高校管理中制度與人情關(guān)系問題研究

【摘要】:高校是社會(huì)有機(jī)體的重要組成部分,對(duì)社會(huì)的文明進(jìn)步起著重要的引領(lǐng)和示范作用,若是高校管理效率低下的話,勢(shì)必會(huì)對(duì)社會(huì)發(fā)展造成影響。所以,如何做好高校管理工作,已逐漸成為人們關(guān)注的熱點(diǎn)問題。目前,我國(guó)正處于社會(huì)主義改革的攻堅(jiān)時(shí)期,在這個(gè)過程中,出現(xiàn)了很多諸如貪污、腐敗類的不良現(xiàn)象。國(guó)家對(duì)此也很正視,不斷出臺(tái)新的法規(guī),加強(qiáng)打擊力度。在這樣的社會(huì)大背景下,高校也難以獨(dú)善其身,因此,各高校應(yīng)審視自身管理情況,防止人情對(duì)制度的干擾,造成腐敗的發(fā)生。本文將嘗試從制度與人情關(guān)系的角度出發(fā),來審視高校管理工作。制度建設(shè)是高校發(fā)展的靈魂和根本,也是管理活動(dòng)順利開展的保障。但是管理活動(dòng)的主體和客體都是人,管理最終要解決的還是人與人之間的關(guān)系問題。從理論上來講,管理應(yīng)當(dāng)是中立的,但是無論是制度的制定還是決議的執(zhí)行都離不開人的價(jià)值判斷,而有了人的參與,管理活動(dòng)也就無法保持中立了。所以,人情是高校管理工作中無法回避的問題。本文首先對(duì)高校管理、制度與人情的相關(guān)概念和理論進(jìn)行了梳理,并對(duì)制度與人情的關(guān)系以及它們?cè)诟咝9芾碇械挠绊戇M(jìn)行了闡述。最后,通過對(duì)制度與人情之間的沖突展示與原因分析,提出了完善二者關(guān)系的具體策略。首先,在管理活動(dòng)進(jìn)行前,要健全和完善高校管理制度,增強(qiáng)制度制定的民主性和程序性,并應(yīng)加強(qiáng)對(duì)管理者的教育,把握好人情異化的第一道關(guān)口。其次,在管理過程中,通過增強(qiáng)高校管理決策的民主性、搭建網(wǎng)絡(luò)互動(dòng)、監(jiān)督平臺(tái)等措施增強(qiáng)權(quán)力運(yùn)行的透明度,減少人情對(duì)制度的干擾作用。并通過增強(qiáng)管理的靈活性,利用積極地人情關(guān)系,來提高管理效率,防止制度對(duì)人情的忽視,造成以法(制度)傷情情況的出現(xiàn)。最后,在管理活動(dòng)結(jié)束以后,要及時(shí)審視和反饋,對(duì)不當(dāng)?shù)墓芾硇袨檫M(jìn)行及時(shí)的修正,以免造成更為嚴(yán)重的后果。制度無情,人有情,對(duì)于那些確實(shí)存在特殊情況的違犯者要給予必要的人情關(guān)懷。
[Abstract]:Colleges and universities are an important part of the social organism, which plays an important role in guiding and demonstrating the progress of social civilization. If the management efficiency of colleges and universities is low, it will inevitably have an impact on the social development. Therefore, how to do a good job in university management has gradually become a hot issue that people pay attention to. At present, our country is in the period of socialist reform, in this process, there are many bad phenomena such as corruption and corruption. The state is also very face-to-face, continue to introduce new laws and regulations to strengthen the crackdown. Under such social background, it is difficult for colleges and universities to get away from each other. Therefore, colleges and universities should examine their own management to prevent human relations from interfering with the system and causing corruption. This paper attempts to examine the management of colleges and universities from the angle of the relationship between system and human relations. System construction is the soul and foundation of the development of colleges and universities, and also the guarantee of the smooth development of management activities. However, the subject and object of management activities are both human beings, and the final problem of management is the relationship between people. Theoretically, management should be neutral, but both the establishment of the system and the implementation of resolutions can not be separated from the human value judgment, and with the participation of people, the management activities can not be neutral. Therefore, human relations is an unavoidable problem in the management of colleges and universities. In this paper, the related concepts and theories of university management, institution and human relations are reviewed, and the relationship between institution and human feelings and their influence in university management are expounded. Finally, through the display and reason analysis of the conflict between the system and human feelings, the author puts forward the concrete strategies to perfect the relationship between the two. First of all, before the management activities are carried out, we should perfect and perfect the management system of colleges and universities, strengthen the democracy and procedure of system formulation, and strengthen the education of managers and grasp the first pass of alienation of human feelings. Secondly, in the process of management, we can enhance the transparency of power operation and reduce the interference of human feelings to the system by strengthening the democracy of university management decision, building network interaction, supervising platform and so on. By strengthening the flexibility of management and utilizing the positive relationship between human feelings, we can improve the efficiency of management, prevent the institution from neglecting human feelings, and cause the appearance of the situation of injury to the law (system). Finally, after the end of management activities, timely review and feedback should be carried out to correct improper management behaviors in order to avoid more serious consequences. The system is merciless, human is kind, to those who do exist special circumstances violators should give necessary human favor care.
