【摘要】：義務教育是國家統(tǒng)一實施的所有適齡兒童、少年必須接受的教育，是國家必須予以保障的公益性事業(yè)。山西省作為經(jīng)濟欠發(fā)達的省份，，教育事業(yè)的發(fā)展尤其是農(nóng)村義務教育的發(fā)展相對落后。 鑒于此，本研究以相關文獻資料、統(tǒng)計數(shù)據(jù)和調(diào)查得到的數(shù)據(jù)為依據(jù)，以義務教育的公共產(chǎn)品屬性為前提，以新《義務教育法》的相關規(guī)定為主線，通過調(diào)查與訪談，共發(fā)放問卷260份，收回有效問卷231份，將所得的數(shù)據(jù)與資料進行統(tǒng)計分析，得出的結論是：我省農(nóng)村義務教育存在一定的問題，其中較為嚴重且與《義務教育法》相關規(guī)定相差較遠的問題主要是農(nóng)村學生生源問題、農(nóng)村學生隱性輟學問題、農(nóng)村留守兒童問題與農(nóng)村義務教育經(jīng)費問題；以此為基礎，本研究以《義務教育法》的規(guī)定及相關的政策法規(guī)為依據(jù)，從農(nóng)村義務教育的管理體制、財政體制及國家政策方面對存在的問題進行了深入剖析；最后，從調(diào)查的實際情況出發(fā)，結合山西省省情，提出促進我省農(nóng)村義務教育發(fā)展的健全農(nóng)村義務教育發(fā)展的法律體系，建立政府、社會、學校、家庭四位一體的管理體系，整合農(nóng)村義務教育資源提高辦學效益的對策，從而促進我省農(nóng)村義務教育的發(fā)展。
[Abstract]:Compulsory education is a kind of education for all children of school age and adolescents which the country must guarantee. As an underdeveloped province, the development of education, especially the rural compulsory education, is relatively backward. In view of this, this study is based on the relevant literature, statistical data and data obtained from the survey, taking the public product attribute of compulsory education as the premise, taking the relevant provisions of the New compulsory Education Law as the main line, through investigation and interview. A total of 260 questionnaires were sent out, 231 valid questionnaires were collected, and the data and data obtained were statistically analyzed. The conclusion is that there are some problems in compulsory education in rural areas in our province. Among them, the problems which are more serious and far different from the relevant provisions of compulsory Education Law are mainly the source of rural students, the problem of rural students dropping out of school recessive, the problem of rural left-behind children and the problem of rural compulsory education funds. On the basis of this, based on the provisions of the compulsory Education Law and related policies and regulations, the paper analyzes the existing problems from the aspects of rural compulsory education management system, financial system and national policy. Finally, starting from the actual situation of investigation and combining with the situation of Shanxi Province, this paper puts forward a sound legal system of rural compulsory education development in our province, and establishes a four-in-one management system of government, society, school and family. In order to promote the development of rural compulsory education in our province, we should integrate the resources of rural compulsory education and improve the efficiency of running a school.
