【摘要】：民辦高等教育作為世界各國最重要的舉辦教育方式之一，并且在很多國家和地區(qū)都取得了令人矚目的成就，我國民辦高等教育的發(fā)展必將是我國高等教育改革的一項重要嘗試，承載著我國高等教育改革的希望。因此，研究此論文對幫助我國民辦高等教育機(jī)構(gòu)走出困境具有重要意義。 本文首先通過對民辦高等教育機(jī)構(gòu)整體形勢的歷史回顧與分析，恢復(fù)我國民辦高等教育機(jī)構(gòu)生存和發(fā)展的基本面貌，然后進(jìn)一步結(jié)合具體案例對民辦高等教育機(jī)構(gòu)生存的理論分析，突出我國民辦高等教育機(jī)構(gòu)投資辦學(xué)的自身特點和外部法律制度環(huán)境引起民辦高等教育機(jī)構(gòu)生存的現(xiàn)實情況，并作出理論分析；從現(xiàn)實案例中進(jìn)一步挖掘當(dāng)前我國民辦高等教育機(jī)構(gòu)生存的重要原因，最終提出多方面可行解決方案。最終本研究提出，要幫助民辦高等教育機(jī)構(gòu)走出困境，，必須要在根本上解決民辦教育機(jī)構(gòu)外部環(huán)境優(yōu)化和民辦教育機(jī)構(gòu)自救兩個問題。一方面，外部環(huán)境主要受政治經(jīng)濟(jì)制度影響，因此，必須由政府主動擔(dān)起責(zé)任，改變執(zhí)政理念，利用法律等手段更改不合理的制度規(guī)定，為民辦教育機(jī)構(gòu)創(chuàng)造良好制度環(huán)境，政府同時要注意讓市場機(jī)制發(fā)揮根本的資源調(diào)頻作用，避免繼續(xù)利用行政計劃手段控制教育事業(yè)的發(fā)展。另一方面，民辦教育機(jī)構(gòu)內(nèi)部需要改善自身內(nèi)部管理體系，讓財產(chǎn)權(quán)和管理權(quán)分離，減少目前投資者過多干涉管理的現(xiàn)象，保證各方權(quán)力制衡，有序發(fā)展，同時，民辦高等教育機(jī)構(gòu)應(yīng)該在發(fā)展方向上更具前瞻性，適應(yīng)時代潮流發(fā)展，努力提高自身教育服務(wù)水平和質(zhì)量。 本文創(chuàng)新之處利用一般分析和個案研究相結(jié)合的方法，既有對我國民辦高等教育機(jī)構(gòu)辦學(xué)的一般分析，又有對K學(xué)院典型的個案研究，并把兩者緊密地結(jié)合起來，分析得出了我國當(dāng)前民辦高等教育機(jī)構(gòu)辦學(xué)存在的問題，以及我國民辦高等教育機(jī)構(gòu)需要從以法為基礎(chǔ)，政府保障和規(guī)范化的管理等方面采取策略。
[Abstract]:Private higher education, as one of the most important educational methods in the world, has made remarkable achievements in many countries and regions. The development of private higher education in our country will be an important attempt in the reform of higher education in our country. Carrying the hope of higher education reform in our country. Therefore, it is of great significance to study this paper to help private higher education institutions to get out of the predicament. First of all, through the historical review and analysis of the overall situation of the private higher education institutions, this paper restores the basic features of the survival and development of the private higher education institutions in our country. Then, combining with the theoretical analysis of the survival of the private higher education institutions in specific cases, it highlights the characteristics of the private higher education institutions' investment in running schools and the reality of the existence of the private higher education institutions caused by the external legal system environment. It also makes theoretical analysis, further excavates the important reasons for the survival of private higher education institutions in our country from practical cases, and finally puts forward various feasible solutions. Finally, in order to help the private higher education institutions out of the dilemma, we must fundamentally solve the two problems of optimizing the external environment of the private educational institutions and helping the private educational institutions to save themselves. On the one hand, the external environment is mainly influenced by the political and economic system. Therefore, the government must take the initiative to take up the responsibility, change the concept of governance, use the law and other means to change the unreasonable regulations of the system, so as to create a good institutional environment for the private educational institutions. At the same time, the government should pay attention to the market mechanism to play the role of fundamental resource FM, and avoid the use of administrative planning to control the development of education. On the other hand, there is a need to improve the internal management system of private educational institutions, to separate property rights from management rights, to reduce the current phenomenon of excessive interference by investors in management, to ensure the balance of power between all parties and to develop in an orderly manner, and at the same time, Private higher education institutions should be more forward-looking in the direction of development, adapt to the trend of the times, and strive to improve their educational service level and quality. The innovation of this paper is based on the combination of general analysis and case study, both the general analysis of private higher education institutions in our country and the typical case study of K college. This paper analyzes the problems existing in the running of private higher education institutions in our country, and points out that the private higher education institutions in our country should adopt strategies from the aspects of legal basis, government guarantee and standardized management.
