【摘要】：高校信息公開政策評(píng)價(jià)是高校信息公開工作的重要組成部分，開展高校信息公開政策評(píng)價(jià)研究對(duì)于高校信息公開制度建設(shè)具有重要的理論價(jià)值和現(xiàn)實(shí)意義。文章在高校信息公開政策評(píng)價(jià)內(nèi)涵的基礎(chǔ)上，主要從高校信息公開政策評(píng)價(jià)主體與客體、高校信息公開政策評(píng)價(jià)標(biāo)準(zhǔn)與方法、高校信息公開政策評(píng)價(jià)實(shí)施過(guò)程分析、高校信息公開政策評(píng)價(jià)系統(tǒng)要素構(gòu)建四個(gè)方面論述了高校信息公開政策評(píng)價(jià)理論體系的構(gòu)建問題。在界定高校信息公開政策方案評(píng)價(jià)內(nèi)涵的基礎(chǔ)上，結(jié)合對(duì)高校信息公開政策方案評(píng)價(jià)指標(biāo)的分析，構(gòu)建了包含四項(xiàng)一級(jí)指標(biāo)、二十項(xiàng)二級(jí)指標(biāo)的高校信息公開政策方案評(píng)價(jià)指標(biāo)體系，并建立高校信息公開政策方案評(píng)價(jià)模型。在對(duì)高校信息公開政策實(shí)施效果評(píng)價(jià)內(nèi)涵分析的基礎(chǔ)上，文章構(gòu)建了高校信息公開政策實(shí)施效果評(píng)價(jià)指標(biāo)體系。運(yùn)用改進(jìn)的層次分析法確定高校信息公開政策實(shí)施效果評(píng)價(jià)指標(biāo)權(quán)重，并構(gòu)建了高校信息公開政策實(shí)施效果評(píng)價(jià)模型，試圖運(yùn)用此模型對(duì)高校信息公開政策實(shí)施效果的優(yōu)劣程度以及執(zhí)行效果的發(fā)展趨勢(shì)進(jìn)行動(dòng)態(tài)評(píng)價(jià)。最后，對(duì)進(jìn)一步完善及提高高校信息公開政策評(píng)價(jià)質(zhì)量提出五點(diǎn)建議。
[Abstract]:The evaluation of university information disclosure policy is an important part of the work of university information disclosure. It is of great theoretical value and practical significance to carry out the research on the evaluation of university information disclosure policy for the construction of university information disclosure system. Based on the connotation of the policy evaluation of university information disclosure, this paper analyzes the subject and object of the policy evaluation, the criteria and methods of the policy evaluation, and the implementation process of the policy evaluation. This paper discusses the construction of the evaluation system of the information disclosure policy in colleges and universities from four aspects: the construction of the elements of the evaluation system of the information disclosure policy in colleges and universities. On the basis of defining the connotation of the evaluation of university information disclosure policy and combining with the analysis of the evaluation index of the university information disclosure policy scheme, this paper constructs four first-level indicators. The evaluation index system of the information disclosure policy scheme of colleges and universities with 20 secondary indexes is established, and the evaluation model of the information disclosure policy scheme in colleges and universities is established. Based on the analysis of the connotation of the evaluation of the effect of the implementation of the information disclosure policy in colleges and universities, this paper constructs the evaluation index system of the effect of the implementation of the information disclosure policy in colleges and universities. Using the improved Analytic hierarchy process (AHP) to determine the weight of the evaluation index of the implementation effect of the information disclosure policy in colleges and universities, and to construct the evaluation model of the effect of the implementation of the information disclosure policy. This paper attempts to use this model to dynamically evaluate the effect of information disclosure in colleges and universities. Finally, five suggestions are put forward to further improve and improve the evaluation quality of information disclosure policy in colleges and universities.
