【摘要】：項(xiàng)目評(píng)估研究是在投資決策之前對(duì)擬建項(xiàng)目進(jìn)行全面技術(shù)經(jīng)濟(jì)分析的科學(xué)論證,為投資決策提供科學(xué)依據(jù)。本論文重點(diǎn)是對(duì)北京高校教學(xué)科研工程項(xiàng)目對(duì)環(huán)境的影響,項(xiàng)目節(jié)能綜合分析和投資效益等方面對(duì)項(xiàng)目進(jìn)行決策分析,為該項(xiàng)目決策提供科學(xué)依據(jù)。 首先,在分析了工程項(xiàng)目研究背景的基礎(chǔ)上,闡述了工程項(xiàng)目研究的依據(jù)和項(xiàng)目基本概況,提出了論文要研究的主要內(nèi)容、研究方法,并構(gòu)建了論文的基本框架。界定了項(xiàng)目評(píng)估研究的內(nèi)涵,分析了評(píng)估研究的作用。論述了評(píng)估研究的主要內(nèi)容。提出了評(píng)估研究的步驟和依據(jù)。分析了項(xiàng)目對(duì)環(huán)境的影響,根據(jù)國家的用能標(biāo)準(zhǔn)和節(jié)能規(guī)范,對(duì)高校教學(xué)科研工程項(xiàng)目的能耗情況和能耗指標(biāo)進(jìn)行了分析,并對(duì)節(jié)能措施和節(jié)能效果進(jìn)行分析和評(píng)價(jià),對(duì)項(xiàng)目的投資效益進(jìn)行了深入分析。構(gòu)建了高校教學(xué)科研工程項(xiàng)目評(píng)估模型,并對(duì)項(xiàng)目進(jìn)行了單因素和綜合因素的模糊評(píng)價(jià),得出了論文的結(jié)論,并提出了新的研究方向。
[Abstract]:Project evaluation research is a scientific demonstration of comprehensive technical and economic analysis of the proposed project before investment decision-making, which provides a scientific basis for investment decision-making. This paper focuses on the environmental impact of the teaching and scientific research project in Beijing colleges and universities, comprehensive analysis of energy conservation and investment benefits of the project, in order to provide a scientific basis for the decision-making of the project. First of all, on the basis of analyzing the background of engineering project research, this paper expounds the basis and general situation of engineering project research, puts forward the main contents and research methods of the thesis, and constructs the basic framework of the paper. The connotation of project evaluation research is defined, and the function of evaluation research is analyzed. The main contents of evaluation research are discussed. The steps and basis of the evaluation study are put forward. The impact of the project on the environment is analyzed. According to the national energy consumption standards and energy conservation norms, the energy consumption situation and energy consumption indexes of the teaching and scientific research projects in colleges and universities are analyzed, and the energy saving measures and the energy saving effects are analyzed and evaluated. The investment benefit of the project is analyzed in depth. The evaluation model of teaching and scientific research project in colleges and universities is constructed, and the fuzzy evaluation of single and comprehensive factors is carried out on the project. The conclusion of the paper is drawn and a new research direction is put forward.
