【摘要】：隨著我國高等教育事業(yè)的發(fā)展與高等教育收費(fèi)制度的改革，高校學(xué)生資助問題已經(jīng)成為國內(nèi)學(xué)術(shù)界乃至全社會(huì)關(guān)注的熱點(diǎn)。我國經(jīng)過不斷的探索研究已經(jīng)逐步建立了以“獎(jiǎng)、貸、助、減、補(bǔ)、勤”等多種資助形式有機(jī)結(jié)合的高校學(xué)生資助政策體系。國家獎(jiǎng)助學(xué)金制度作為由國家主導(dǎo)、政府出資的直接贈(zèng)予性資助在整個(gè)高校學(xué)生資助體系中占有重要地位。本文旨在從國家獎(jiǎng)助學(xué)金制度建立的原則及其價(jià)值出發(fā)，以此為標(biāo)準(zhǔn)對(duì)制度的現(xiàn)狀及存在的問題進(jìn)行分析，結(jié)合發(fā)達(dá)國家先進(jìn)經(jīng)驗(yàn)提出制度優(yōu)化的路徑，，使國家獎(jiǎng)助學(xué)金制度更好的適應(yīng)我國的國情，促成人力資本的形成，保證我國教育事業(yè)發(fā)展與社會(huì)經(jīng)濟(jì)的進(jìn)步。 本文通過對(duì)國家獎(jiǎng)助學(xué)金制度的涵義與特點(diǎn)的解析，梳理出國家獎(jiǎng)助學(xué)金制度建立的公平優(yōu)先兼顧效率原則，并從人力資本投資理論、教育學(xué)理論、教育公平理論的角度分析了該制度的經(jīng)濟(jì)、教育、政治價(jià)值。以價(jià)值訴求為標(biāo)準(zhǔn)對(duì)國家獎(jiǎng)助學(xué)金制度的現(xiàn)狀進(jìn)行考察，認(rèn)為現(xiàn)行國家獎(jiǎng)助學(xué)金制度基本實(shí)現(xiàn)了公平與效率的有機(jī)統(tǒng)一，但是還存在著一些問題：資助功能未完全實(shí)現(xiàn)；國家獎(jiǎng)助學(xué)金制度的政策穩(wěn)定性不強(qiáng)；資助對(duì)象資格認(rèn)定困難；資助后管理教育薄弱；績效評(píng)估體系亟待建立；資助范圍擴(kuò)大導(dǎo)致負(fù)面影響。要使國家獎(jiǎng)助學(xué)金制度發(fā)揮最大的資助功能，體現(xiàn)最大的價(jià)值就要對(duì)現(xiàn)行制度進(jìn)行優(yōu)化。本文結(jié)合美國、日本高校資助的先進(jìn)經(jīng)驗(yàn)，提出了國家獎(jiǎng)助學(xué)金制度的優(yōu)化路徑：從明確資助額度、資金來源歸屬、法律法規(guī)保障來提高國家獎(jiǎng)助學(xué)金制度的政策穩(wěn)定性；從申請(qǐng)條件設(shè)計(jì)、家庭經(jīng)濟(jì)困難學(xué)生認(rèn)定制度、評(píng)優(yōu)標(biāo)準(zhǔn)、評(píng)審流程方面優(yōu)化國家獎(jiǎng)助學(xué)金的資助對(duì)象認(rèn)定；重視助后管理與人文關(guān)懷；從部門設(shè)置、管理經(jīng)費(fèi)、管理隊(duì)伍方面規(guī)范國家獎(jiǎng)助學(xué)金制度的運(yùn)行管理；對(duì)構(gòu)建國家獎(jiǎng)助學(xué)金制度的資助績效評(píng)估體系提出設(shè)想。通過探討國家獎(jiǎng)助學(xué)金制度的完善、優(yōu)化，豐富要素設(shè)計(jì)、降低實(shí)施操作難度，更好地應(yīng)用于高校學(xué)生資助，使資助學(xué)生能順利完成學(xué)業(yè)，推動(dòng)高校學(xué)生資助的發(fā)展。
[Abstract]:With the development of higher education in China and the reform of higher education charge system, the issue of student financing in colleges and universities has become a hot spot in domestic academic circles and even the whole society. Through continuous exploration and research, China has gradually established a policy system of college student financial assistance which combines various forms of financial aid, such as "prize, loan, aid, reduction, compensation, diligence" and so on. As a direct grant funded by the government, the national scholarship system plays an important role in the whole university student financial aid system. The purpose of this paper is to analyze the present situation and existing problems of the system based on the principles and values of the establishment of the national scholarship system, and to put forward the path of system optimization in combination with the advanced experience of developed countries. Make the national scholarship system better adapt to the situation of our country, promote the formation of human capital, ensure the development of education and social economic progress. Based on the analysis of the meaning and characteristics of the national scholarship system, this paper puts forward the principle of fairness, priority and efficiency in the establishment of the national scholarship system, and from the theory of human capital investment and the theory of pedagogy, The theory of educational fairness analyzes the economic, educational and political value of the system. This paper investigates the current situation of the national scholarship system based on the standard of value appeal, and thinks that the current national scholarship system basically realizes the organic unification of fairness and efficiency, but there are still some problems: the function of subsidization is not fully realized; The policy stability of the national scholarship and grant system is not strong; the qualification of the object is difficult; the management education is weak; the performance evaluation system needs to be established urgently; and the expansion of the scope of funding leads to negative impact. It is necessary to optimize the current system in order to maximize the function and value of the national scholarship system. Based on the advanced experience of American and Japanese colleges and universities, this paper puts forward the optimized path of the national scholarship system: to improve the policy stability of the national scholarship system from the following aspects: clear subsidy quota, capital source attribution, laws and regulations guarantee; From the application condition design, the family economic difficulty student confirmation system, the appraisal standard, the appraisal process aspect optimizes the national prize and grants the object confirmation, pays attention to the assistance after the management and the humanities concern; From the aspects of setting up departments, managing funds and managing the team, the paper standardizes the operation and management of the national scholarship system, and puts forward a tentative plan for the construction of the financial aid performance evaluation system of the national scholarship system. Through probing into the perfection, optimization and rich design of the national scholarship system, reducing the difficulty of implementing the operation and applying it to college students' financial aid, the financial aid students can finish their studies smoothly and promote the development of college students' financial aid.
