【摘要】：21世紀(jì)是知識和人才競爭的世紀(jì),也是教育的時代,教育水平的高低直接影響著一國的國民素質(zhì),高等教育作為教育領(lǐng)域較高且重要的一個層次,在推進(jìn)社會文化發(fā)展、促進(jìn)經(jīng)濟(jì)水平提高、增強(qiáng)民族創(chuàng)新力等方面都具有十分重要的作用。縱觀世界大國的發(fā)展史,無一不重視高等教育的發(fā)展。我國自改革開放以來,隨著教育領(lǐng)域的不斷改革,在高校擴(kuò)招政策影響下,高校所面臨的發(fā)展環(huán)境也不斷的發(fā)生著變化,這對高校管理水平的提高提出了新的要求,而財務(wù)管理作為高校管理的一個重要方面,它的運(yùn)營效果的好壞,不僅影響高校本身的發(fā)展,而且還關(guān)系到整個社會文化素質(zhì)水平的提高。因此,如何在強(qiáng)有力的變化競爭中,使我國高等教育真正走上規(guī)模、質(zhì)量、結(jié)構(gòu)、效益相互協(xié)調(diào),可持續(xù)發(fā)展的道路,成為高校財務(wù)管理工作的重中之重。 本文闡述了我國高校財務(wù)管理運(yùn)行所面臨的現(xiàn)實情況,指出了其中存在的一些基本問題,針對這些問題,結(jié)合國外一些發(fā)展水平較高的高等院校的財務(wù)管理新理念,運(yùn)用層次分析法對資金運(yùn)營相關(guān)指標(biāo)進(jìn)行處理,建立指標(biāo)評價體系�？陀^的指出我國高校資金運(yùn)營中存在的一些問題,并提出建議和相應(yīng)改進(jìn)措施。文章指出我國必須要建立一套適應(yīng)當(dāng)前高校改革發(fā)展現(xiàn)狀的資金運(yùn)營效果體系,其目的是要提高資金運(yùn)營效益,提高財務(wù)管理水平，，讓有限的教育資源發(fā)揮最大的經(jīng)濟(jì)效益和社會效益
[Abstract]:The 21st century is the century of knowledge and talent competition, but also the era of education. The level of education directly affects the national quality of a country. As a higher and more important level in the field of education, higher education is promoting the development of social culture. Promote economic level raise, strengthen national innovation ability and so on to have very important function. Throughout the history of the world's great powers, all attached importance to the development of higher education. Since China's reform and opening up, with the continuous reform in the field of education, under the influence of the policy of enrollment expansion in universities, the development environment faced by colleges and universities is constantly changing, which puts forward new requirements for the improvement of the management level of colleges and universities. As an important aspect of university management, financial management not only affects the development of colleges and universities, but also relates to the improvement of social and cultural quality. Therefore, how to make the higher education of our country take the path of coordination of scale, quality, structure, benefit and sustainable development in the strong competition of change has become the most important task of financial management in colleges and universities. This paper expounds the reality of the operation of financial management in colleges and universities in China, points out some basic problems existing in it, and combines the new ideas of financial management of some higher developed universities in foreign countries. Use analytic hierarchy process to deal with related index of fund operation, establish index evaluation system. This paper objectively points out some problems existing in the capital operation of colleges and universities in our country, and puts forward some suggestions and corresponding improvement measures. This paper points out that our country must establish a set of fund operation effect system which adapts to the current situation of reform and development of colleges and universities, and its purpose is to improve the efficiency of fund operation and the level of financial management.
