【摘要】：1963年《羅賓斯報告》的發(fā)表標(biāo)志著"后羅賓斯時代"的到來。這一時期是英國高等教育由精英化向大眾化轉(zhuǎn)型的關(guān)鍵階段。"后羅賓斯時代"的大學(xué)撥款委員會經(jīng)歷了一系列變革,其職能范圍得到擴(kuò)大,角色定位變得更加積極。但是,由于管理機(jī)構(gòu)的調(diào)整,大學(xué)撥款委員會的實際控制力與影響力較之從前大為減弱。這些轉(zhuǎn)型模糊了大學(xué)撥款委員會最初作為"緩沖器"的角色定位,降低了其在英國高等教育領(lǐng)域的權(quán)力地位,為委員會在20世紀(jì)80年代的最終衰落埋下了伏筆,也對當(dāng)今中國高等教育中介組織的建立與發(fā)展有一定的啟示意義。
[Abstract]:The publication of the Robbins report in 1963 marked the beginning of the post-Robbins era. This period is a critical stage in the transition from elite to popular higher education in Britain. " The post-Robbins University Grants Committee has undergone a series of changes, its scope has been expanded and its role-orientation has become more active. However, the university grants committee's actual control and influence is much weaker than before because of the change of management. These changes blurred the role of the University Grants Committee as a "buffer" at first, reduced its position of power in higher education in Britain, and set the stage for its eventual decline in the 1980s. It also has certain enlightenment significance to the establishment and development of higher education intermediary organizations in China.
