【摘要】：教育政策是民辦教育發(fā)展中最重要、最寶貴的資源。在很大程度上，民辦教育政策發(fā)展的地區(qū)不平衡性，嚴(yán)重影響到我國特別是欠發(fā)達(dá)地區(qū)民辦高等教育的健康發(fā)展。廣西民辦高等教育還處于政策主導(dǎo)型發(fā)展模式，其發(fā)展相對落后主要是由政策因素造成的。因此，運(yùn)用政策文本分析和實(shí)地調(diào)查研究等科學(xué)研究方法，探索現(xiàn)階段廣西民辦高等教育發(fā)展所遇到的政策問題，才能找出問題的癥結(jié)。 在公共政策等理論的指導(dǎo)下，對廣西民辦高等教育發(fā)展概況進(jìn)行梳理分析，發(fā)現(xiàn)廣西民辦高等教育的合法性地位得到初步確立、民辦高校依法辦學(xué)氛圍初步形成以及學(xué)校、教師和學(xué)生的合法權(quán)益得到基本保障等等，這些成就讓我們得出經(jīng)驗和結(jié)論：民辦高校獲得良好發(fā)展的重要保證，必須高度重視教育政策的發(fā)展。同時，通過研究發(fā)現(xiàn)配套政策不健全和政策執(zhí)行不力等是阻礙民辦高等教育發(fā)展的主要因素，所以，應(yīng)正視這些問題并加以解決，才能更好的促進(jìn)廣西民辦高等教育穩(wěn)定的發(fā)展。最后，根據(jù)上述經(jīng)驗，針對廣西民辦高等教育政策的現(xiàn)狀問題，從教育政策建設(shè)原則出發(fā)，提出相關(guān)政策策略，為廣西民辦高等教育發(fā)展提供參考與借鑒，，使其在廣西“學(xué)習(xí)型社會”的構(gòu)建和“人才強(qiáng)桂”戰(zhàn)略的實(shí)施上發(fā)揮更大的作用。
[Abstract]:Education policy is the most important and precious resource in the development of private education. To a large extent, the regional imbalance in the development of private education policy has seriously affected the healthy development of private higher education in our country, especially in the less developed areas. Private higher education in Guangxi is still in the mode of policy-oriented development, and its relative backwardness is mainly caused by policy factors. Therefore, using scientific research methods such as policy text analysis and field investigation, we can find out the crux of the problem by exploring the policy problems encountered in the development of private higher education in Guangxi at this stage. Under the guidance of public policy and other theories, this paper analyzes the general situation of the development of private higher education in Guangxi, and finds out that the legitimacy status of private higher education in Guangxi has been preliminarily established, the atmosphere of running schools according to law in private colleges and universities has been initially formed and the schools. The legal rights and interests of teachers and students are basically guaranteed and so on. These achievements make us draw the conclusion that private colleges and universities must attach great importance to the development of educational policy because of the important guarantee of good development. At the same time, it is found that inadequate supporting policies and weak implementation of policies are the main factors hindering the development of private higher education. Therefore, we should face these problems squarely and solve them. In order to better promote the stable development of private higher education in Guangxi. Finally, according to the above experience, in view of the current situation of the private higher education policy in Guangxi, starting from the principles of educational policy construction, this paper puts forward some relevant policy strategies, which can provide reference and reference for the development of private higher education in Guangxi. It will play a more important role in the construction of "learning society" and the implementation of "talented person strengthening Gui" strategy in Guangxi.
