【摘要】：采購管理，作為學(xué)校日�；顒诱＿\(yùn)轉(zhuǎn)的基礎(chǔ)保障，已經(jīng)成為了一個影響學(xué)校發(fā)展重要管理工作�，F(xiàn)代采購管理的理念已發(fā)生了深刻的變化，不僅僅局限于采購成本的降低。高等院校的辦學(xué)模式正在結(jié)構(gòu)科學(xué)合理、管理手段先進(jìn)和投入方向明確的方向發(fā)展，都將管理放在與教學(xué)同等重要的位置，把管理作為育人的重要手段，堅持以管理促進(jìn)教學(xué)，管理手段的先進(jìn)與否直接影響辦學(xué)質(zhì)量。采購管理是高校管理基礎(chǔ)環(huán)節(jié)，通過優(yōu)化采購流程、完善計劃管理、加強(qiáng)控制環(huán)節(jié)、加強(qiáng)采購管理、豐富采購手段、提高采購質(zhì)量、降低采購成本，已成為高校提高辦學(xué)質(zhì)量、降低辦學(xué)成本的有效途徑。 LY大學(xué)是一所以醫(yī)學(xué)為主的綜合性教學(xué)科研型大學(xué)。醫(yī)學(xué)教育注重實踐，并且對教學(xué)設(shè)施有很強(qiáng)的依賴性。目前隨著高等院校辦學(xué)規(guī)模的不斷擴(kuò)大，國家對教育的投入也逐年加大，近些年，LY大學(xué)的年采購任務(wù)在3000萬左右。辦學(xué)規(guī)模的擴(kuò)大、辦學(xué)經(jīng)費(fèi)的增加并沒有使得LY大學(xué)采購管理的改善，，還停留在目標(biāo)不明確、組織散亂、流程不健全、缺乏必要控制的階段。采購管理的好壞，已成為直接影響采購費(fèi)用、采購進(jìn)程、采購質(zhì)量的關(guān)鍵因素，從而進(jìn)一步影響辦學(xué)成本、辦學(xué)質(zhì)量。 本文首先介紹了研究的對象和研究的意義。通過對LY大學(xué)采購管理目標(biāo)、采購組織、采購流程和采購控制的現(xiàn)狀分析，找出其中存在的問題。本文將成熟的采購管理經(jīng)驗科學(xué)、合理的應(yīng)用到高等院校采購管理中，提出了支撐優(yōu)質(zhì)辦學(xué)的學(xué)校發(fā)展理念的采購管理目標(biāo)與組織結(jié)構(gòu)，及符合學(xué)校實際情況的采購流程和采購控制方式，以達(dá)到提高學(xué)校采購管理質(zhì)量、提高采購實施效率、節(jié)約采購經(jīng)費(fèi)的目的，從而保障降低辦學(xué)成本、提高辦學(xué)質(zhì)量、增強(qiáng)社會競爭力的辦學(xué)目標(biāo)的達(dá)成。在明確了采購管理目標(biāo)、采購組織結(jié)構(gòu)、采購流程和采購控制方式后，文章對顯微數(shù)碼互動實驗室采購項目實施進(jìn)行規(guī)劃。將顯微數(shù)碼互動實驗室采購項目實施過程分為計劃制定、招標(biāo)采購、合同簽訂、供貨驗收、售后服務(wù)五個階段，并分別提出每個階段的實施步驟和要點。在整個顯微數(shù)碼互動實驗室采購項目實施過程規(guī)劃完成的基礎(chǔ)上，對整個項目的計劃與控制進(jìn)行具體闡述，提出費(fèi)用控制、進(jìn)度控制、質(zhì)量控制的具體實施細(xì)則及要求。最后文章對顯微數(shù)碼互動實驗室采購項目順利實施的保障措施進(jìn)行具體分析，并提出具體辦法。
[Abstract]:Procurement management, as the basic guarantee for the normal operation of school activities, has become an important management work affecting the development of schools. The concept of modern purchasing management has undergone profound changes, not only in the reduction of procurement costs. The mode of running a school in colleges and universities is developing in the direction of scientific and reasonable structure, advanced management means and clear input direction. They all put management in the same position as teaching, regard management as an important means of educating people, and persist in promoting teaching by management. Whether the management means is advanced or not directly affects the quality of running a school. Procurement management is the basic link of university management. Through optimizing purchasing process, perfecting plan management, strengthening control link, strengthening procurement management, enriching purchasing means, improving purchasing quality and reducing purchasing cost, it has become a college to improve the quality of running a school. LY University is a comprehensive teaching and research university based on medicine. Medical education pays attention to practice, and has very strong dependence on teaching facilities. At present, with the continuous expansion of the scale of running colleges and universities, the national investment in education is also increasing year by year. In recent years, the annual procurement task of LY University is about 30 million. The expansion of school scale and the increase of school funds do not improve the procurement management of LY University, but also stay in the stage of unclear objectives, scattered organization, imperfect process and lack of necessary control. The quality of procurement management has become a key factor that directly affects the cost, process and quality of procurement, thus further affecting the cost and quality of running a school. This paper first introduces the research object and the significance of the research. Through the analysis of LY University procurement management objectives, procurement organization, procurement process and procurement control status, to find out the existing problems. In this paper, the mature experience of purchasing management is scientifically applied to the procurement management of colleges and universities, and the purchasing management objectives and organizational structure supporting the development concept of high quality schools are put forward. In order to improve the quality of school procurement management, to improve the efficiency of procurement implementation and to save procurement funds, and to ensure the reduction of school running costs and the improvement of school quality, and in accordance with the actual conditions of the school and the procurement process and procurement control methods, To achieve the goal of enhancing social competitiveness. After defining the purchasing management goal, the purchasing organization structure, the purchasing process and the purchasing control mode, this paper plans the implementation of the procurement project in the Microdigital Interactive Laboratory. This paper divides the implementation process of micro-digital interactive laboratory procurement project into five stages: plan making, bidding and purchasing, contract signing, supply acceptance and after-sales service, and puts forward the implementation steps and key points of each stage respectively. On the basis of the completion of the procurement process planning of the whole micro-digital interactive laboratory, the plan and control of the whole project are elaborated in detail, and the detailed implementation rules and requirements of cost control, schedule control and quality control are put forward. Finally, the article analyzes the guarantee measures of the successful implementation of the micro-digital interactive laboratory purchasing project, and puts forward some concrete measures.
