基于19796國(guó)際標(biāo)準(zhǔn)的教師教育創(chuàng)新平臺(tái)項(xiàng)目的質(zhì)量管理與保障

【摘要】:為了落實(shí)免費(fèi)教育政策,加大對(duì)師范教育的支持力度,推動(dòng)教師教育改革發(fā)展,提高教師教育質(zhì)量水平,2009年6月12日,教育部在六所部屬師范大學(xué)開(kāi)始實(shí)施“教師教育創(chuàng)新平臺(tái)項(xiàng)目計(jì)劃”,并頒發(fā)了《教育部關(guān)于“教師教育創(chuàng)新平臺(tái)項(xiàng)目”實(shí)施工作意見(jiàn)》。華中師范大學(xué)以中部地區(qū)的獨(dú)特優(yōu)勢(shì)承擔(dān)了“國(guó)家教師教育創(chuàng)新平臺(tái)985工程”項(xiàng)目,為了順利實(shí)施我校的教師教育創(chuàng)新平臺(tái)項(xiàng)目,并保障其建設(shè)質(zhì)量,本論文采用國(guó)際標(biāo)準(zhǔn)ISO/IEC19796指導(dǎo)教師教育創(chuàng)新平臺(tái)項(xiàng)目的建設(shè),最后提交19796標(biāo)準(zhǔn)在我國(guó)應(yīng)用的技術(shù)報(bào)告。 “教師教育創(chuàng)新平臺(tái)項(xiàng)目計(jì)劃”是“優(yōu)勢(shì)學(xué)科創(chuàng)新平臺(tái)項(xiàng)目”的重要組成部分,為了培養(yǎng)未來(lái)的教師,計(jì)劃用最好的師資和教學(xué)條件來(lái)培養(yǎng)師范生。 ISO/IEC19796標(biāo)準(zhǔn)是國(guó)際標(biāo)準(zhǔn)化組織ISO/IEC JTC1/SC36提出的針對(duì)信息技術(shù)學(xué)習(xí)、教育和培訓(xùn)制定的管理、保障和度量標(biāo)準(zhǔn),是質(zhì)量領(lǐng)域中比較有代表性和權(quán)威性的標(biāo)準(zhǔn)。本論文分析了國(guó)內(nèi)外有關(guān)質(zhì)量保障標(biāo)準(zhǔn)的現(xiàn)狀,利用ISO/IEC19796標(biāo)準(zhǔn)提供的RFDQ過(guò)程模型和統(tǒng)一質(zhì)量模型去指導(dǎo)教師教育創(chuàng)新平臺(tái)項(xiàng)目的建設(shè),并保障其質(zhì)量。 本論文的研究?jī)?nèi)容主要包括: (1)介紹國(guó)內(nèi)外的質(zhì)量保障標(biāo)準(zhǔn),收集國(guó)內(nèi)外數(shù)字化學(xué)習(xí)領(lǐng)域的質(zhì)量保障標(biāo)準(zhǔn)及應(yīng)用案例,尋找合適的質(zhì)量保障體系 (2)根據(jù)19796-1中的RFDQ過(guò)程模型指導(dǎo)教師教育創(chuàng)新平臺(tái)項(xiàng)目的建設(shè) 19796-1提出了教育、學(xué)習(xí)和培訓(xùn)領(lǐng)域中的質(zhì)量方法描述參考模型,即RFDQ過(guò)程模型,包括需求分析、框架分析、概念/設(shè)計(jì)、開(kāi)發(fā)/制作、實(shí)施、學(xué)習(xí)過(guò)程、評(píng)價(jià)/最優(yōu)化等七個(gè)過(guò)程,本文中應(yīng)用RFDQ過(guò)程模型來(lái)指導(dǎo)教師教育創(chuàng)新平臺(tái)項(xiàng)目的建設(shè)。 (3)構(gòu)建我校教師教育創(chuàng)新平臺(tái)項(xiàng)目的質(zhì)量保障體系 根據(jù)ISO/IEC19796國(guó)際標(biāo)準(zhǔn)的第二部分和第六部分,能夠保障教師教育創(chuàng)新平臺(tái)各個(gè)過(guò)程的質(zhì)量和可靠性。最后,構(gòu)建我校教師教育創(chuàng)新平臺(tái)項(xiàng)目的質(zhì)量保障體系,不僅可以指導(dǎo)其他師范院校教師教育創(chuàng)新平臺(tái)的建設(shè),還可以為我國(guó)數(shù)字化學(xué)習(xí)領(lǐng)域的質(zhì)量保障提供實(shí)踐性案例。
[Abstract]:In order to implement the policy of free education, increase support for teacher education, promote the reform and development of teacher education and improve the quality of teacher education, on 12 June 2009, The Ministry of Education has begun to implement the "Project Plan of Innovation platform for teacher Education" in six normal universities under the Ministry of Education, and has issued the "opinions on the implementation of the Project of Innovation platform for teacher Education" issued by the Ministry of Education. Huazhong normal University has assumed the project of "National teacher Education Innovation platform 985 Project" with the unique advantages of the central region. In order to carry out the teacher education innovation platform project of our university smoothly and guarantee its construction quality, In this paper, the international standard ISO/IEC19796 is adopted to guide the construction of teacher education innovation platform project. Finally, the technical report of the application of 19796 standard in China is presented. "teacher Education Innovation platform Project" is an important part of "superiority discipline Innovation platform Project". In order to train future teachers, it is planned to train normal students with the best teachers and teaching conditions. ISO/IEC19796 standard is a management, guarantee and measurement standard for information technology learning, education and training proposed by ISO/IEC JTC1/SC36. It is a representative and authoritative standard in the field of quality. This paper analyzes the current situation of quality assurance standards at home and abroad, and uses the RFDQ process model and unified quality model provided by ISO/IEC19796 standard to guide the construction of teacher education innovation platform project and guarantee its quality. The main contents of this thesis are as follows: (1) introducing the quality assurance standards at home and abroad, collecting the quality assurance standards and application cases in the field of digital learning at home and abroad. To find a suitable quality Assurance system (2) according to the RFDQ process model in 19796-1, the reference model of quality method description in the field of education, learning and training is put forward according to the construction of teacher education innovation platform project 19796-1. The RFDQ process model includes seven processes: requirement analysis, framework analysis, concept / design, development / production, implementation, learning process, evaluation / optimization, etc. In this paper, RFDQ process model is used to guide the construction of teacher education innovation platform project. (3) constructing the quality assurance system of the teacher education innovation platform project in our school can guarantee the quality and reliability of each process of the teacher education innovation platform according to the second part and the sixth part of the ISO/IEC19796 international standard. Finally, the construction of the quality assurance system of teacher education innovation platform project in our university can not only guide the construction of teacher education innovation platform in other normal colleges, but also provide practical cases for the quality assurance in the field of digital learning in our country.
