【摘要】：十七大報(bào)告明確提出，將人人享有基本衛(wèi)生服務(wù)作為全面建設(shè)小康社會(huì)的重要目標(biāo)。大學(xué)生作為國(guó)家實(shí)施人才戰(zhàn)略的重要載體，其健康備受關(guān)注，國(guó)務(wù)院于2008年對(duì)大學(xué)生所享有的醫(yī)療保險(xiǎn)做了調(diào)整，將其納入城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)的試點(diǎn)范圍。在國(guó)家相關(guān)政策的指導(dǎo)下，地方政府開(kāi)始逐步落實(shí)大學(xué)生醫(yī)療保險(xiǎn)改革工作，其改革探索取得了不少成績(jī)，但仍然存在不少困難，現(xiàn)階段有必要對(duì)其成效進(jìn)行客觀分析。 文章回顧了大學(xué)生醫(yī)療保險(xiǎn)改革歷程，對(duì)大學(xué)生公費(fèi)醫(yī)療保險(xiǎn)階段、大學(xué)生商業(yè)醫(yī)療保險(xiǎn)階段進(jìn)行闡述，并給予政策評(píng)價(jià)，重點(diǎn)分析第三階段——將大學(xué)生納入城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)階段。接下來(lái)以安徽高校大學(xué)生醫(yī)療保險(xiǎn)作為實(shí)證，科學(xué)的選擇理論和研究方法，對(duì)安徽高校大學(xué)生醫(yī)療保險(xiǎn)改革效果進(jìn)行分析，總結(jié)出大學(xué)生醫(yī)療保險(xiǎn)改革的成效。成果主要體現(xiàn)在形成了大學(xué)生醫(yī)改的新機(jī)制，較為妥善的解決了公費(fèi)醫(yī)療和商業(yè)醫(yī)療遺留的問(wèn)題，擴(kuò)大了醫(yī)療保險(xiǎn)基金的統(tǒng)籌范圍，提升了醫(yī)療服務(wù)質(zhì)量；存在的問(wèn)題主要有宣傳力度較低影響了醫(yī)改的有效落實(shí)，醫(yī)療費(fèi)用報(bào)銷(xiāo)的起付線偏高并且封頂線較低，醫(yī)藥費(fèi)用報(bào)銷(xiāo)程序繁雜，部分醫(yī)療服務(wù)質(zhì)量滿意度較低。通過(guò)國(guó)際比較，進(jìn)一步解析不同國(guó)家間大學(xué)生醫(yī)療保險(xiǎn)方面的制度，從而更客觀的對(duì)我國(guó)現(xiàn)階段大學(xué)生醫(yī)療保險(xiǎn)制度改革成效做出評(píng)價(jià)。最后，針對(duì)現(xiàn)行大學(xué)生醫(yī)療保險(xiǎn)存在的問(wèn)題，文章從宣傳力度、政府、醫(yī)療服務(wù)質(zhì)量、醫(yī)藥費(fèi)用報(bào)銷(xiāo)等角度著手，，提出未來(lái)一個(gè)階段內(nèi)提升大學(xué)生醫(yī)療保險(xiǎn)改革成效的對(duì)策。 通過(guò)對(duì)大學(xué)生醫(yī)療保險(xiǎn)改革成效的分析，可以檢驗(yàn)大學(xué)生醫(yī)療改革方案的有效性，為建立起大學(xué)生醫(yī)療可持續(xù)發(fā)展的長(zhǎng)效機(jī)制提供科學(xué)的參考依據(jù)，為進(jìn)一步深化我國(guó)大學(xué)生醫(yī)療體制改革提供理論參考，為創(chuàng)新和完善大學(xué)生醫(yī)療保險(xiǎn)政策和制度提供了實(shí)證依據(jù)和啟示，有利于構(gòu)建與建設(shè)現(xiàn)代化大學(xué)相配套的醫(yī)療制度和服務(wù)體系。
[Abstract]:The report of the Seventeenth National Congress clearly put forward that the basic health service for all should be regarded as the important goal of building a well-off society in an all-round way. As an important carrier of national talent strategy, college students' health has been concerned. In 2008, the State Council adjusted the medical insurance for college students and brought it into the pilot range of basic medical insurance for urban residents. Under the guidance of the relevant national policies, the local government began to carry out the reform of medical insurance for college students step by step. Its reform has made a lot of achievements, but there are still many difficulties, so it is necessary to carry out an objective analysis of its effect at the present stage. This paper reviews the reform process of medical insurance of college students, expounds the stage of public medical insurance and commercial medical insurance of college students, and gives policy evaluation. Focus on the third stage-to bring college students into the stage of basic medical insurance for urban residents. Then taking Anhui college students medical insurance as an empirical, scientific choice theory and research methods, this paper analyzes the effect of Anhui college students medical insurance reform, and summarizes the effectiveness of college students medical insurance reform. The results are mainly reflected in the formation of a new mechanism of medical reform for college students, the better solution to the problems left over by public medical treatment and commercial medical treatment, the expansion of the overall scope of medical insurance funds, and the improvement of the quality of medical services; The main problems are that the low propaganda affects the effective implementation of the medical reform, the starting line of medical expense reimbursement is high and the top line is low, the medical expense reimbursement procedure is complicated, and the quality satisfaction of some medical services is low. Through the international comparison, the author further analyzes the medical insurance system of college students in different countries, so as to evaluate the effectiveness of the reform of the medical insurance system of college students in our country more objectively. Finally, aiming at the problems existing in the current medical insurance for college students, the article puts forward some countermeasures to improve the effectiveness of medical insurance reform in the future from the aspects of propaganda, government, medical service quality, medical expense reimbursement and so on. Through the analysis of the effectiveness of the medical insurance reform for college students, we can test the effectiveness of the medical reform scheme for college students, and provide a scientific reference for the establishment of a long-term mechanism for the sustainable development of medical care for college students. It provides theoretical reference for further deepening the reform of medical system of college students in China, and provides empirical basis and inspiration for innovation and perfection of medical insurance policy and system for college students. It is beneficial to the construction of medical system and service system of modern universities.
