【摘要】：政策是由人制定的，必定要有滿足人需求的某種價(jià)值存在，并且這些價(jià)值直接或間接的影響政策的全過程。高校招生政策是一項(xiàng)涉及面極廣、影響頗深的政策，它的制定與調(diào)整也必然是在人們對(duì)某些價(jià)值的判斷基礎(chǔ)上進(jìn)行的。 自1977年高考恢復(fù)30年以來，我國高校招生政策經(jīng)歷了幾次大的調(diào)整。本文以社會(huì)影響力較大、相關(guān)研究深入的并軌改革政策、擴(kuò)招政策和自主招生政策為研究對(duì)象，運(yùn)用文獻(xiàn)法、系統(tǒng)分析法對(duì)其進(jìn)行價(jià)值分析，力圖揭示這幾次政策調(diào)整的原因、運(yùn)行過程及其成效。本文主要運(yùn)用編碼方法對(duì)政策內(nèi)容進(jìn)行匯總，以發(fā)現(xiàn)高校招生政策主要集中的領(lǐng)域和忽視的問題，引出高校招生政策中的顯性價(jià)值與隱形價(jià)值。在理論基礎(chǔ)上，本文以團(tuán)體理論和批判理論為理論依據(jù)；在內(nèi)容上，以“公平與效率”的沖突，“國家本位與個(gè)人本位”的紛爭(zhēng)，“大眾化高等教育與精英化教育”的走向，“集權(quán)與分權(quán)”的博弈四對(duì)價(jià)值沖突作為分析框架，，具體探討這些價(jià)值范疇在每次高校招生政策調(diào)整中的沖突與融合。 1993年《中國教育改革和發(fā)展綱要》和1994年的《關(guān)于進(jìn)一步改革普通高等學(xué)校招生和畢業(yè)生就業(yè)制度的試點(diǎn)意見》頒布后，“并軌”改革伴隨國家經(jīng)濟(jì)體制改革起步而行。招生計(jì)劃逐步增加調(diào)節(jié)性比例，錄取分?jǐn)?shù)線趨于統(tǒng)一，收費(fèi)制度漸趨完善。在并軌的導(dǎo)向和實(shí)施過程中，個(gè)人本位在與國家本位的價(jià)值沖突彰顯力量；在兼顧公平的同時(shí)提升了高校招生的效率和質(zhì)量；從中央到地方、從政府到高校的放權(quán)都為高校自主權(quán)的顯現(xiàn)鋪墊了道路；精英教育堅(jiān)固的體系開始滲入大眾化高等教育的因素。 20世紀(jì)末，高等教育各個(gè)領(lǐng)域的改革進(jìn)展地如火如荼之際，擴(kuò)招之勢(shì)撲面而來。在國際、國內(nèi)，經(jīng)濟(jì)、政治各種外因的驅(qū)使下，1999年6月朱昒基總理在中共中央、國務(wù)院召開的全國教育工作會(huì)議上宣布大幅度擴(kuò)大高等學(xué)校招生規(guī)模，高等教育加速度發(fā)展的進(jìn)程拉開了帷幕。對(duì)于擴(kuò)招的批評(píng)如今已經(jīng)不絕于耳，但擴(kuò)招對(duì)于推動(dòng)高等教育大眾化的進(jìn)程和提高民族素質(zhì)是不可否認(rèn)的，然而，在追逐效率的政策方向下，公平和質(zhì)量的價(jià)值顯然被忽視了。 21世紀(jì)初，在素質(zhì)教育和高校自主權(quán)擴(kuò)大的思潮下，高校自主招生政策應(yīng)運(yùn)而生。從試點(diǎn)到推廣，對(duì)于高校自主招生的探索至今仍在進(jìn)行。作為高考制度的一種補(bǔ)充和延伸，自主招生無疑在實(shí)現(xiàn)以人為本和促進(jìn)整個(gè)招生考試的公平上發(fā)揮了很大的作用，當(dāng)然也為高校自身贏得了更多的自主權(quán)。 高校招生政策雖然蘊(yùn)含諸多價(jià)值沖突，但政策的制定和評(píng)價(jià)勢(shì)必要依據(jù)一個(gè)的價(jià)值標(biāo)準(zhǔn)，而不能停留在沖突中模糊不清。因此，根據(jù)我國的特殊國情，本文認(rèn)為我國高校招生政策的應(yīng)然價(jià)值應(yīng)走向公平、合法化、以人為本、權(quán)力適度分散。
[Abstract]:Policies are made by people, there must be certain values to meet the needs of people, and these values directly or indirectly affect the whole process of policy. College enrollment policy is a policy that involves a wide range of aspects and has a profound impact. Its formulation and adjustment must be based on people's judgment of some values. Since the college entrance examination resumed 30 years in 1977, China's college enrollment policy has undergone several major adjustments. This article takes the social influence, the related research thorough parallel reform policy, the expansion policy and the independent enrollment policy as the research object, uses the literature method, the system analysis method carries on the value analysis to it, tries to reveal these several policy adjustment reasons, Operation process and its effectiveness. This paper mainly uses the coding method to sum up the policy content in order to find out the main areas and neglected problems of the college enrollment policy, leading to the explicit value and the hidden value in the college enrollment policy. On the basis of theory, this paper takes group theory and critical theory as the theoretical basis. In terms of content, the conflict between "fairness and efficiency", the dispute between "state standard and individual standard", the trend of "popular higher education and elite education" and the four pairs of value conflicts between "centralization and decentralization" are taken as the analytical framework. This paper probes into the conflict and integration of these value categories in each adjustment of enrollment policy in colleges and universities. After the promulgation of the "outline of China's Educational Reform and Development" in 1993 and the "pilot proposal on further reforming the system of enrollment and Employment of graduates of ordinary institutions of higher Learning" in 1994, the "parallel track" reform has been carried out along with the start of the reform of the national economic system. Enrollment plans gradually increase the regulatory ratio, the admission line tends to be unified, and the charging system is gradually improved. In the process of guiding and implementing the parallel system, the individual standard shows the strength in the conflict of value with the state standard, and at the same time, it promotes the efficiency and quality of the enrollment of colleges and universities. From the central to the local, the decentralization from the government to the universities has paved the way for the emergence of the autonomy of colleges and universities, and the solid system of elite education has begun to infiltrate the factors of popular higher education. At the end of 20 ~ (th) century, the reform of higher education was in full swing. Driven by various external factors, international, domestic, economic and political, Premier Zhu Rongji announced at a national educational work conference held by the CPC Central Committee and the State Council in June 1999 that the enrollment of higher education institutions would be greatly expanded. The acceleration of higher education has begun. The criticism of enrollment expansion has been heard, but it is undeniable to promote the popularization of higher education and improve the national quality. However, under the policy direction of pursuing efficiency, the value of fairness and quality is obviously ignored. At the beginning of 21 ~ (st) century, under the trend of quality education and the expansion of university autonomy, the policy of independent enrollment of colleges and universities emerged as the times require. From pilot to promotion, the exploration of independent enrollment in colleges and universities is still going on. As a supplement and extension of the college entrance examination system, independent enrollment undoubtedly plays a great role in realizing people-oriented and promoting the fairness of the whole enrollment examination, and of course, it has won more autonomy for the university itself. Although the college enrollment policy contains many value conflicts, the formulation and evaluation of the policy must be based on a value standard, rather than remain vague in the conflict. Therefore, according to the special situation of our country, this paper holds that the value of enrollment policy should be fair, legalized, people-oriented and power dispersed.
