沈陽A高校熱水系統(tǒng)能源改造項(xiàng)目計(jì)劃管控研究

【摘要】:在現(xiàn)實(shí)的多企業(yè)合作中,往往存在因利益分配不均而導(dǎo)致項(xiàng)目團(tuán)隊(duì)的不歡而散。然而,合同能源管理機(jī)制提供了一種協(xié)調(diào)各參與方利益分配的方案,它更重要的意義在于實(shí)現(xiàn)項(xiàng)目雙方利益共享的同時(shí),創(chuàng)造了經(jīng)濟(jì)效益與社會(huì)效益的雙贏。目前,我國(guó)的合同能源管理仍然處于起步階段,政策支持不完善、節(jié)能公司的融資問題以及項(xiàng)目運(yùn)營(yíng)的流程整合等問題有待進(jìn)一步研究規(guī)劃,這些問題的解決有助于我國(guó)合同能源管理機(jī)制的發(fā)展及其體系的完善。 本文以合同能源管理機(jī)制為依據(jù),對(duì)沈陽A高校的熱水系統(tǒng)改造項(xiàng)目這一真實(shí)案例為中心進(jìn)行研究,回顧了合同能源項(xiàng)目的發(fā)展現(xiàn)狀,分析了該項(xiàng)目在項(xiàng)目計(jì)劃與控制方面存在的問題及項(xiàng)目本身存在的風(fēng)險(xiǎn),通過對(duì)問題的剖析提出有針對(duì)性建設(shè)性的意見與解決方案。采用追根溯源的思路,運(yùn)用WBS及魚刺圖分析法尋找問題的前因,追溯最根本的影響因素,建立脈絡(luò)清晰的因果關(guān)聯(lián),通過關(guān)鍵影響因子的合理管控以實(shí)現(xiàn)項(xiàng)目規(guī)劃的最終目標(biāo);層層遞進(jìn)式的分解有助于尋找問題出現(xiàn)的根本原因,從源頭上加以調(diào)整控制實(shí)現(xiàn)項(xiàng)目流程的順利開展,在商定的期限內(nèi)完成項(xiàng)目的施工,減少工作內(nèi)容模糊、責(zé)任不清晰等帶來的不必要的浪費(fèi)。 首先,針對(duì)合同能源項(xiàng)目計(jì)劃中存在的多目標(biāo)沖突,通過多目標(biāo)分析和項(xiàng)目周期規(guī)劃的開展,合理平衡了項(xiàng)目計(jì)劃中的沖突,來達(dá)到項(xiàng)目高效開展的目標(biāo);其次,針對(duì)合同能源項(xiàng)目控制中存在的人才問題、資源分配控制、項(xiàng)目進(jìn)度計(jì)劃等方面的問題,按照項(xiàng)目的生命周期在各個(gè)階段中將項(xiàng)目的控制活動(dòng)融入其中,通過項(xiàng)目分階段控制來化解這些問題;再次,運(yùn)用魚刺圖分析法對(duì)影響沈陽A高校熱水系統(tǒng)改造項(xiàng)目成敗的關(guān)鍵因素——項(xiàng)目的現(xiàn)金流進(jìn)行分析,通過對(duì)關(guān)鍵控制因素的調(diào)節(jié)控制實(shí)現(xiàn)整個(gè)項(xiàng)目資金鏈的順利運(yùn)轉(zhuǎn),實(shí)現(xiàn)項(xiàng)目參與者的雙贏;最后,針對(duì)項(xiàng)目控制中存在的風(fēng)險(xiǎn)控制問題,,本文提出了可以通過項(xiàng)目控制網(wǎng)絡(luò)的構(gòu)建來加以解決,在這一橫向動(dòng)態(tài)的網(wǎng)絡(luò)中,可以將項(xiàng)目在資金、人力資源、組織控制等方面的風(fēng)險(xiǎn)降到最低。
[Abstract]:In the reality of multi-enterprise cooperation, there is often an uneven distribution of benefits which leads to the discord of the project team. However, the contract energy management mechanism provides a scheme to coordinate the benefit distribution among the participants. The more important significance is to realize the benefit sharing between the two sides of the project and to create a win-win situation between economic and social benefits. At present, the contract energy management in our country is still in its infancy, the policy support is not perfect, the financing problem of the energy-saving company and the process integration of the project operation need to be further studied and planned. The solution of these problems is helpful to the development of contract energy management mechanism and the perfection of its system. Based on the contract energy management mechanism, this paper focuses on the real case of the hot water system renovation project in Shenyang A University, and reviews the development status of the contract energy project. This paper analyzes the problems existing in the project planning and control and the risks of the project itself, and puts forward some constructive suggestions and solutions through the analysis of the problems. Using the idea of tracing back to the source, using WBS and fish-thorn graph analysis method to find the front cause of the problem, tracing back to the most fundamental influencing factors, establishing a clear causal relationship, and realizing the final goal of the project planning through the reasonable control of the key influence factors. The stepwise decomposition can help to find the root cause of the problem, adjust and control it from the source to realize the smooth development of the project process, complete the construction of the project within the agreed time frame, and reduce the ambiguity of the work content. Unnecessary waste resulting from unclear responsibilities. First, in view of the multi-objective conflict in the contract energy project plan, through the multi-objective analysis and the development of the project cycle planning, the conflict in the project plan is reasonably balanced to achieve the goal of efficient development of the project. Aiming at the problems in the control of contract energy project, such as talent problem, resource allocation control, project schedule and so on, according to the project life cycle, the control activities of the project are integrated into the control activities in each stage. These problems can be solved by the phased control of the project. Thirdly, the cash flow of the project, which is the key factor influencing the success or failure of the hot water system renovation project in Shenyang A University, is analyzed by using the fish-prick chart analysis method. Through adjusting and controlling the key control factors to realize the smooth operation of the whole project capital chain and realize the win-win situation of the project participants; finally, aiming at the risk control problems existing in the project control, This paper proposes that the project control network can be constructed to solve the problem. In this horizontal dynamic network, the project risk in capital, human resources, organizational control and so on can be reduced to the minimum.
