【摘要】：改革開(kāi)放以來(lái),民辦高等教育復(fù)蘇并發(fā)展壯大,已成為我國(guó)高等教育重要組成部分,但民辦高校辦學(xué)經(jīng)費(fèi)的短缺是其健康發(fā)展的一大瓶頸。雖然我國(guó)法律法規(guī)對(duì)民辦高校進(jìn)行了資助與扶持的努力,但與公辦高校相比,還沒(méi)有明晰實(shí)施辦法,不具有強(qiáng)制性。為了使民辦高校健康發(fā)展,要?jiǎng)?chuàng)新民辦教育發(fā)展體制機(jī)制,改善民辦教育發(fā)展環(huán)境。 本文主要運(yùn)用政策科學(xué)的一些基本原理及其相關(guān)的概念,對(duì)我國(guó)公共財(cái)政資助民辦高校的政策進(jìn)行研究,提出政策建議。第一部分為緒論,介紹相關(guān)概念,研究的主要內(nèi)容與研究方法；第二部分,介紹了公共財(cái)政資助民辦高校的必要性與重要性；第三部分通過(guò)對(duì)國(guó)家已有的關(guān)于資助民辦高校和公辦高校的法律法規(guī)進(jìn)行梳理、分析,厘清中央主管部門(mén)、地方政府對(duì)民辦高等教育扶持的政策變遷及具體方式,并進(jìn)行對(duì)比分析；第四部分通過(guò)對(duì)比較分析,闡述目前在政策制定及執(zhí)行中存在的問(wèn)題及原因,總結(jié)中央及地方政府各部門(mén)在制定政策的經(jīng)驗(yàn)；第五部分提出政策建議,分析公共財(cái)政資助民辦高校的主體、條件及其對(duì)象,從財(cái)政與政策資助兩方面著手,財(cái)政方面政府提供直接的經(jīng)費(fèi)資助；政策方面,首先改變對(duì)民辦高等教育的認(rèn)識(shí),從減免稅費(fèi)、改變民辦教師的待遇與財(cái)政貼息等方面著手,構(gòu)建中央政府與地方政策對(duì)民辦高等教育的扶持政策的體系。
[Abstract]:Since the reform and opening up, private higher education has been recovering and developing, which has become an important part of higher education in China. However, the shortage of funds for running private colleges and universities is a major bottleneck for its healthy development. Although the laws and regulations of our country have made great efforts to subsidize and support private colleges and universities, compared with public colleges and universities, there is no clear implementation method and is not mandatory. In order to make the private colleges and universities develop healthily, we should innovate the system and mechanism of the private education development and improve the development environment of the private education. This paper mainly uses some basic principles of policy science and related concepts to study the policy of public finance subsidizing private colleges and universities in China, and puts forward some policy suggestions. The first part is the introduction, introduces the related concepts, the main contents and research methods of the research, the second part, introduces the necessity and importance of the public finance subsidizing private colleges and universities. In the third part, by combing and analyzing the existing laws and regulations on subsidizing private and public colleges and universities, the third part clarifies the policy changes and specific ways of supporting private higher education by central competent departments and local governments. And carries on the contrast analysis; The fourth part through the comparative analysis, expounds the current policy formulation and implementation of the existing problems and reasons, summed up the central and local government departments in policy-making experience; The fifth part puts forward policy recommendations, analyzes the main body, conditions and objects of public financial aid to private colleges and universities, starting from the two aspects of finance and policy support, the government provides direct financial support; In terms of policy, we should first change our understanding of private higher education, start from the aspects of tax reduction and exemption, change the treatment and financial discount of private teachers, and construct a system of supporting policies of central government and local policies to private higher education.
