【摘要】:高校行政化是現(xiàn)行教育管理體制各方面問題的集中體現(xiàn),高校去行政化改革是教育行政改革的關(guān)鍵。人們極力反對(duì)高校中行政權(quán)力泛化、搞行政特權(quán)和官僚主義,因?yàn)檫@些已經(jīng)影響到大學(xué)的辦學(xué)管理、人才培養(yǎng)、科研活動(dòng)、師生關(guān)系、環(huán)境建設(shè)等方方面面,演變?yōu)轶w制頑疾,成為大學(xué)改革與發(fā)展的絆腳石。高校應(yīng)不應(yīng)該去行政化,如何去行政化,學(xué)界雖然做出了一些有益的探索,但“去行政化”的模糊性包容了不同群體的訴求,學(xué)者們的觀點(diǎn)見仁見智,尚未形成系統(tǒng)成熟的認(rèn)識(shí),需要進(jìn)一步冷靜、系統(tǒng)、深入的思考和論證,以便用來指導(dǎo)當(dāng)前教育行政改革實(shí)踐。 高校行政化的具體表現(xiàn)形式為高等院校行政級(jí)別化、機(jī)構(gòu)設(shè)置上級(jí)對(duì)口化、高校管理行政科層化、學(xué)術(shù)管理教師邊緣化。導(dǎo)致高校行政化的根本原因是官本位的歷史文化環(huán)境、辦學(xué)資源的行政控制權(quán)和辦學(xué)決策的行政操辦。 高校去行政化改革不是簡單地取消高校的行政級(jí)別,而應(yīng)全局考慮、整體設(shè)計(jì)、逐步推進(jìn)、雙管齊下!叭バ姓标P(guān)鍵在于整個(gè)社會(huì)的民主化進(jìn)程。政府在減少對(duì)高校的行政控制前,高校內(nèi)部必須建立起真正的民主機(jī)制、解構(gòu)垂直式行政體系而建構(gòu)扁平式服務(wù)組織、轉(zhuǎn)變行政人員的觀念與身份;進(jìn)一步理清政府與大學(xué)的關(guān)系,擴(kuò)大學(xué)校的辦學(xué)自主權(quán)和資源調(diào)配權(quán),完善大學(xué)法人治理結(jié)構(gòu)。 高校去行政化是社會(huì)發(fā)展的必然趨勢,也是我國高校管理體制改革的首要目標(biāo)。高校實(shí)現(xiàn)去行政化是一個(gè)長期的過程,僅依靠高校自身的努力很難取得成效。只有在轉(zhuǎn)變政府職能的同時(shí),重構(gòu)一種新的高校運(yùn)轉(zhuǎn)模式,才能使高;貧w本質(zhì),形成尊師重教、行政為學(xué)術(shù)服務(wù)的良好風(fēng)氣。 本文以我國高校去行政化為研究對(duì)象,以新公共管理理論、第三部門理論和法人理論為依據(jù),以理論文獻(xiàn)、問卷調(diào)查、案例分析和比較法為研究方法,分析了目前我國高校行政化所表現(xiàn)出來的問題,并在針對(duì)目前幾所高校去行政化改革的經(jīng)驗(yàn),提出了高校去行政化的具體措施,以期能對(duì)我國高校管理體制以及其行政化改革有所裨益。
[Abstract]:The administrative reform of colleges and universities is the key to the reform of educational administration. People strongly oppose the extension of administrative power in colleges and universities and engage in administrative privileges and bureaucratism, because these have affected all aspects of university management, talent training, scientific research, teacher-student relations, environmental construction, and so on, and have evolved into persistent institutional problems. Become the stumbling block of university reform and development. Although the academic circles have made some useful explorations, the fuzziness of "deadministrating" contains the demands of different groups, and scholars have different views. It needs further calm, systematic, deep thinking and argumentation to guide the current educational administrative reform practice. The concrete forms of administration in colleges and universities are administrative gradation of institutions of higher learning, establishment of higher authorities, stratification of administrative subjects in colleges and universities, and marginalization of academic management teachers. The basic reasons for the administration of colleges and universities are the historical and cultural environment of officialdom, the administrative control right of running school resources and the administrative operation of school-running decision. De-administration reform in colleges and universities is not simply to cancel the administrative level of colleges and universities, but should be considered as a whole, designed as a whole, pushed forward step by step, and carried out in a two-pronged manner. The key to deadministration lies in the process of democratization of the whole society. Before the government reduces the administrative control over colleges and universities, the internal democratic mechanism must be established, the vertical administrative system should be deconstructed and flat service organizations should be constructed, and the concept and identity of administrators should be changed. To further clarify the relationship between the government and the university, to expand the school autonomy and resource allocation, and to improve the governance structure of university legal person. De-administration of colleges and universities is the inevitable trend of social development and the primary goal of the reform of the management system of colleges and universities in China. It is a long-term process to deadministrate colleges and universities, and it is difficult to achieve results only by their own efforts. Only when the government functions are changed and a new operating mode of higher education can be reconstructed, can colleges and universities return to their essence and form a good atmosphere of respecting teachers and attaching great importance to education and administration for academic service. Based on the theory of new public management, the theory of the third sector and the theory of legal person, this paper takes the deadministration of colleges and universities in our country as the research object, and takes the theoretical literature, questionnaire survey, case analysis and comparative law as the research methods. This paper analyzes the problems in the administration of colleges and universities in our country at present, and puts forward the concrete measures for the deadministration of colleges and universities in the light of the experience of the deadministrative reform of several colleges and universities at present. It is expected to be beneficial to the management system and administrative reform of colleges and universities in China.
