【摘要】:波士頓"基于家庭的擇校計(jì)劃"是美國(guó)馬薩諸塞州運(yùn)用最為廣泛的擇校機(jī)制。該機(jī)制一方面給予家庭更多樣的學(xué)校選擇,另一方面又通過公共教育資源的再分配保證了弱勢(shì)群體獲得優(yōu)質(zhì)教育資源的權(quán)利和機(jī)會(huì)。同時(shí),它又為公立學(xué)校系統(tǒng)引入了競(jìng)爭(zhēng)機(jī)制,從而提高了整體教育質(zhì)量。波士頓擇校機(jī)制充分體現(xiàn)了國(guó)家在現(xiàn)代教育治理結(jié)構(gòu)中運(yùn)用公共政策維護(hù)教育公平正義的價(jià)值取向,這對(duì)于我國(guó)制訂擇校政策具有借鑒意義。
[Abstract]:Boston's "family based school selection program" is the most widely used school selection mechanism in Massachusetts, in the United States. On the one hand, the mechanism gives families a wide selection of schools, and on the other hand, the redistribution of public education resources ensures the rights and opportunities for vulnerable groups to obtain high quality education resources. At the same time, it is also a public school department. The competition mechanism has been introduced to improve the overall quality of education. The school selection mechanism in Boston fully embodies the value orientation of the state in the use of public policy in the modern educational governance structure to maintain the fair and justice of education, which is of reference for our country to formulate school selection policy.
