義務(wù)教育學(xué)校教師績(jī)效工資政策效果分析

【摘要】:義務(wù)教育學(xué)校績(jī)效工資政策實(shí)施幾年來,各地進(jìn)行了有效落實(shí),且績(jī)效工資政策力度不斷提升,教師工資結(jié)構(gòu)逐步趨于合理規(guī)范,但各地仍有差距;績(jī)效工資向不完全小學(xué)、教學(xué)點(diǎn)等義務(wù)教育學(xué)校傾斜,向農(nóng)村學(xué)校和縣鎮(zhèn)學(xué)校傾斜,縣域內(nèi)教師工資水平逐步平衡;在學(xué)校內(nèi)部,不同崗位之間教師績(jī)效工資存在差異性,績(jī)效工資越來越體現(xiàn)教師教學(xué)業(yè)績(jī);績(jī)效工資對(duì)改善教師教育教學(xué)行為有一定的導(dǎo)向和激勵(lì)作用,且呈現(xiàn)出分選效應(yīng)特點(diǎn)。建議完善中央與地方經(jīng)費(fèi)分擔(dān)機(jī)制,推進(jìn)績(jī)效考核評(píng)價(jià)制度的民主開放,根據(jù)需求適當(dāng)調(diào)整績(jī)效工資比重,科學(xué)設(shè)計(jì)不同類型教師的績(jī)效考核標(biāo)準(zhǔn),以進(jìn)一步完善績(jī)效工資政策。
[Abstract]:Since the implementation of the performance wage policy in compulsory education schools for several years, various localities have carried out effective implementation, and the performance wage policy has been continuously enhanced, and the structure of teachers' wages has gradually tended to be reasonable and standardized, but there are still gaps in local areas. Compulsory education schools, such as teaching points, incline to rural schools and county and town schools, and the level of teachers' salaries in county areas is gradually balanced; within schools, there are differences in teachers' performance wages among different posts. Performance pay reflects teachers' teaching performance more and more, and performance pay has certain guiding and encouraging effect on improving teachers' educational and teaching behavior, and shows the characteristics of sorting effect. It is suggested that the mechanism of sharing funds between the central and local governments be improved, the democratic opening of the performance appraisal system should be promoted, the proportion of performance pay should be adjusted appropriately according to the demand, and the performance appraisal standards of different types of teachers should be scientifically designed. To further improve the performance pay policy.
