我國高等教育信息化水平測評與發(fā)展預(yù)測研究

【摘要】:如何有效對我國高等教育信息化的建設(shè)質(zhì)量進(jìn)行評估和監(jiān)測是我國教育信息化整體戰(zhàn)略規(guī)劃中所必須解決的重要問題。一直以來由于缺乏全國教育信息化水平的基礎(chǔ)數(shù)據(jù)和評估方法,嚴(yán)重影響了我國教育信息化發(fā)展戰(zhàn)略規(guī)劃的合理性和科學(xué)性。由于我國不同地區(qū)、不同類型學(xué)校的巨大差異,當(dāng)前我國高等教育信息化的評價體系仍不夠完善,高等教育信息化的評價研究缺乏廣泛的測評實踐。本文依托華中師范大學(xué)國家級教育信息化戰(zhàn)略研究基地,在基地基礎(chǔ)數(shù)據(jù)庫的支撐下,綜合運用現(xiàn)代管理學(xué)、系統(tǒng)論、信息學(xué)、統(tǒng)計學(xué)的相關(guān)理論和方法,采用理論分析與實證分析相結(jié)合,橫向比較與縱向差異分析、趨勢預(yù)測相結(jié)合的方法,從不同層面對我國高等教育信息化水平的測評、分析和預(yù)測進(jìn)行了系統(tǒng)研究。本文的主要研究成果包括以下幾個方面: (1)構(gòu)建了經(jīng)過實證數(shù)據(jù)驗證的我國高等教育信息化水平評估模型。在分析國內(nèi)外高等教育信息化評估框架、評價指標(biāo)體系的基礎(chǔ)上,以六要素模型為基礎(chǔ)構(gòu)建了我國高等教育信息化整體水平的評價指標(biāo)體系。采用結(jié)構(gòu)方程模型(SEM)對指標(biāo)體系進(jìn)行維度驗證、指標(biāo)篩選和權(quán)重計算,確定了適用于實證量化的指標(biāo)體系。 (2)對我國高等教育信息化整體水平、不同區(qū)域不同類型高校的信息化水平進(jìn)行了測評和比較分析;诤唵尉性加權(quán)的綜合得分分析法測算了我國高等教育信息化整體水平及單個維度水平的得分指數(shù),并進(jìn)行了排序和聚類分析。從省份、區(qū)域、學(xué)校類型層面對我國高等教育信息化發(fā)展現(xiàn)況及特點進(jìn)行了總結(jié)。研究結(jié)果表明對我國高等教育信息化水平影響最大的兩個因素是高等教育信息化保障體系和教學(xué)科研應(yīng)用水平,其次為資源建設(shè)水平和管理信息化水平。不同區(qū)域間高校信息化水平中以東部地區(qū)整體水平最高,西部最低。不同類型高校信息化建設(shè)中以985/211高校的信息化建設(shè)水平最高,?圃盒W畹。在各維度的建設(shè)水平中,985/211高校的教學(xué)科研應(yīng)用水平最高。 (3)定量分析了我國高等教育信息化軟硬件資源建設(shè)的區(qū)域差異。針對我國高等教育信息化水平存在差異、發(fā)展不均衡的問題,基于《中國教育統(tǒng)計年鑒》中關(guān)于我國高等教育信息化的四個時間序列指標(biāo)數(shù)據(jù),采用極差、極差率、變異系數(shù)定量測度我國東中西部地區(qū)高等教育信息化軟硬件資源建設(shè)上的差異,并分析差異的形成機(jī)理,給出了相應(yīng)的政策啟示。 (4)提出了我國高等教育信息化發(fā)展趨勢的組合預(yù)測模型。在差異分析的基礎(chǔ)上,基于我國高等教育信息化統(tǒng)計數(shù)據(jù)的特點,采用趨勢外推預(yù)測法、灰色預(yù)測GM(1,1)模型、組合預(yù)測模型進(jìn)一步對我國高等教育信息化軟硬件資源建設(shè)的四個指標(biāo)進(jìn)行預(yù)測分析。預(yù)測結(jié)果表明組合預(yù)測模型相對彌補了單一預(yù)測方法各自的不足,有效提高了預(yù)測精度。 最后根據(jù)實證研究結(jié)果,采用SWOT1錢略分析矩陣對我國高等教育信息化的未來發(fā)展戰(zhàn)略進(jìn)行了分析。
[Abstract]:How to effectively evaluate and monitor the construction quality of China's higher education informatization is an important problem that must be solved in the overall strategic planning of education informatization in China. The lack of basic data and evaluation methods for the level of national education informatization has seriously affected the rationality of the strategic planning of the development of education information in our country. Because of the huge difference between different regions and different types of schools in China, the evaluation system of higher education informationization in China is still not perfect, and the evaluation and research of higher education informatization is lack of extensive evaluation practice. This paper relies on the national education information strategy research base of Huazhong Normal University and bases its base data. Under the support of the library, the relevant theories and methods of modern management, system theory, information science and statistics are combined, the methods of combining theoretical analysis with empirical analysis, horizontal comparison with longitudinal difference analysis and trend prediction are combined, and the evaluation, analysis and prediction of the information level of higher education in China are carried out from different levels, and the system is analyzed and predicted. The main research achievements in this paper include the following aspects:
(1) the evaluation model of China's higher education informatization level has been constructed through empirical data verification. On the basis of analyzing the evaluation framework of higher education informatization and evaluation index system, the evaluation index system of the overall level of higher education informatization in China is built on the basis of the six element model. The structure equation model (SEM) is adopted. The index system carries out dimensional verification, index screening and weight calculation, and determines the index system suitable for empirical quantification.
(2) to evaluate and compare the informatization level of higher education in China and different types of colleges and universities in different regions. Based on the simple linear weighted comprehensive score analysis method, the index of the overall level of higher education information and the level of the single dimension of higher education in China is calculated, and the sorting and clustering analysis are carried out. This paper summarizes the current situation and characteristics of the development of higher education informatization in China. The results show that the two factors which have the greatest impact on the level of higher education informationization in China are the information guarantee system of higher education and the application level of teaching and scientific research, followed by the level of resource construction and the level of management information. In the information level of inter regional colleges and universities, the overall level of the eastern region is the highest and the west is the lowest. In the information construction of different types of colleges and universities, the level of information construction of 985/211 colleges and universities is the highest, and the junior colleges are the lowest. In the construction level of each dimension, the level of teaching and scientific research in 985/211 universities is the highest.
(3) quantitative analysis of the regional differences in the construction of software and hardware resources of higher education information in China. In view of the differences in the level of higher education information in China, the problem of uneven development is based on the four time sequence index data of China's higher education information in China's yearbook of education statistics, with the use of extreme, extreme and variation coefficients. To measure the difference between the construction of information resources of higher education in China's eastern, central and western regions, and analyze the formation mechanism of differences, the corresponding policy implications are given.
(4) the combination forecast model of the development trend of higher education information in China is put forward. Based on the difference analysis, based on the characteristics of China's higher education information statistics, the trend extrapolation prediction method, the grey prediction GM (1,1) model, and the combined prediction model are used to further the construction of China's higher education information software and hardware resources. The prediction results show that the combination forecasting model makes up for the shortcomings of the single prediction method, and effectively improves the prediction accuracy.
Finally, according to the results of the empirical study, we use the SWOT1 money analysis matrix to analyze the future development strategy of China's higher education informatization.
