蒙古、中國(guó)高等教育信息化比較研究

【摘要】:計(jì)算機(jī)與網(wǎng)絡(luò)通信技術(shù)是當(dāng)代科學(xué)技術(shù)發(fā)展水平的重要標(biāo)志之一,也對(duì)各個(gè)國(guó)家的社會(huì)經(jīng)濟(jì)迅速發(fā)展,確保人民主和自由起重要作用。全世界都認(rèn)同此領(lǐng)域的發(fā)展及需要完成的任務(wù)和作用,尤其是共和民族組織特別關(guān)注此領(lǐng)域的發(fā)展,在他的支持下兩次組織了《關(guān)于知識(shí)社會(huì)問(wèn)題的世界高級(jí)見面會(huì)》,在第一次的會(huì)議上制定并實(shí)施了《規(guī)章制度宣言》、《行為條例》等兩個(gè)重要文件。在這些文件中明確提出各個(gè)國(guó)家要制定信息通信技術(shù)的國(guó)家政策,要發(fā)展此領(lǐng)域,更加成熟。 蒙古國(guó)被認(rèn)為在將來(lái)的十年中,經(jīng)濟(jì)發(fā)展速度最快國(guó)家之一,但不提高生產(chǎn)只穩(wěn)定發(fā)展經(jīng)濟(jì)是困難的事情。要提高生產(chǎn)的兩個(gè)重要元素:技能技巧和現(xiàn)代社會(huì)的信息技術(shù)的普遍和改革。在提高技能技巧和信息技術(shù)的中教育起重要作用也擔(dān)任重要任務(wù)。從這里能看出,教育是社會(huì)發(fā)展的一個(gè)重要?jiǎng)恿。還有注重發(fā)展教育研究的國(guó)家和地區(qū)更會(huì)成為一個(gè)重視教育創(chuàng)新的地方。解決人類生活中的很多復(fù)雜問(wèn)題的唯一決策是教育。高速發(fā)展的信息通迅技術(shù)改變著世界各國(guó)發(fā)展趨勢(shì)、社會(huì)經(jīng)濟(jì)聯(lián)系和人類生活方式,在這個(gè)變化中最大欠債的領(lǐng)域中包括教育系統(tǒng)。教育文化科學(xué)部副部長(zhǎng)額爾鄧蘇仁通知“21世紀(jì)蒙古人民面臨的一個(gè)主要目的是全體掌握計(jì)算機(jī)技能”。 20世紀(jì)初蒙古大部分人沒有識(shí)字教育,可2000年取得了蒙古人口的97,8%掌握識(shí)字教育的成就。在新世紀(jì)蒙古人民全體面臨著掌握計(jì)算機(jī)識(shí)字教育的要求,而且,把信息技術(shù)在社會(huì)所部門廣泛地使用是非常重要。我國(guó)高等教育信息化發(fā)展現(xiàn)狀與中國(guó)高等教育信息化發(fā)展現(xiàn)狀有一定的差距,在這種形勢(shì)下,對(duì)蒙古和中國(guó)高等教育信息化基礎(chǔ)設(shè)施建設(shè)、信息化資源建設(shè)、師資信息化培訓(xùn)情況進(jìn)行比較。 本論文共分為五個(gè)部分。 第一部分,引言:選題緣由;締(wèn)題和研究思路,研究的方法。 第二部分,文獻(xiàn)綜述。包括高等教育信息化概念,高等教育信息化的起源、內(nèi)涵,高等教育信息化的特征,高等教育信息化的目的。 第三部分,高等教育信息化具體內(nèi)容方面進(jìn)行比較。包括中國(guó)和蒙古高等教育信息化基礎(chǔ)設(shè)施建設(shè)、信息資源建設(shè)、師資信息化培訓(xùn)情況三個(gè)方面進(jìn)行比較。 第四部分,蒙古的一個(gè)個(gè)案的信息化方面情況。 第五部分,總結(jié)。包括差異的根源,啟示。
[Abstract]:Computer and network communication technology is one of the important symbols of the development level of modern science and technology. It also plays an important role in the rapid development of social economy and the guarantee of democracy and freedom of people in various countries. The world recognizes the developments in this field and the tasks and roles that need to be accomplished, and in particular that the Republican National Organization pays particular attention to developments in this field, Under his support, he organized the World Senior meeting on knowledge Society twice, and made and implemented two important documents, such as the Declaration of rules and regulations and the Code of Conduct at the first meeting. In these documents, it is clearly stated that each country should formulate national ICT policies and develop this area more mature. Mongolia is considered one of the fastest-growing countries in the next decade, but it is difficult to stabilize the economy without increasing production. To improve the production of two important elements: skills and modern society of information technology universal and reform. It also plays an important role in improving skills and information technology. It can be seen from here that education is an important driving force for social development. Other countries and regions that pay more attention to educational research will become an important place for educational innovation. The only decision to solve many complex problems in human life is education. The rapid development of information and communication technology has changed the world's development trends, social and economic ties and human lifestyles, in this changing area of debt, including the education system. Erdengsuren, Vice-Minister of the Ministry of Education, Culture and Science, informed that "one of the main purposes of the Mongolian people in the 21st century is to master computer skills". At the beginning of the 20th century, the majority of Mongolians did not have literacy education. In 2000, 97% or 8% of the Mongolian population was able to master literacy education. In the new century, the whole Mongolian people are faced with the requirement of mastering computer literacy education, and it is very important to widely use information technology in social departments. There is a certain gap between the development of higher education informatization in China and that of higher education in China. Under this situation, the construction of information infrastructure and information resources of higher education in Mongolia and China are studied. The information training of teachers is compared. This thesis is divided into five parts. The first part, introduction: the reason of the topic. Basic problems and research ideas, research methods. The second part, literature review. It includes the concept of informatization of higher education, the origin and connotation of informatization of higher education, the characteristics of informatization of higher education, and the purpose of informatization of higher education. The third part, the higher education informationization specific content aspect carries on the comparison. It includes the construction of information infrastructure, the construction of information resources and the information training of teachers in China and Mongolia. The fourth part, the information aspect of a case of Mongolia. The fifth part, summary. Including the root causes of differences, enlightenment.
