試論我國(guó)高校院系級(jí)教授委員會(huì)之建設(shè)

【摘要】:在我國(guó)《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010—2020年)》提到,要探索教授治學(xué)的有效途徑,充分發(fā)揮教授在教學(xué)、學(xué)術(shù)研究和學(xué)校管理中的作用。這既反映了教授在大學(xué)教學(xué)與科研工作中的重要地位,也映照出我國(guó)高校教授學(xué)術(shù)權(quán)力嚴(yán)重衰微的現(xiàn)狀。目前,,我國(guó)高校普遍存在行政權(quán)力泛化、學(xué)術(shù)權(quán)力弱化的現(xiàn)象,違背了大學(xué)的發(fā)展規(guī)律。面對(duì)這一問題,眾多專家學(xué)者提出了“教授治學(xué)”的民主管理制度。“教授治學(xué)”通過賦予教授學(xué)術(shù)權(quán)力,確立學(xué)術(shù)本位的價(jià)值,從而進(jìn)行民主管理,促進(jìn)學(xué)術(shù)自由的創(chuàng)建,而實(shí)現(xiàn)教授治學(xué)的有效途徑之一,就是構(gòu)建教授委員會(huì)制度。教授委員會(huì),是以教授為主體對(duì)學(xué)術(shù)性事務(wù)進(jìn)行決策的機(jī)構(gòu)。教授憑借自身在專業(yè)領(lǐng)域的學(xué)術(shù)造詣與權(quán)威地位進(jìn)入到教授委員會(huì)中,通過集體決策的方式為學(xué);蛘邔W(xué)院的發(fā)展提供指導(dǎo),以確保決策能符合學(xué)術(shù)發(fā)展的規(guī)律,有利于學(xué);?qū)W院的長(zhǎng)遠(yuǎn)發(fā)展。而在我國(guó)高等教育體制下,構(gòu)建院系級(jí)教授委員會(huì)更加具有可行性與操作性。 本論文通過綜合運(yùn)用文獻(xiàn)研究法、歷史研究法和比較研究法等方法對(duì)我國(guó)高校構(gòu)建院系級(jí)教授委員會(huì)做了系統(tǒng)的研究,從如下的四個(gè)章節(jié)進(jìn)行研究。 第一章節(jié)是對(duì)教授委員會(huì)的內(nèi)涵進(jìn)行概述,分析其在國(guó)內(nèi)外的發(fā)展歷史,并對(duì)其功能進(jìn)行了闡述;指出我國(guó)高校構(gòu)建院系級(jí)教授委員會(huì)比校級(jí)教授委員會(huì)更具可行性。同時(shí),針對(duì)院系級(jí)教授委員的運(yùn)作規(guī)范進(jìn)行了深入探討,對(duì)院系級(jí)教授委員會(huì)的定位與職能、成員產(chǎn)生辦法與遴選標(biāo)準(zhǔn)進(jìn)行分析。第二章節(jié)分析了建設(shè)院系級(jí)教授委員會(huì)的理論依據(jù)以及現(xiàn)實(shí)意義!敖淌谥螌W(xué)”是院系級(jí)教授委員會(huì)其理論依據(jù),并指出其在構(gòu)建具有中國(guó)特色的現(xiàn)代大學(xué)制度、平衡學(xué)術(shù)權(quán)力與行政權(quán)力、保障教學(xué)與科研職能和實(shí)現(xiàn)高校內(nèi)部管理突破四個(gè)方面具有現(xiàn)實(shí)意義。第三章節(jié)探討了建設(shè)院系級(jí)教授委員會(huì)的可行路徑,分別從政府層面、大學(xué)層面、院系層面及教授層面提出了建議。
[Abstract]:In the outline of the National Medium-and Long-Term Education Reform and Development Program (2010-2020), it is mentioned that it is necessary to explore the effective ways of teaching and learning, and give full play to the role of professors in teaching, academic research and school management. This not only reflects the important position of professors in university teaching and research work, but also reflects the serious decline of academic power of professors in colleges and universities in China. At present, there is a general phenomenon that administrative power is generalized and academic power is weakened in colleges and universities in our country, which is contrary to the law of university development. Faced with this problem, many experts and scholars put forward the democratic management system of "teaching and learning". By endowing professors with academic power, establishing the value of academic standard, and thus carrying out democratic management and promoting the establishment of academic freedom, one of the effective ways to realize the academic research of professors is to construct the system of professors' committees. A committee of professors is a body that makes decisions on academic matters with professors as the main body. By virtue of their academic attainments and authoritative status in the professional field, professors enter the professorship committee to provide guidance for the development of schools or colleges through collective decision-making, so as to ensure that decisions can conform to the laws of academic development. It is good for the long-term development of school or college. Under the higher education system of our country, it is more feasible and operable to construct the committee of faculty and professor. This paper makes a systematic study on the construction of the committee of professors in colleges and departments in our country by using the methods of literature research, historical research and comparative research, which are studied from the following four chapters. The first chapter summarizes the connotation of the committee of professors, analyzes its development history at home and abroad, and expounds its function, and points out that it is more feasible for colleges and universities in our country to construct the committee of professors of faculties than that of the committee of professors at school level. At the same time, this paper makes a thorough discussion on the operational norms of the committee members of the faculty and departments, and analyzes the orientation and functions of the committee of professors at the department level, the selection method and the selection criteria of the committee. The second chapter analyzes the theoretical basis and practical significance of constructing the committee. "academic study by Professor" is the theoretical basis of the Committee of Professors at Faculty and Department level, and points out that it is constructing a modern university system with Chinese characteristics and balancing academic power with administrative power. It is of practical significance to guarantee the function of teaching and scientific research and to realize the breakthrough of internal management in colleges and universities. The third chapter discusses the feasible way to construct the committee, and puts forward some suggestions from the government level, the university level, the department level and the professor level.
