中國和新加坡的英漢雙語教育政策比較研究

【摘要】:近年來,由于國家和社會發(fā)展的需要,英漢雙語教育在我國受到廣泛關(guān)注,成為我國教育發(fā)展及改革的一項(xiàng)重要內(nèi)容。但目前我國發(fā)展英漢雙語教育的基礎(chǔ)和積淀仍較為薄弱,有必要學(xué)習(xí)借鑒國外先進(jìn)經(jīng)驗(yàn)。新加坡是國際上成功實(shí)行雙語教育的典范,在社會、歷史、人文等方面與我國有許多相似之處,因而在比較中有針對性地學(xué)習(xí)借鑒新加坡雙語教育的成功經(jīng)驗(yàn)是目前我國發(fā)展英漢雙語教育的重要選擇。通過文獻(xiàn)研究法、比較法和歷史研究法等研究方法對兩國雙語教育政策進(jìn)行梳理回顧,比較其在政策背景、政策實(shí)踐及政策影響方面的異同,總結(jié)出新加坡雙語教育的成功經(jīng)驗(yàn)主要在于:政府對雙語教育政策定位清晰;政府重視雙語教育相關(guān)政策法規(guī)的制定和改進(jìn),政府在實(shí)行雙語教育過程中始終原則清晰、立場堅(jiān)定;等等。而我國在英漢雙語教育的發(fā)展過程中存在著政策定位模糊、政策規(guī)范性不強(qiáng)、立法缺失等問題,因而新加坡相關(guān)方面的成功經(jīng)驗(yàn)是值得我國借鑒的。另一方面,基于對我國國情和特殊雙語現(xiàn)象的梳理分析,建議我國實(shí)行英漢雙語教育必須立足本國實(shí)際,堅(jiān)持“限定性”原則,即“學(xué)齡限定在高等教育階段”、“民族(地區(qū))院校開展英漢雙語教育需限定在高等教育階段及特定領(lǐng)域”、“教學(xué)范圍(課程設(shè)置)基本限定在特定領(lǐng)域”,等等。發(fā)展與我國國情相適應(yīng)的英漢雙語教育,以使其與我國母語教育、民漢雙語教育相和諧,同時(shí)避免教育資源浪費(fèi)。
[Abstract]:In recent years, due to the needs of national and social development, English-Chinese bilingual education has received extensive attention in China, and has become an important content of educational development and reform in China. However, the foundation and accumulation of bilingual education in English and Chinese is still weak, so it is necessary to learn from foreign advanced experience. Singapore is an example of successful bilingual education in the world. It has many similarities with China in social, historical, cultural and other aspects. Therefore, to learn from the successful experience of bilingual education in Singapore in comparison is an important choice to develop bilingual education in China. This paper reviews the bilingual education policies of the two countries through literature research, comparative study and historical research, and compares their similarities and differences in policy background, policy practice and policy impact. The successful experiences of bilingual education in Singapore are summarized as follows: the government has a clear policy position on bilingual education; the government attaches importance to the formulation and improvement of policies and regulations related to bilingual education; and the government has always maintained clear principles in the implementation of bilingual education. Stand firm; wait. However, there are some problems in the development of bilingual education in China, such as vague policy orientation, weak normative policy and lack of legislation. Therefore, the successful experience of Singapore is worthy of our country's reference. On the other hand, based on the analysis of China's national conditions and special bilingual phenomena, it is suggested that the implementation of bilingual education in China should be based on the reality of our country and adhere to the principle of "limitation of school age at the stage of higher education". "bilingual education between English and Chinese in ethnic (regional) colleges should be limited to higher education and specific fields", "teaching scope (curriculum) is basically limited to specific fields", and so on. To develop bilingual education in English and Chinese in accordance with our national conditions in order to make it harmonious with native language education and Chinese bilingual education and to avoid the waste of educational resources.
