【摘要】：隨著我國(guó)高校教育體制改革的深入以及高等教育收費(fèi)制度的不斷調(diào)整和改變,各高校不斷擴(kuò)大招生規(guī)模,高校學(xué)生欠費(fèi)問(wèn)題也日益突出和嚴(yán)重,并對(duì)高校的長(zhǎng)期健康發(fā)展和大學(xué)生道德水平提高和正確價(jià)值觀(guān)的形成造成了重大影響。高等教育介于公共產(chǎn)品和私人產(chǎn)品之間,是準(zhǔn)公共產(chǎn)品,根據(jù)美國(guó)著名的教育經(jīng)濟(jì)學(xué)家約翰斯通的高等教育成本分擔(dān)理論,受教育者應(yīng)該繳納一定的學(xué)雜費(fèi),以承擔(dān)一定比例的教育成本。而由于高等教育收費(fèi)制度和高校收費(fèi)管理監(jiān)督上的一些漏洞、資助體系不完善致使貧困生難以負(fù)擔(dān)學(xué)費(fèi)、一些學(xué)生誠(chéng)信缺失惡意欠費(fèi)致使學(xué)生間相互效仿等原因,高校學(xué)生欠費(fèi)現(xiàn)象日益嚴(yán)重。高校學(xué)生欠費(fèi)問(wèn)題不但影響高校資金流動(dòng)性從而導(dǎo)致高校各項(xiàng)教學(xué)和行政管理工作受阻,還影響高校學(xué)生的道德培養(yǎng)和價(jià)值觀(guān)的形成從而對(duì)社會(huì)文化造成一定的影響。本文力圖通過(guò)對(duì)高校學(xué)生欠費(fèi)問(wèn)題產(chǎn)生的原因進(jìn)行分析,并找出具體的應(yīng)對(duì)措施,提出高學(xué)生欠費(fèi)問(wèn)題應(yīng)該采取政府、社會(huì)、以及高校和學(xué)生多維一體的方式來(lái)共同解決。
[Abstract]:With the deepening of the reform of the higher education system and the constant adjustment and change of the higher education charge system, the enrollment scale of the colleges and universities is expanding constantly, and the problem of the students' outstanding fees is becoming increasingly prominent and serious. It has a great influence on the long-term healthy development of colleges and universities, the improvement of college students' moral level and the formation of correct values. Higher education is a quasi-public product between public goods and private goods. According to Johnstone's theory of cost sharing in higher education, the educated should pay a certain amount of tuition fees. To bear a certain proportion of the cost of education. However, because of the loopholes in the charge system of higher education and the supervision of charge management in colleges and universities, the imperfection of the financial aid system makes it difficult for the poor students to afford the tuition fees, and some students' lack of honesty and malice lead to the mutual imitation among the students. The phenomenon that college students owe fees is becoming more and more serious. The problem of college students' overdue fees not only affects the flow of funds in colleges and universities, thus hinders the work of teaching and administration in colleges and universities, but also affects the moral cultivation and the formation of values of college students, thus exerting a certain influence on social culture. This paper tries to analyze the causes of the problem of college students' arrears of fees and find out the concrete countermeasures, and puts forward that the problem of high students' arrears should be solved by the government, society, universities and students in a multi-dimensional way.
