大學(xué)生就業(yè)公平失衡的社會危機(jī)與化解對策研究——基于政府責(zé)任的視角

【摘要】:隨著就業(yè)形勢的日趨嚴(yán)峻,大學(xué)生就業(yè)公平失衡問題已成為我國各級政府、教育部門、高校和社會各界關(guān)注的熱點(diǎn)。就業(yè)公平失衡并非單一性的簡單問題,一旦出現(xiàn)不測,就會引發(fā)連環(huán)問題出現(xiàn),甚至引發(fā)社會騷動,最終對社會穩(wěn)定和政府執(zhí)政能力構(gòu)成重大威脅。從家庭社會資本差異歸因、制度慣性歸因、用人單位選擇偏好歸因、政府治理責(zé)任歸因等方面入手,診斷和把握現(xiàn)有大學(xué)生就業(yè)公平失衡的現(xiàn)象及表現(xiàn),進(jìn)而從個體人力資本效率損失、家庭利益損失、社會排斥等方面分析大學(xué)生就業(yè)公平失衡的社會效應(yīng)和社會危機(jī)演化路徑。從法治與風(fēng)險防控體系建設(shè)的視角為政府化解就業(yè)公平失衡問題提供政策建議,希冀就業(yè)公平失衡問題得到有效遏制。
[Abstract]:With the increasingly serious employment situation, the imbalance of employment equity of college students has become the focus of attention of governments at all levels, education departments, colleges and universities and all walks of life in our country. The imbalance of employment equity is not a simple problem of oneness. Once there is an accident, it will lead to a series of problems, or even cause social unrest, and ultimately pose a major threat to social stability and the ability of the government to govern. Starting from the reasons of family social capital difference, institutional inertia, employer choice preference, government governance responsibility and so on, this paper diagnoses and grasps the phenomenon and performance of the imbalance of employment equity of college students, and then analyzes the social effect of college students' employment equity imbalance and the evolution path of social crisis from the aspects of individual human capital efficiency loss, family interest loss, social exclusion and so on. From the perspective of the rule of law and the construction of risk prevention and control system, this paper provides policy suggestions for the government to resolve the imbalance of employment equity, hoping that the imbalance of employment equity can be effectively contained.
