內(nèi)蒙古高等教育質(zhì)量保障機(jī)制研究

【摘要】:任何事物都是質(zhì)量與數(shù)量的統(tǒng)一,沒(méi)有質(zhì)量的事物不存在,沒(méi)有數(shù)量的事物也不存在,,問(wèn)題在于質(zhì)量的高低與數(shù)量的大小。 高等教育質(zhì)量水平的高與低,直接影響著社會(huì)發(fā)展的快與慢。近些年,隨著內(nèi)蒙古經(jīng)濟(jì)社會(huì)的發(fā)展,高等教育事業(yè)已進(jìn)入“大眾化”階段,圓了不少青年學(xué)子的大學(xué)夢(mèng)。這本是一件大好事,但由于我區(qū)高等教育“大眾化”的實(shí)現(xiàn)幾乎是突變式的,沒(méi)有什么過(guò)程,所以出現(xiàn)了教育資源供不應(yīng)求、傳統(tǒng)質(zhì)量觀(guān)揮之不去等情況。這些因素對(duì)內(nèi)蒙古高等教育質(zhì)量保障工作有著巨大的阻礙作用。 一個(gè)地區(qū)高等教育質(zhì)量保障機(jī)制是否完善,直接影響著其社會(huì)各項(xiàng)事業(yè)的發(fā)展。因此,本論文對(duì)內(nèi)蒙古高等教育質(zhì)量保障機(jī)制的研究,目的在于提高內(nèi)蒙古高等教育質(zhì)量,培養(yǎng)人才、提高人力資源利用率、增強(qiáng)地區(qū)競(jìng)爭(zhēng)力,從而為內(nèi)蒙古經(jīng)濟(jì)社會(huì)的發(fā)展做出更大貢獻(xiàn)。 本論文以馬克思主義哲學(xué)基本原理為基礎(chǔ),運(yùn)用了比較法、文獻(xiàn)法、分析法等研究方法進(jìn)行理論研究。首先,從幾個(gè)主要方面對(duì)內(nèi)蒙古高等教育發(fā)展現(xiàn)狀進(jìn)行了討論。其次,分析了影響內(nèi)蒙古高等教育質(zhì)量建設(shè)的相關(guān)因素。最后,依據(jù)現(xiàn)狀中存在的不足因素,提出了一些完善內(nèi)蒙古高等教育質(zhì)量保障機(jī)制的對(duì)策和建議。具體來(lái)說(shuō),本論文由五部分組成:一、引言,包括選題背景及意義、研究的創(chuàng)新點(diǎn)、難點(diǎn)、研究方法介紹、相關(guān)概念的理解與闡述、國(guó)內(nèi)外研究現(xiàn)狀以及內(nèi)蒙古高等教育質(zhì)量保障機(jī)制建立的必要性與可行性分析。二、介紹內(nèi)蒙古高等教育發(fā)展現(xiàn)狀,包括高等教育“大眾化”發(fā)展現(xiàn)狀、高校布局現(xiàn)狀、高校學(xué)科設(shè)置現(xiàn)狀。三、從整體性與相關(guān)性角度分析影響內(nèi)蒙古高等教育質(zhì)量的因素,包括政治因素、經(jīng)濟(jì)因素、文化因素、教育經(jīng)費(fèi)投入、師資隊(duì)伍建設(shè)、生源、高等教育發(fā)展定位。四、對(duì)內(nèi)蒙古高等教育質(zhì)量保障機(jī)制進(jìn)行理性思考,包括完善機(jī)制的理論與實(shí)踐依據(jù)和突變式的發(fā)展要求突變式的管理。五、提出完善內(nèi)蒙古高等教育質(zhì)量保障機(jī)制的相應(yīng)建議,包括政府對(duì)高等教育行為的基本原則及具體對(duì)策。
[Abstract]:Everything is the unity of quality and quantity, the thing without quality does not exist, the thing without quantity also does not exist, the problem lies in the level of quality and the magnitude of quantity. The high and low quality of higher education has a direct impact on the rapid and slow development of society. In recent years, with the development of economy and society in Inner Mongolia, higher education has entered the stage of "popularization", which has fulfilled the university dream of many young students. This is a great good thing, but because the realization of "popularization" of higher education in our area is almost abrupt, there is no process, so the educational resources are in short supply and the traditional view of quality is lingering. These factors have a huge hindrance to the quality assurance of higher education in Inner Mongolia. Whether the quality assurance mechanism of higher education in a region is perfect or not directly affects the development of its social undertakings. Therefore, the purpose of this paper is to improve the quality of higher education in Inner Mongolia, train talents, improve the utilization of human resources, and enhance regional competitiveness. Thus make greater contribution to the economic and social development of Inner Mongolia. Based on the basic principles of Marxist philosophy, this paper uses comparative method, literature method and analytical method to carry out theoretical research. First of all, the development of higher education in Inner Mongolia is discussed from several aspects. Secondly, it analyzes the related factors that affect the quality construction of higher education in Inner Mongolia. Finally, according to the deficiency factors existing in the present situation, some countermeasures and suggestions are put forward to perfect the quality assurance mechanism of higher education in Inner Mongolia. Specifically, this paper consists of five parts: first, the introduction, including the background and significance of the topic, innovative points, difficulties, research methods, understanding and elaboration of related concepts, The necessity and feasibility of establishing quality assurance mechanism of higher education in Inner Mongolia are analyzed. Secondly, it introduces the development of higher education in Inner Mongolia, including the "popularization" of higher education, the distribution of colleges and universities, and the present situation of discipline setting in colleges and universities. Thirdly, from the angle of integrity and relativity, this paper analyzes the factors influencing the quality of higher education in Inner Mongolia, including political factors, economic factors, cultural factors, educational funds investment, the construction of teaching staff, the source of students and the orientation of the development of higher education. Fourthly, it makes rational thinking on the quality assurance mechanism of higher education in Inner Mongolia, including the theoretical and practical basis of perfecting the mechanism and the development of the catastrophe mode, which requires the management of the catastrophe mode. Fifth, put forward the corresponding suggestions to improve the quality assurance mechanism of higher education in Inner Mongolia, including the basic principles and concrete countermeasures of the government to the behavior of higher education.
