區(qū)域教育發(fā)展方式轉(zhuǎn)變的可能性研究

【摘要】:區(qū)域教育發(fā)展方式轉(zhuǎn)變過程中,教育改革推動(dòng)者已掌握的相關(guān)信息是很重要的決策工具,通過對(duì)信息披露環(huán)節(jié)的控制,可以減少外部因素對(duì)教育改革的消極影響。從理論上講,教育改革推動(dòng)者在信息披露環(huán)節(jié)上的基本策略有兩點(diǎn);一是把多個(gè)異質(zhì)組織參與的決策博弈變?yōu)樯贁?shù)單一組織參與的決策博弈;二是確定信息發(fā)布的先后順序和選擇信息披露的時(shí)機(jī)。而我們認(rèn)為區(qū)域教育發(fā)展方式轉(zhuǎn)變推動(dòng)者的一系列信息披露策略,內(nèi)生于整個(gè)國家教育體制、乃至公共事業(yè)管理體制改革過程中,它是改革推動(dòng)者與所在組織成員、上級(jí)主管部門和公眾群體等教育發(fā)展利益相關(guān)者博弈的結(jié)果。這種博弈行為使得區(qū)域教育發(fā)展方式轉(zhuǎn)變的時(shí)間與程序發(fā)生了相應(yīng)的變化,從而構(gòu)成了我國漸進(jìn)式教育改革中的一個(gè)特點(diǎn)。
[Abstract]:In the process of changing the mode of regional education development, the relevant information that the promoters of educational reform have mastered is a very important decision-making tool. Through the control of the information disclosure link, the negative influence of external factors on the educational reform can be reduced. In theory, the basic strategies of educational reform promoters in the link of information disclosure are as follows: one is to change the decision game in which multiple heterogeneous organizations participate into the decision game in which a small number of single organizations participate, and the decision game in which multiple heterogeneous organizations participate is transformed into a decision game in which a small number of single organizations participate. The second is to determine the sequence of information release and the timing of information disclosure. We believe that a series of information disclosure strategies of the agents of the change of regional education development mode are born in the whole national education system, and even in the process of the reform of the public utility management system, and it is the promoter of the reform and the members of the organizations in which it is located. The result of the game between the higher authorities and the public groups and other educational development stakeholders. This kind of game behavior makes the time and procedure of the development mode of regional education change correspondingly, which constitutes a characteristic of the gradual education reform in our country.
