【摘要】：學(xué)術(shù)權(quán)力與行政權(quán)力是高校管理體制內(nèi)部?jī)煞N主要的權(quán)力形式。高校作為學(xué)術(shù)組織，學(xué)術(shù)權(quán)力是高校的核心和內(nèi)在邏輯要求；而作為正式的社會(huì)組織，行政權(quán)力是高校管理不可或缺的權(quán)力。因此，兩種權(quán)力的共存是由高校的組織結(jié)構(gòu)特點(diǎn)所決定的。自改革開放以來，我國(guó)的教育事業(yè)雖然取得了很大的成績(jī)，但是在大學(xué)建設(shè)的過程中卻出現(xiàn)了很嚴(yán)重的問題，即大學(xué)內(nèi)部學(xué)術(shù)權(quán)力與行政權(quán)力的沖突，使得學(xué)術(shù)權(quán)力不能正常發(fā)揮，，影響了大學(xué)的健康發(fā)展。本文的研究目的，就是通過對(duì)于大學(xué)組織中學(xué)術(shù)權(quán)力與行政權(quán)力沖突與協(xié)調(diào)的研究，探索協(xié)調(diào)我國(guó)大學(xué)內(nèi)部權(quán)力沖突的途徑。 學(xué)術(shù)權(quán)力和行政權(quán)力都有各自存在的合理性基礎(chǔ)與獨(dú)特的功能。學(xué)術(shù)權(quán)力源于大學(xué)知識(shí)的專門性與高深性，行政權(quán)力源于有效的行政管理可以提高高校管理效率。兩方面的協(xié)作能夠保證大學(xué)學(xué)術(shù)事務(wù)和非學(xué)術(shù)事務(wù)的有效管理。本文從高校不同于其他社會(huì)機(jī)構(gòu)的特殊職能出發(fā)，探討了學(xué)術(shù)權(quán)力與行政權(quán)力的來源，并從歷史的角度分析了學(xué)術(shù)權(quán)力與行政權(quán)力在我國(guó)大學(xué)中關(guān)系結(jié)構(gòu)的演變及目前存在的問題。通過社會(huì)學(xué)沖突理論的視角，重點(diǎn)分析了學(xué)術(shù)權(quán)力與行政權(quán)力沖突的文化因素和資源因素，并指出兩者沖突產(chǎn)生的積極和消極兩方面的影響。最后，根據(jù)學(xué)術(shù)權(quán)力與行政權(quán)力產(chǎn)生沖突的原因，探索解決我國(guó)高校內(nèi)部學(xué)術(shù)權(quán)力和行政權(quán)力沖突的合理途徑。 本文的創(chuàng)新之處在于，在總結(jié)吸收前人研究成果的基礎(chǔ)上，從歷史的角度出發(fā)，分析了學(xué)術(shù)權(quán)力與行政權(quán)力的來源，將沖突理論作為視角，探討了導(dǎo)致兩種權(quán)力產(chǎn)生沖突的文化因素和資源因素，并提出了協(xié)調(diào)學(xué)術(shù)權(quán)力與行政權(quán)力的對(duì)策，以求充分發(fā)揮學(xué)術(shù)權(quán)力與行政權(quán)力的作用，促進(jìn)高校健康有序的發(fā)展。
[Abstract]:Academic power and administrative power are two main forms of power in the management system of colleges and universities. As an academic organization, academic power is the core and inherent logical requirement of colleges and universities, and as a formal social organization, administrative power is an indispensable power in the management of colleges and universities. Therefore, the coexistence of the two powers is determined by the characteristics of the organizational structure of colleges and universities. Since the reform and opening up, although China's education has made great achievements, but in the process of university construction, there have been very serious problems, namely, the conflict between academic power and administrative power within the university. So that academic power can not play a normal role, affecting the healthy development of the university. The purpose of this paper is to explore the ways to coordinate the conflict between academic power and administrative power in university organization through the study of the conflict and coordination between academic power and administrative power in university organization. Both academic power and administrative power have their own rational basis and unique function. Academic power originates from the specialization and depth of university knowledge, and administrative power originates from effective administrative management, which can improve the efficiency of university management. The cooperation between the two sides can ensure the effective management of academic affairs and non-academic affairs. Starting from the special functions of colleges and universities different from other social institutions, this paper probes into the sources of academic power and administrative power. This paper also analyzes the evolution of the relationship structure between academic power and administrative power in Chinese universities and the existing problems from the historical point of view. From the perspective of sociological conflict theory, this paper focuses on the cultural and resource factors of the conflict between academic power and administrative power, and points out the positive and negative effects of both conflicts. Finally, according to the causes of the conflict between academic power and administrative power, this paper explores the reasonable ways to solve the conflict between academic power and administrative power in colleges and universities in China. The innovation of this paper is that, on the basis of summarizing and absorbing previous research results, this paper analyzes the source of academic power and administrative power from the historical point of view, and takes conflict theory as the angle of view. This paper probes into the cultural and resource factors that lead to the conflict between the two powers, and puts forward the countermeasures to coordinate the academic power and the administrative power, in order to give full play to the role of the academic power and the administrative power, and to promote the healthy and orderly development of colleges and universities.
