北大科技園發(fā)展戰(zhàn)略研究

【摘要】:高校作為國(guó)家創(chuàng)新體系的重要組成部分,是知識(shí)創(chuàng)新、科技創(chuàng)新、推動(dòng)科學(xué)技術(shù)向現(xiàn)實(shí)生產(chǎn)力轉(zhuǎn)化的重要力量。 作為被科技部和教育部共同認(rèn)定的首批22個(gè)國(guó)家大學(xué)科技園之一,自2001年以來(lái),北京大學(xué)積極發(fā)揮學(xué)校學(xué)科優(yōu)勢(shì)和人才、技術(shù)優(yōu)勢(shì),緊緊圍繞“一個(gè)中心、三個(gè)平臺(tái)、六項(xiàng)服務(wù)”為主線,不斷完善平臺(tái)建設(shè)與服務(wù),聚集高端人才,致力于發(fā)展原創(chuàng)科技,推動(dòng)科技成果轉(zhuǎn)化,提供一流的創(chuàng)業(yè)、創(chuàng)新、技術(shù)轉(zhuǎn)移服務(wù),助推企業(yè)做強(qiáng)做大。截至2012年,北大科技園已成功孵化企業(yè)240家以上,目前在孵的119家企業(yè),都集中在電子信息、生物制藥、新材料、新能源等國(guó)家鎖定的戰(zhàn)略性新興產(chǎn)業(yè)領(lǐng)域。 但是,從總體上看,北京大學(xué)科技園的建設(shè)日前尚處于深化發(fā)展階段,還存在著一些問(wèn)題,例如對(duì)大學(xué)科技園的功能定位認(rèn)識(shí)不夠、融資渠道不暢、管理體制不順、成果轉(zhuǎn)化率不高等問(wèn)題。面臨著進(jìn)一步發(fā)展的困境。 本文首先梳理了大學(xué)科技園發(fā)展及其相關(guān)理論研究,總結(jié)出國(guó)內(nèi)外大學(xué)科技園發(fā)展的現(xiàn)狀和發(fā)展背景以及運(yùn)作機(jī)理。并通過(guò)對(duì)北京大學(xué)科技園發(fā)展情況的調(diào)查研究,采用定性與定量相結(jié)合的研究方式,對(duì)北京大學(xué)科技園發(fā)展的現(xiàn)狀和發(fā)展特征進(jìn)行了分析,總結(jié)出其發(fā)展存在的管理體制和運(yùn)行機(jī)制不完善、大學(xué)科技園的定位和實(shí)際招商中出現(xiàn)的矛盾、大學(xué)科技園發(fā)展中自身資源不足問(wèn)題、大學(xué)科技園急需提高各種“軟”服務(wù)能力等突出問(wèn)題,并針對(duì)這些問(wèn)題,歸納出北京大學(xué)科技園發(fā)展戰(zhàn)略指導(dǎo)思想、戰(zhàn)略定位以及近、遠(yuǎn)期發(fā)展目標(biāo)。同時(shí),給出具體戰(zhàn)略要點(diǎn)和實(shí)施的基本步奏。最后,從服務(wù)平臺(tái)建設(shè)、管理體制、中介體系、引進(jìn)項(xiàng)目、融資渠道、人才培養(yǎng)機(jī)制幾個(gè)方面提出了北大科技園發(fā)展戰(zhàn)略的實(shí)施策略和保障措施。
[Abstract]:As an important part of the national innovation system, colleges and universities are important forces for knowledge innovation, scientific and technological innovation and the transformation of science and technology into real productive forces. As one of the first 22 national university science and technology parks jointly recognized by the Ministry of Science and Technology and the Ministry of Education, since 2001, Peking University has been actively exerting its academic and talent advantages and technological advantages, closely surrounding "one center, three platforms," "six services" as the main line, constantly improve the platform construction and services, gather high-end talents, devote to the development of original science and technology, promote the transformation of scientific and technological achievements, provide first-class entrepreneurship, innovation, technology transfer services, help enterprises to become stronger and bigger. As of 2012, Peking University Science and Technology Park has successfully hatched more than 240 enterprises, and the 119 enterprises that are currently hatching are concentrated in electronic information, biopharmaceutical, new materials, new energy and other strategic emerging industries locked in the country. However, on the whole, the construction of Peking University Science Park is still in the deepening stage of development, and there are still some problems, such as insufficient understanding of the function of the University Science Park, poor financing channels, and bad management system. The result conversion rate is not high and so on. Faced with the dilemma of further development. Firstly, this paper reviews the development of university science and technology park and its related theoretical research, summarizes the status quo, development background and operation mechanism of university science park at home and abroad. Through the investigation and research on the development of science and technology park of Peking University, the present situation and characteristics of the development of science and technology park of Peking University are analyzed by combining qualitative and quantitative research methods. It concludes that the management system and operation mechanism are not perfect, the contradiction between the orientation of university science and technology park and the actual investment, and the problem of insufficient resources in the development of university science and technology park. The university science and technology park urgently needs to improve all kinds of "soft" service ability and so on, and in view of these problems, summarizes the development strategy guiding ideology, the strategic orientation and the near and long term development goal of Peking University science and technology park. At the same time, give the specific strategic key points and the implementation of the basic steps. Finally, from the service platform construction, the management system, the intermediary system, the introduction project, the financing channel, the talented person training mechanism several aspects proposed the Peking University science and technology park development strategy implementation strategy and the safeguard measure.
