安徽省高等教育國(guó)際化現(xiàn)狀與對(duì)策研究

【摘要】：隨著經(jīng)濟(jì)全球化、區(qū)域經(jīng)濟(jì)一體化的發(fā)展和知識(shí)經(jīng)濟(jì)的興起、科技水平成為推動(dòng)經(jīng)濟(jì)發(fā)展的巨大動(dòng)力,高等教育教育國(guó)際化已經(jīng)是高等教育發(fā)展的必然趨勢(shì)。伴隨中國(guó)經(jīng)濟(jì)的發(fā)展,越來(lái)越融入世界,國(guó)際的交流與合作也日趨活躍,中國(guó)的高等教育學(xué)界也早已經(jīng)開始關(guān)注世界高等教育國(guó)際化的發(fā)展趨勢(shì)并積極推動(dòng)國(guó)內(nèi)高等教育國(guó)際化的發(fā)展。作為安徽省自身,目前也處在產(chǎn)業(yè)轉(zhuǎn)型、經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的關(guān)鍵時(shí)期,在這樣的機(jī)遇下,安徽迫切需要的是大量的人才,特別是需要大批高素質(zhì)的國(guó)際化的人才。而安徽省高素質(zhì)的國(guó)際化的人才的培養(yǎng)取決于安徽省高等教育國(guó)際化的程度。因此,認(rèn)真分析安徽省高等教育國(guó)際化的現(xiàn)狀和發(fā)展水平,以及安徽省高等教育國(guó)際化發(fā)展過(guò)程中存在的問(wèn)題,以及安徽省發(fā)展高等教育國(guó)際化所面臨的內(nèi)外部環(huán)境,并提出相應(yīng)的政策。從而加快安徽省高等教育國(guó)際化的發(fā)展進(jìn)程,為安徽省乃至全國(guó)的經(jīng)濟(jì)建設(shè)培養(yǎng)更多的高素質(zhì)的國(guó)際化人才。 本文通過(guò)研究高等教育國(guó)際化的概念和內(nèi)涵、動(dòng)因、特征等,并根據(jù)結(jié)合美國(guó)、歐盟、中山大學(xué)等諸多關(guān)于高等教育國(guó)際化評(píng)價(jià)體系的研究和廣州市所頒布的高等教育國(guó)際化評(píng)價(jià)體系。通過(guò)綜合研究所確定的安徽省高等教育國(guó)際化發(fā)展評(píng)價(jià)體系,具體指標(biāo)包括戰(zhàn)略與規(guī)劃與組織、人員交流、教學(xué)與科研交流、成果交流等指標(biāo)。然后,搜集安徽省近年在高等教育國(guó)際化的戰(zhàn)略規(guī)劃、高等教育國(guó)際化人員交流、參加及主辦國(guó)際性會(huì)議的情況、科技成果、國(guó)(境)外期刊收錄的論文數(shù)等方面的具體數(shù)據(jù),并應(yīng)用這一評(píng)價(jià)指標(biāo)體系對(duì)安徽省高等教育國(guó)際化人員交流、辦學(xué)合作、成果交流、戰(zhàn)略規(guī)劃等方面的發(fā)展現(xiàn)狀進(jìn)行研究,并且把一些指標(biāo)與一些與安徽省經(jīng)濟(jì)社會(huì)發(fā)展情況相類和比安徽省經(jīng)濟(jì)發(fā)展情況好的省份的具體數(shù)據(jù)進(jìn)行比較,并對(duì)安徽省的一些典型研究型高等院校、綜合型高等院校、應(yīng)用型高等院校、民辦高等院校和高等職業(yè)學(xué)院進(jìn)行個(gè)案研究。通過(guò)與和安徽省經(jīng)濟(jì)社會(huì)發(fā)展情況相類以及比安徽省經(jīng)濟(jì)社會(huì)發(fā)展情況好的省份的比對(duì)和對(duì)典型研究型高等院校、綜合型高等院校、應(yīng)用型高等院校、民辦高等院校和高等職業(yè)學(xué)院進(jìn)行的個(gè)案研究發(fā)現(xiàn)安徽省高等教育國(guó)際化發(fā)展存在著一些不盡如人意的地方。如：國(guó)際化規(guī)劃不適合省情、高等教育國(guó)際化的合作面偏窄、高等職業(yè)教育的國(guó)際化沒有得到應(yīng)用重視、民辦高等教育的國(guó)際化沒有的到應(yīng)有重視、高等教育國(guó)際化的合作形式不夠多樣化、高等教育國(guó)際化的法律法規(guī)和規(guī)范性文件不夠健全、國(guó)際性組織的作用沒有的到重視、高等教育國(guó)際化的專業(yè)人員缺乏、忽視了大學(xué)聯(lián)盟的作用、不夠重視文化傳播等問(wèn)題。這些因素嚴(yán)重制約著安徽省高等教育國(guó)際化的發(fā)展。 要加快安徽省高等教育國(guó)際化的發(fā)展,就要根據(jù)我省高等教育國(guó)際化的發(fā)展現(xiàn)狀以及面對(duì)的競(jìng)爭(zhēng)環(huán)境提出適合我省高等教育國(guó)際化發(fā)展的對(duì)策。筆者結(jié)合安徽省高等教育國(guó)際化的發(fā)展現(xiàn)狀以及安徽省發(fā)展高等教育國(guó)際化所面對(duì)的內(nèi)外環(huán)境等,提出了一些針對(duì)目前安徽省高等教育國(guó)際化發(fā)展現(xiàn)狀的對(duì)策方法。包括：制定適合我省省情的高等教育國(guó)際化發(fā)展規(guī)劃、擴(kuò)大我省高等教育國(guó)際化的合作面、推進(jìn)我省高等職業(yè)教育的國(guó)際化工作、提高我省民辦高等教育國(guó)際化的水平、發(fā)展我省高等教育國(guó)際化的多樣化的合作形式、制定有利于我省高等教育國(guó)際化健康發(fā)展的法律法規(guī)、重視國(guó)際性組織對(duì)發(fā)展高等教育國(guó)際化的推動(dòng)作用、加快培育我省高等教育國(guó)際化的專業(yè)人員、重視大學(xué)聯(lián)盟對(duì)高等教育國(guó)際化的作用、加大我省的文化傳播等措施,更好的發(fā)展我省的高等教育國(guó)際化事業(yè)。
[Abstract]:With the economic globalization, the development of regional economic integration and the rise of the knowledge economy, the level of science and technology has become a great power to promote the economic development, and the internationalization of the education of higher education is an inevitable trend of the development of higher education. With the development of China's economy and more and more integrated into the world, the international exchange and cooperation are becoming more and more active. As an anhui province itself, it is also in the critical period of the transformation of the industrial transformation, the economic structure adjustment and the mode of economic development, and in such an opportunity, anhui is urgently required to be a large number of talents, especially the need of a large number of high-quality international talents. The cultivation of high-quality international talents in Anhui Province depends on the degree of internationalization of higher education in Anhui Province.
