【摘要】：隨著新建本科院校層次的升格和規(guī)模的擴(kuò)張,尤其是社會(huì)對(duì)學(xué)校教育質(zhì)量的問責(zé),學(xué)校組織面臨變革。新建本科院校政治權(quán)力、行政權(quán)力、學(xué)術(shù)權(quán)力三種權(quán)力重心應(yīng)適度分離,學(xué)校黨委系統(tǒng)要成為宏觀決策中心,行政系統(tǒng)是決策執(zhí)行中心,而學(xué)院則是行政管理和學(xué)科建設(shè)的交叉點(diǎn)。實(shí)現(xiàn)三權(quán)重心分離,應(yīng)遵循規(guī)律,制衡權(quán)力;優(yōu)化結(jié)構(gòu),壓縮層級(jí);目標(biāo)管理,強(qiáng)化監(jiān)督;信息管理,注重效益;完善機(jī)制,培養(yǎng)干部。
[Abstract]:With the upgrading and expansion of the scale of newly-built colleges and universities, especially the social accountability for the quality of school education, the school organization is facing change. The political power, administrative power and academic power of newly-built undergraduate colleges and universities should be moderately separated. The party committee system of the school should become the macro decision-making center, and the administrative system should be the decision-making execution center. The college is the intersection of administration and discipline construction. To realize the separation of the center of gravity of the three powers, we should follow the law, check and balance the power; optimize the structure and compress the level; target management, strengthen supervision; information management, pay attention to efficiency; perfect the mechanism and train cadres.
