寧夏民辦高校學(xué)籍學(xué)歷信息化管理存在的問(wèn)題及對(duì)策研究

【摘要】：普通高等學(xué)校學(xué)籍學(xué)歷管理主要是省(市、自治區(qū))級(jí)教育行政管理部門(mén)管理、了解、掌握各高等學(xué)校學(xué)生的基本情況,并進(jìn)而隨時(shí)掌握學(xué)�？�?cè)藬?shù)和學(xué)生變動(dòng)情況的一種主要管理手段與重要方式,是一項(xiàng)學(xué)生學(xué)籍基本情況管理的基礎(chǔ)性工作。研究高等學(xué)校學(xué)籍學(xué)歷信息化的現(xiàn)狀與存在問(wèn)題,并進(jìn)而提出解決對(duì)策,對(duì)研究促進(jìn)高等教育、高等學(xué)校發(fā)展的行政決策以及改進(jìn)學(xué)籍管理方式等方面都具有重要的參考價(jià)值,并為學(xué)籍管理政策制定提供直接的事實(shí)依據(jù)。 普通高等學(xué)校學(xué)籍學(xué)歷管理有很強(qiáng)的政策性和法規(guī)性。高等學(xué)校學(xué)籍學(xué)歷信息化管理制度的規(guī)范,是高等學(xué)校教學(xué)管理部門(mén)依法實(shí)施管理、保障教育教學(xué)活動(dòng)順利進(jìn)行的基本依據(jù),同時(shí)又是對(duì)學(xué)生在高等學(xué)校學(xué)習(xí)和生活具體行為的規(guī)范要求。本學(xué)位論文將對(duì)我國(guó)、寧夏現(xiàn)有普通高等學(xué)校學(xué)籍學(xué)歷信息化管理的政策與法規(guī)規(guī)定進(jìn)行必要的梳理,并試圖從中總結(jié)經(jīng)驗(yàn)、發(fā)現(xiàn)問(wèn)題、提出對(duì)策,為教育行政決策提供服務(wù)。 對(duì)寧夏民辦高校學(xué)籍學(xué)歷信息化管理的研究,主要是通過(guò)全面調(diào)查研究、具體數(shù)據(jù)分析,并結(jié)合自己的學(xué)籍學(xué)歷管理的實(shí)際工作經(jīng)驗(yàn)和在研究生階段所學(xué)習(xí)的有關(guān)管理知識(shí),較為全面具體地分析了寧夏民辦高等學(xué)校學(xué)籍學(xué)歷信息化管理現(xiàn)狀、存在問(wèn)題,并在這些研究基礎(chǔ)上具體提出了加強(qiáng)民辦高校學(xué)籍學(xué)歷信息化管理組織和隊(duì)伍、制度、信息化、能力建設(shè)的政策建議,試圖在實(shí)踐層面上不斷完善寧夏民辦高校學(xué)籍信息化管理方式,促進(jìn)民辦高等教育健康持續(xù)發(fā)展。 在對(duì)寧夏民辦高校學(xué)籍學(xué)歷信息化管理具體管理政策的對(duì)策建議上,筆者較為系統(tǒng)地提出：第一,寧夏民辦高校必須立足當(dāng)前,從長(zhǎng)遠(yuǎn)發(fā)展的角度出發(fā),重視信息化管理理念、手段和方法的創(chuàng)新,制定并不斷完善學(xué)籍學(xué)歷信息化管理制度,維護(hù)學(xué)校正常的教育教學(xué)秩序,促進(jìn)學(xué)校健康發(fā)展。第二,寧夏民辦高校必須加大經(jīng)費(fèi)投入,提高學(xué)籍信息化管理工作人員待遇,改善學(xué)籍信息化管理工作人員的學(xué)歷、專業(yè)、年齡、職稱等結(jié)構(gòu)與分布狀況,優(yōu)化工作人員配置,保障學(xué)籍管理工作正常開(kāi)展。第三,寧夏民辦高校要加大培訓(xùn)力度,提高學(xué)籍學(xué)歷信息化管理工作人員的業(yè)務(wù)水平和政策理論水平；要健全管理機(jī)制,加強(qiáng)政策宣傳,夯實(shí)院、系的基層管理基礎(chǔ),切實(shí)提高學(xué)籍學(xué)歷信息化管理水平。 總之,本研究重在實(shí)踐應(yīng)用,基本目標(biāo)是試圖通過(guò)對(duì)寧夏民辦高校學(xué)籍學(xué)歷信息化管理的具體管理政策的全面具體研究,完善寧夏民辦高校學(xué)籍學(xué)歷信息化管理,并進(jìn)而促進(jìn)全區(qū)民辦高等教育事業(yè)發(fā)展再上新臺(tái)階,再作新貢獻(xiàn)。

The standardization of the information management system of college student status is the basic basis for the administration of teaching administration departments in colleges and universities according to law to ensure the smooth progress of educational and teaching activities. At the same time, it is a standard requirement for students to study and live in colleges and universities. This thesis will sort out the policies and regulations of the information management of college and university education in our country and Ningxia, and try to sum up the experience, find out the problems, put forward the countermeasures, and provide the service for the educational administrative decision. The research on the information management of college status in Ningxia private universities is mainly through comprehensive investigation and research, concrete data analysis, and combining with the actual work experience of their own academic records management and the relevant management knowledge they have learned in the postgraduate stage. This paper comprehensively and concretely analyzes the present situation and existing problems of the informatization management of the academic record of the private institutions of higher learning in Ningxia, and on the basis of these studies, puts forward concretely the strengthening of the information management organization, system and information of the students' qualifications in the private colleges and universities. In order to promote the healthy and sustainable development of private higher education, the policy suggestions of capacity building try to improve the information management mode of students' status in Ningxia private colleges and universities on the practical level. On the countermeasures and suggestions of the specific management policy on the informatization management of the academic record of the private universities in Ningxia, the author systematically puts forward the following points: first, the private colleges and universities in Ningxia should base themselves on the present situation and attach importance to the concept of information management from the perspective of long-term development. With the innovation of means and methods, we should establish and improve the information management system of academic records, maintain the normal order of education and teaching in schools, and promote the healthy development of schools. Second, Ningxia private colleges and universities must increase the investment of funds, improve the treatment of students' information management staff, improve the educational background, specialty, age, professional title, and other structure and distribution of the students' information management staff, and optimize the staff allocation. To ensure the normal development of student status management. Third, Ningxia private colleges and universities should increase training efforts to improve the professional level and policy theory level of the information management staff; It is necessary to perfect the management mechanism, strengthen the policy propaganda, consolidate the basic management foundation of the college and the department, and improve the information management level of the academic record. In a word, this research focuses on the practical application, the basic goal is to try to improve the information management of the academic records of the private colleges in Ningxia through the comprehensive and concrete research on the specific management policy of the information management of the academic records of the private universities in Ningxia.
