21世紀初我國普通高校自主招生研究

【摘要】:高校自主招生是建立在統(tǒng)一考試基礎(chǔ)上的高校自主測試選拔,是保證高校辦學特色、體現(xiàn)高校生命力與競爭力的制度保障,是深化高校招生制度改革的重要舉措。自2001年以來,普通高校自主招生試點改革成為高校招生制度改革中的一個熱點。因此,,本論文以21世紀初我國高校自主招生為研究對象,回顧了自主招生發(fā)展歷程,探討高校自主招生的歷史背景,梳理自主招生的政策意義與作用,分析自主招生當前存在的問題以及改革建議,以期為中國高校自主招生改革的完善與發(fā)展提供理論依據(jù)和實踐參考標準,促進中國高校自主招生改革的進一步深化。 本論文對中國高校自主招生制度實施的歷史背景與政策意義進行分析,探討在社會轉(zhuǎn)型、高等教育大眾化背景和中央與地方分權(quán)管理模式下,我國現(xiàn)行高等學校招生制度存在的弊端及其高等學校招生制度改革的必要性,探討在普通高考基礎(chǔ)上實施高校自主招生制度的現(xiàn)實意義及其理論依據(jù)。 基于試點高校11年選拔創(chuàng)新型人才的演進歷程,梳理自主招生與統(tǒng)一高考的關(guān)系;解析普通高校自主招生資格的確立與主要措施;探求自主招生制度中的利益主體的價值訴求;總結(jié)作為完善高校傳統(tǒng)統(tǒng)招體制的自主招生制度所具有的以高考評價為主,自主選拔為輔、選拔主體多樣化、逐步推廣與選拔主體的精英化與考試內(nèi)容靈活等特點;充分探討基于高校自主測試的招生制度所體現(xiàn)的作用。合理分析自主招生在實踐中偏離其制度設(shè)計初衷所呈現(xiàn)的問題,如自主招生與統(tǒng)招的目的和功能重疊;自主招生異化;自主招生導致了新的教育不公平問題;自主選拔錄取制度評價標準的缺失;缺乏有效的監(jiān)督機制。 本論文從建立科學合理的統(tǒng)一考試與多元化考試相結(jié)合的考試體系、完善監(jiān)督機制、擴大高校自主招生的深度和范圍等方面對自主招生制度提出了建議。
[Abstract]:The independent enrollment of colleges and universities is the independent test and selection based on the unified examination. It is the institutional guarantee to guarantee the characteristics of running a university and to embody the vitality and competitiveness of the university. It is also an important measure to deepen the reform of the enrollment system in colleges and universities. Since 2001, the pilot reform of independent enrollment has become a hot spot in the reform of college enrollment system. Therefore, this paper takes the independent enrollment of colleges and universities in the early 21st century as the research object, reviews the development course of the independent enrollment, probes into the historical background of the autonomous enrollment of colleges and universities, and combs the policy significance and function of the autonomous enrollment. In order to provide theoretical basis and practical reference standard for the improvement and development of autonomous enrollment reform in Chinese colleges and universities, the existing problems and reform suggestions are analyzed in order to promote the further deepening of independent enrollment reform in colleges and universities in China. This paper analyzes the historical background and policy significance of the implementation of the independent enrollment system in Chinese universities, and probes into the background of social transformation, the popularization of higher education and the decentralized management mode between the central and local governments. This paper discusses the practical significance and theoretical basis of implementing the independent enrollment system in colleges and universities on the basis of the ordinary college entrance examination. Based on the evolution of the 11-year selection of innovative talents in the pilot universities, the relationship between the independent enrollment and the unified college entrance examination is sorted out; the establishment and main measures of the independent enrollment qualifications of ordinary colleges and universities are analyzed, and the value demands of the interest subjects in the independent enrollment system are explored. This paper summarizes the characteristics of the independent enrollment system, which is based on the evaluation of college entrance examination, supplemented by independent selection, diversification of the main body of selection, gradual promotion and selection of the main body of excellence and flexibility of examination content, and so on. This paper fully discusses the function of enrollment system based on independent test in colleges and universities. Reasonable analysis of independent enrollment in practice deviates from the original intention of its system design problems, such as the purpose and function overlap of independent enrollment and unified recruitment, autonomous recruitment alienation, independent enrollment led to new educational injustice; Lack of evaluation standard of independent selection and admission system; lack of effective supervision mechanism. This paper puts forward some suggestions on the independent enrollment system from the following aspects: establishing a scientific and reasonable examination system combining the unified examination with the pluralistic examination, perfecting the supervision mechanism, and expanding the depth and scope of the independent enrollment in colleges and universities.
