【摘要】：從1978年3月，鄧小平提出“科學(xué)技術(shù)是生產(chǎn)力”這一馬克思主義的觀點(diǎn)，到1995年5月，《中共中央國務(wù)院關(guān)于加速科學(xué)技術(shù)進(jìn)步的決定》第一次明確提出要“堅(jiān)定不移地實(shí)施科教興國戰(zhàn)略”，歷史的長河已經(jīng)跨越了三十多個春秋。三十多年的發(fā)展經(jīng)驗(yàn)表明，無論是實(shí)施科教興國戰(zhàn)略，還是人才強(qiáng)國戰(zhàn)略、建設(shè)文化強(qiáng)國，都離不開大量的各級各類人才。人才的培養(yǎng)，離不開各級各類教育機(jī)構(gòu)。地方高師院校作為人才培養(yǎng)的工作“母機(jī)”，一方面為服務(wù)地方經(jīng)濟(jì)社會發(fā)展培養(yǎng)合格的勞動者和建設(shè)者，更重要的一方面是為地方基礎(chǔ)教育培養(yǎng)大量的合格教師。最近幾年來，隨著高校擴(kuò)招，地方高師院校的辦學(xué)規(guī)模也隨之?dāng)U大，但不少地方高師院校在辦學(xué)規(guī)模擴(kuò)大的過程中，逐步偏離了為地方基礎(chǔ)教育培養(yǎng)合格教師的目標(biāo)，教育教學(xué)理念、內(nèi)容、方法也和地方基礎(chǔ)教育脫節(jié)，基本游離于基礎(chǔ)教育課程改革之外，培養(yǎng)的畢業(yè)生已經(jīng)不能適應(yīng)基礎(chǔ)教育的需要。這種現(xiàn)狀，一方面造成了地方高師院校畢業(yè)生就業(yè)困難，另一方面讓更多的高中畢業(yè)生失去了報考地方高師院校的興趣，使得生源質(zhì)量本就不高的地方高師院校雪上加霜；同時，生源質(zhì)量不斷下降，反過來又嚴(yán)重影響到地方高師院校為基礎(chǔ)教育培養(yǎng)合格教師目標(biāo)的實(shí)現(xiàn)，如此惡性循環(huán)，必將影響各級各類人才的培養(yǎng)，對科教興國戰(zhàn)略的實(shí)施造成負(fù)面影響。 本文從實(shí)施科教興國戰(zhàn)略對人才的需要出發(fā)，分析了基礎(chǔ)教育對實(shí)施科教興國戰(zhàn)略的作用、地方高師院校教師教育水平對基礎(chǔ)教育水平的影響，最后落腳于如何提高地方高師院校教育教學(xué)水平，并重點(diǎn)分析了地方高師院校生源質(zhì)量對其教育教學(xué)水平的影響，給出了提高生源質(zhì)量的筆者的看法。 最后，，希望地方高師院校能夠準(zhǔn)確定位自身在服務(wù)地方經(jīng)濟(jì)社會文化發(fā)展中的位置，找準(zhǔn)突破口，突出教師教育特色，改善并加大為地方基礎(chǔ)教育培養(yǎng)合格教師的力度，在實(shí)施科教興國戰(zhàn)略的過程中，在各級各類人才的培養(yǎng)中，發(fā)揮地方高師院校舉足輕重的作用。

Over the past three decades, the experience of development has shown that both the strategy of the country's country and the strategy of the country's powerful power and the construction of a cultural power cannot be separated from a large number of talents at all levels. The cultivation of talents cannot be separated from various educational institutions at all levels. As the working "mother machine" of the personnel training, the local teachers' colleges and universities, on the one hand, provide qualified workers and builders for the development of the local economic and social development, and the more important one is to develop a large number of qualified teachers for local basic education. In recent years, with the expansion of colleges and universities, the school-running scale of local colleges and universities has also expanded, but many local colleges and universities have gradually deviated from the goal of training qualified teachers for local basic education, the concept and contents of education and teaching in the process of expanding the scale of the school. The method is also divorced from the local basic education, which is basically free from the basic education curriculum reform, and the cultivation of the graduates has not been able to meet the needs of the basic education. The present situation, on the one hand, has caused the difficulty of the employment of the graduates in the local normal colleges and universities, and on the other hand, more senior high school graduates lose the interest of the local higher normal colleges and universities, so that the quality of the students is not high, and the quality of the students is not high; and meanwhile, the quality of the students is declining, In turn, it has seriously affected the realization of the target of qualified teachers for the basic education in the local normal colleges and universities, so that the vicious circle will influence the development of all kinds of talents at all levels, and have a negative impact on the implementation of the strategy for the development of the country through science and education. The paper analyses the effect of the basic education on the implementation of the strategy of developing the country through science and education, the effect of the level of the teachers' education on the level of basic education, and how to improve the teaching level of the local colleges and universities. The author also points out the influence of the quality of the students in the local normal universities on the level of their education and teaching, and gives the author's view of improving the quality of the students. Finally, it is hoped that the local teachers' colleges and universities can accurately position themselves in the development of local economic and social culture, find a breakthrough, highlight the characteristics of teachers' education, improve and increase the strength of qualified teachers for local basic education, and implement the strategy of rejuvenating the country through science and education In the cultivation of all kinds of talents at all levels, it plays an important role in the local teachers' colleges and universities
