【摘要】：近年來,大學(xué)生就業(yè)一直是全社會(huì)共同關(guān)注的話題。2012年,我國將有680萬高校畢業(yè)生,畢業(yè)生結(jié)構(gòu)性失業(yè)的問題始終困擾著政府、高校、學(xué)生和社會(huì)各界。大學(xué)畢業(yè)生是我國人力資源配置的重要組成,與我國的經(jīng)濟(jì)社會(huì)發(fā)展、人事勞動(dòng)制度變遷、高等教育改革、世界經(jīng)濟(jì)變化等的關(guān)系密不可分。大學(xué)生就業(yè)服務(wù)機(jī)構(gòu)的建立和完善,是我國高等教育大眾化、社會(huì)主義經(jīng)濟(jì)市場化過程中必須面對(duì)的一道難題。通過借鑒國外行之有效的發(fā)展方式,進(jìn)一步促進(jìn)我國不同類型的就業(yè)服務(wù)機(jī)構(gòu)互相合作,共同發(fā)展,是解決大學(xué)生就業(yè)難問題、構(gòu)建大學(xué)生就業(yè)服務(wù)體系的重要基礎(chǔ)。 本文建構(gòu)的大學(xué)生就業(yè)服務(wù)機(jī)構(gòu),主要從政府主導(dǎo)、高校就業(yè)服務(wù)中心、公益性非營利性組織、營利性市場化機(jī)構(gòu)四方面入手,旨在通過借鑒發(fā)達(dá)國家的先進(jìn)經(jīng)驗(yàn),使大學(xué)畢業(yè)生和用人單位之間通過就業(yè)服務(wù)機(jī)構(gòu)建立緊密地聯(lián)系,為畢業(yè)生和用人單位間架設(shè)起溝通、合作的橋梁,使畢業(yè)生擁有完整的職業(yè)生涯規(guī)劃和良好的就業(yè)觀,使用人單位能夠最有效、最便捷地找到合適的人才,使各類機(jī)構(gòu)間相互影響、相互合作,共同致力于大學(xué)生就業(yè)服務(wù)。 本文在分析美國等四國具體針對(duì)大學(xué)生就業(yè)服務(wù)機(jī)構(gòu)的組成和特點(diǎn)的基礎(chǔ)上,采取比較分析法、文獻(xiàn)法,對(duì)比國內(nèi)大學(xué)生就業(yè)服務(wù)機(jī)構(gòu)的特點(diǎn)現(xiàn)狀與不足,再通過學(xué)習(xí)發(fā)達(dá)國家的優(yōu)秀經(jīng)驗(yàn),建立和完善符合我國國情的,由政府、高校、社會(huì)、市場四者共同形成的就業(yè)服務(wù)機(jī)構(gòu)并讓這類機(jī)構(gòu)共同發(fā)揮作用。 大學(xué)生就業(yè)服務(wù)機(jī)構(gòu)的建立和完善,不僅關(guān)系到畢業(yè)生自身的職業(yè)發(fā)展,也關(guān)系到高校的發(fā)展、人力資源市場的發(fā)展和整個(gè)社會(huì)的和諧穩(wěn)定,因此,全面建設(shè)大學(xué)生就業(yè)服務(wù)機(jī)構(gòu)具有現(xiàn)實(shí)的意義。
[Abstract]:In recent years, the employment of college students has been the common concern of the whole society. In 2012, there will be 6.8 million college graduates in our country. The problem of structural unemployment of graduates has always troubled the government, universities, students and all walks of life in society. College graduates are an important component of human resources allocation in China. They are closely related to China's economic and social development, personnel and labor system changes, higher education reform, world economic changes and so on. The establishment and perfection of employment service for college students is a difficult problem in the process of the popularization of higher education and the marketization of socialist economy. It is an important foundation to solve the employment problem of college students and to construct the employment service system of college students by using the effective development methods of foreign countries for reference to further promote the cooperation and common development of different types of employment service institutions in our country. The college students employment service institutions constructed in this paper are mainly from four aspects: government leading, university employment service center, public welfare non-profit organizations, and profit-making market-oriented organizations, in order to learn from the advanced experience of developed countries. To establish close contact between university graduates and employers through employment service institutions, to build a bridge of communication and cooperation between graduates and employers, and to enable graduates to have a complete career plan and a good view of employment. So that employers can find the most effective, the most convenient to find the right talent, so that all kinds of institutions affect each other, cooperate with each other, and work together to serve the employment of college students. Based on the analysis of the composition and characteristics of employment service institutions for college students in the United States and other four countries, this paper adopts comparative analysis method and literature method to compare the present situation and shortcomings of employment service institutions for college students in China. Through studying the excellent experience of the developed countries, we can establish and perfect the employment service institutions which are formed by the government, colleges and universities, society and the market, and make this kind of institutions work together. The establishment and perfection of employment service for college students is not only related to the professional development of graduates themselves, but also to the development of colleges and universities, the development of human resources market and the harmony and stability of the whole society. It is of practical significance to build a comprehensive employment service institution for college students.
