是全國(guó)開(kāi)展產(chǎn)學(xué)研合作較早的省份,廣東省政府陸續(xù)出臺(tái)了包括廣東省產(chǎn)學(xué)研合作專項(xiàng)計(jì)劃在內(nèi)的一系列政策措施來(lái)推進(jìn)省部產(chǎn)學(xué)研結(jié)合試點(diǎn)工作。通過(guò)八年多的發(fā)展,廣東省產(chǎn)學(xué)研合作在取得較大成就的同時(shí),仍然存在著許多不足。研究政府在產(chǎn)學(xué)研合作中作用,對(duì)于進(jìn)一步推動(dòng)廣東省產(chǎn)學(xué)研合作的發(fā)展具有重要的意義。本文聚焦于廣東省產(chǎn)學(xué)研合作專項(xiàng)計(jì)劃的一環(huán):產(chǎn)學(xué)研結(jié)合引導(dǎo)項(xiàng)目。通過(guò)實(shí)證分析研究產(chǎn)學(xué)研結(jié)合引導(dǎo)項(xiàng)目在組織實(shí)施過(guò)程中存在的問(wèn)題、引導(dǎo)項(xiàng)目中的影響因素、各方的利益訴求等,在此基礎(chǔ)上提出完善政府在其中作用的對(duì)策建議,以期對(duì)于完善政府在廣東省其他類型產(chǎn)學(xué)研合作中的作用提供有益參考。首先,本文從各類政策文件中梳理了政府在產(chǎn)學(xué)研結(jié)合引導(dǎo)項(xiàng)目中的職責(zé)履行情況,并通過(guò)問(wèn)卷調(diào)查分析了政府在引導(dǎo)項(xiàng)目中的作用現(xiàn)狀,推動(dòng)引導(dǎo)項(xiàng)目過(guò)程中存在的問(wèn)題與原因;其次,結(jié)合文獻(xiàn)分析,本文歸納出影響引導(dǎo)項(xiàng)目的一般性因素,論證了引導(dǎo)項(xiàng)目與其他類型產(chǎn)學(xué)研合作項(xiàng)目在參與方勢(shì)差、企業(yè)研發(fā)實(shí)力、項(xiàng)目本身特點(diǎn)等方面存在的差異性,以及由差異性所致的影響因素的特殊性。在此基礎(chǔ)上,本文通過(guò)訪談進(jìn)一步分析了企業(yè)、高校(科研機(jī)構(gòu))參與引導(dǎo)項(xiàng)目中的動(dòng)機(jī)及項(xiàng)目過(guò)程中具體的利益訴求;最后,本文結(jié)合以上分析,提出構(gòu)建基于引導(dǎo)項(xiàng)目全過(guò)程的政府作用機(jī)制,并針對(duì)項(xiàng)目不同階段提出了完善相應(yīng)政府作用的對(duì)策建議。
[Abstract]:Industry-university-research cooperation plays an important role in the scientific and technological innovation system of our country. It is an important engine to develop science and technology, to promote the transformation of economic development mode and to build an innovative country. Guangdong Province is an early province to carry out industry-university-research cooperation. The Guangdong provincial government has successively introduced a series of policies and measures including the special plan of cooperation between industry, university and research in Guangdong Province to promote the pilot work of combining production, education and research with provincial departments. After more than eight years of development, there are still many shortcomings in the cooperation of industry, college and research in Guangdong province. It is of great significance to study the role of government in the cooperation of industry, education and research in Guangdong province. This paper focuses on a special project of cooperation between industry, university and research in Guangdong province. Through the empirical analysis of the problems existing in the process of organizing and implementing the industry-university-research and guiding projects, the influencing factors in the guiding projects, the interests of all parties, and so on, the author puts forward some countermeasures and suggestions to improve the role of the government in the process. In order to improve the role of the government in other types of industrial, university and research cooperation in Guangdong Province to provide a useful reference. First of all, this paper combs the responsibility of the government in the guidance project of the combination of industry, education and research from various policy documents, and analyzes the status quo of the role of the government in the guiding project through the questionnaire survey. Secondly, combined with the literature analysis, this paper sums up the general factors that affect the guiding project, and demonstrates the potential difference between the guiding project and other types of industry-university-research cooperation projects. The differences of enterprise R & D strength and the characteristics of the project itself, and the particularity of the influencing factors caused by the differences. On this basis, this paper further analyzes the motivation of enterprises, colleges and universities (scientific research institutions) to participate in the guiding project and the specific interest demands in the process of the project through interviews. Finally, this paper combines the above analysis, This paper puts forward the mechanism of government action based on the whole process of guiding the project, and puts forward some countermeasures and suggestions to perfect the corresponding government function in different stages of the project.
