【摘要】：新建本科院校是隨著我國高等教育大眾化的發(fā)展，通過“院校合并”、“專升本”等途徑升格而成。受歷史原因和現實條件的限制，，廣西新建本科院校面臨著諸多問題和挑戰(zhàn)，尤其是在“區(qū)市共建，以市為主”管理體制下教育經費短缺問題極為突出，嚴重影響了學校建設和教學科研的正常開展。 首先，在高等教育大眾化等理論指導下，分析高等教育經費投入的合理性和必要性。其次，從教育經費的來源、構成、總量、供需現狀等對新建本科院校的教育經費投入情況進行梳理，提出廣西新建本科院校教育經費投入存在的主要問題。最后，在理順“區(qū)市共建，以市為主”管理體制的前提下，從提高財政性經費的使用效率和拓寬非財政性經費的渠道二個角度提出新建本科院校教育經費多渠道投入的改革創(chuàng)新思路，具體對策包括繼續(xù)鞏固和發(fā)揮政府財政投入主渠道作用、完善高等教育財政撥款體制、還應合理利用銀行、企業(yè)、捐贈、教育資本化等籌資渠道籌措資金等措施，穩(wěn)步提高新建本科院校教育經費投入的總量。
[Abstract]:With the development of the popularization of higher education in our country, the newly-built undergraduate colleges are upgraded through the combination of colleges and universities and the promotion of colleges and universities. Limited by historical reasons and realistic conditions, Guangxi's newly-built undergraduate colleges are facing many problems and challenges, especially the shortage of educational funds under the management system of "district and city construction and city-oriented" management system. Has seriously affected the school construction and the normal development of teaching and research. Firstly, under the guidance of the theory of popularization of higher education, the rationality and necessity of the investment of higher education funds are analyzed. Secondly, from the sources, composition, total amount, supply and demand of the new undergraduate colleges and universities to sort out the situation of education funds investment, put forward the Guangxi new undergraduate colleges and universities education funding investment problems. Finally, under the premise of straightening out the management system of "district and city construction, with the city as the priority", From two angles of improving the efficiency of the use of financial funds and widening the channels of non-financial funds, this paper puts forward the reform and innovation ideas of multi-channel investment of educational funds in newly-built undergraduate colleges and universities. Specific countermeasures include continuing to consolidate and give play to the role of government financial input as the main channel, perfecting the financial allocation system for higher education, and making rational use of financing channels such as banks, enterprises, donations, education capitalization, and so on. We will steadily increase the total amount of investment in education in newly-built colleges and universities.
