【摘要】：教育經(jīng)費是影響高等教育事業(yè)發(fā)展的關(guān)鍵因素。隨著高等教育成本的上升和高等教育的大眾化,經(jīng)費短缺問題成為制約我國高校發(fā)展的一大瓶頸。我國高等教育發(fā)展迅速,主要靠政府財政投入的傳統(tǒng)辦學(xué)體制已難以滿足現(xiàn)有的需要,在此情況下,高等教育籌資多元化成為我國高等教育的主要財政政策,而社會捐贈教育資金發(fā)揮著日益重要的作用。而且公立高校一直是我國高等教育的主要形式,研究公立高校社會捐贈問題,對于緩解當(dāng)前高等教育的資金壓力、探索適合我國國情的籌資方式具有重要意義。 本文對我國公立高校社會捐贈的理論基礎(chǔ)、發(fā)展歷程、現(xiàn)狀進行了系統(tǒng)分析,并在借鑒美國高校開展社會捐贈成功經(jīng)驗的基礎(chǔ)上,提出了適合我國國情的公立高校開展社會捐贈的對策、建議。 運用公共產(chǎn)品理論、產(chǎn)品供給理論、外部效應(yīng)理論對公立高等教育的性質(zhì)進行了分析,揭示了公立高等學(xué)校具有開展社會捐贈的必要性；同時我國經(jīng)濟的穩(wěn)步發(fā)展及社會需求的提高為高校開展社會捐贈提供了客觀必然性和現(xiàn)實可能性。 通過對兩所大學(xué)開展社會捐贈現(xiàn)狀的個案研究可知,目前我國公立高校社會捐贈存在如下問題：政府層面尚未形成有利于高校社會捐贈的健全的政策體系和制度環(huán)境；公立高校層面對社會捐贈的重視程度不夠,尚未建立完善的社會捐贈運作機構(gòu)和體制機制；社會層面社會捐贈的文化氛圍不夠濃厚,文化環(huán)境尚不健全。 分析了美國高校開展社會捐贈的成功經(jīng)驗,并針對我國公立高校社會捐贈存在的問題,提出了適合我國國情的對策：政府應(yīng)加快構(gòu)建鼓勵高校社會捐贈的政策體系和制度環(huán)境；高校應(yīng)提高對社會捐贈在高等教育經(jīng)費來源中具有重要作用的認(rèn)識,積極主動開展社會捐贈,加快構(gòu)建社會捐贈的籌集運作機構(gòu)和體制機制；同時呼吁社會各界轉(zhuǎn)變觀念,提高認(rèn)識,構(gòu)建健全有效的社會捐贈文化環(huán)境。
[Abstract]:Educational expenditure is the key factor affecting the development of higher education. With the rising cost of higher education and the popularization of higher education, the shortage of funds has become a bottleneck restricting the development of colleges and universities in China. With the rapid development of higher education in China, the traditional school running system, which mainly depends on the government financial input, has been unable to meet the existing needs. In this case, the diversification of higher education financing has become the main financial policy of higher education in our country. Social donation of educational funds is playing an increasingly important role. Moreover, public universities have been the main form of higher education in our country. It is of great significance to study the social donation of public colleges and universities in order to alleviate the financial pressure of the current higher education and to explore the ways of raising funds suitable for the national conditions of our country. This paper makes a systematic analysis of the theoretical basis, development course and present situation of social donation in public universities of our country, and draws lessons from the successful experience of social donation in American universities. This paper puts forward the countermeasures and suggestions of social donation in public colleges and universities suitable for our country's national conditions. Using the theory of public products, the theory of product supply and the theory of external effect, this paper analyzes the nature of public higher education, and reveals the necessity of social donation in public colleges and universities. At the same time, the steady development of economy and the improvement of social demand provide the objective inevitability and realistic possibility for colleges and universities to carry out social donation. Through the case study of social donation in two universities, we can know that there are some problems in the social donation of public universities in our country: the government has not formed a sound policy system and institutional environment in favor of social donation in colleges and universities; Public colleges and universities pay less attention to social donation and have not yet established a perfect social donation operation institutions and institutional mechanisms; the social level of social donation cultural atmosphere is not strong enough, cultural environment is not perfect. This paper analyzes the successful experience of social donation in American colleges and universities, and puts forward some countermeasures suitable for the situation of our country in view of the problems existing in social donation in public universities in China: the government should accelerate the construction of policy system and institutional environment to encourage social donation in colleges and universities; Colleges and universities should enhance their understanding of the important role of social donation in the funding source of higher education, proactively carry out social donation, accelerate the construction of social donation raising operation institutions and institutional mechanisms, and call on all walks of life to change their ideas. Raise awareness and build a sound and effective cultural environment for social donation.
