【摘要】：高等教育大眾化是世界高等教育發(fā)展的一大趨勢,也是中國迎接知識經(jīng)濟挑戰(zhàn)的一個必然選擇。我國自推行高校擴招政策以來,高等教育大眾化的序幕就正式拉開,經(jīng)過這些年的發(fā)展,我國高等教育大眾化已取得了顯著的成效。如今,隨著《國家中長期教育改革與發(fā)展規(guī)劃綱要》的頒布,一系列相關(guān)行動計劃和戰(zhàn)略工程也將出臺,這是推進我國高等教育大眾化進一步向內(nèi)涵化發(fā)展的重要戰(zhàn)略機遇。 伴隨著全國高校擴招政策的逐步推進,山西省近些年的高等教育也有了顯著的發(fā)展和提高,中部崛起戰(zhàn)略的深入推進也為山西高等教育的發(fā)展提供了重要的機遇和條件。然而,短時問內(nèi)迅速實現(xiàn)高等教育大眾化,雖然促進了經(jīng)濟、社會的快速發(fā)展,但這其中也存在著一些不容忽視的問題,這些問題也給高等教育本身和社會的發(fā)展帶來了不良影響。山西未來要實現(xiàn)經(jīng)濟社會轉(zhuǎn)型跨越發(fā)展,優(yōu)先發(fā)展高等教育就是重中之重,這更對高等教育的發(fā)展提出了更高的要求,因此,山西省在今后的高等教育大眾化發(fā)展之路上,更要注重內(nèi)涵發(fā)展,提高質(zhì)量,進一步推進高等教育大眾化深入發(fā)展,為不遠的將來實現(xiàn)高等教育普及化奠定良好的基礎(chǔ)。 本文以山西省為例,重點關(guān)注03年以來山西省高等教育毛入學(xué)率指標(biāo)的變化,在此基礎(chǔ)上闡述山西省高等教育大眾化的發(fā)展過程、現(xiàn)狀及已取得的成績,繼而分析山西省高等教育大眾化存在的問題和原因。另外,通過與我國中部其他幾個省份的高等教育大眾化發(fā)展情況作比較,分析差異,總結(jié)經(jīng)驗教訓(xùn),并思考如何有效解決山西省高等教育大眾化發(fā)展中出現(xiàn)的問題,以及如何進一步推進山西高等教育大眾化繼續(xù)深入更好地發(fā)展。
[Abstract]:The popularization of higher education is a major trend in the development of higher education in the world and an inevitable choice for China to meet the challenge of knowledge economy. Since the implementation of the policy of enrollment expansion in colleges and universities, the prelude to the popularization of higher education has been officially opened. Through the development of these years, the popularization of higher education in our country has achieved remarkable results. Now, with the promulgation of the outline of the National Medium-and Long-Term Education Reform and Development Plan, a series of related action plans and strategic projects will be issued, which is an important strategic opportunity to promote the popularization of higher education in China to further develop into connotation. Along with the gradual promotion of the policy of expanding enrollment in colleges and universities in China, the higher education in Shanxi Province has also developed and improved significantly in recent years, and the further promotion of the strategy of the rise of the central region has provided important opportunities and conditions for the development of higher education in Shanxi Province. However, the rapid realization of the popularization of higher education in a short period of time has promoted the rapid economic and social development, but there are still some problems that cannot be ignored. These problems have also brought adverse effects to the development of higher education itself and society. In order to realize the economic and social transformation and leapfrogging development in the future, it is the most important thing to give priority to the development of higher education in Shanxi, which puts forward higher requirements for the development of higher education. Therefore, Shanxi Province is on the way of popularizing higher education in the future. We should pay more attention to the development of connotation, improve the quality, further promote the popularization of higher education, and lay a good foundation for the popularization of higher education in the near future. Taking Shanxi Province as an example, this paper focuses on the changes of the gross enrolment rate of higher education in Shanxi Province since 2003, and on this basis expounds the development process, current situation and achievements of the popularization of higher education in Shanxi Province. Then it analyzes the problems and causes of the popularization of higher education in Shanxi Province. In addition, by comparing the development of higher education popularization with other provinces in central China, this paper analyzes the differences, sums up the experience and lessons, and ponders how to effectively solve the problems in the development of higher education popularization in Shanxi Province. And how to further promote the popularization of higher education in Shanxi to continue to further and better development.
