大學(xué)畢業(yè)生就業(yè)中人事代理問題及對策研究

【摘要】:改革開放以來,我國由傳統(tǒng)的計劃經(jīng)濟(jì)向社會主義市場經(jīng)濟(jì)轉(zhuǎn)變,在市場經(jīng)濟(jì)下人員配置從過去的計劃分配變成雙向選擇,人才流動性大大加強,隨著我國人才市場與人才中介機構(gòu)的發(fā)展,現(xiàn)代人力資源開發(fā)與管理對傳統(tǒng)人事管理的新的挑戰(zhàn),我國傳統(tǒng)的人事管理方式并不能適應(yīng)我國經(jīng)濟(jì)的發(fā)展,人事代理作為一種新型的人事管理方式,促進(jìn)人才流動,有效的配置的人才資源,有利于市場經(jīng)濟(jì)的發(fā)展。就業(yè)中的大學(xué)畢業(yè)生作為人事代理的服務(wù)對象之一,其人事代理的有效合理展開,有利于我國人事代理制度的完善與發(fā)展,更有利于我國大學(xué)畢業(yè)生人才資源的合理配置與職業(yè)發(fā)展。 本論文采用文獻(xiàn)分析法、比較分析法、理論聯(lián)系實際等研究方法,將我國人事代理制度與我國大學(xué)畢業(yè)生就業(yè)中人事代理有機結(jié)合,在我國人事代理制度發(fā)展的背景下促進(jìn)我國大學(xué)畢業(yè)生人事代理的發(fā)展,我國大學(xué)畢業(yè)生就業(yè)中人事代理的問題的研究將會推動我國人事代理制度的完善與發(fā)展。首先,本文對我國人事代理制度一般理論進(jìn)行概述,闡述了我國人事代理制度的概念、特點及類型,,闡明了我國推行人事代理制度的意義,為大學(xué)畢業(yè)生就業(yè)中人事代理問題的研究提供了理論與現(xiàn)實基礎(chǔ)。在此基礎(chǔ)上,進(jìn)一步分析了我國大學(xué)畢業(yè)生就業(yè)中人事代理發(fā)展的歷程及發(fā)展過程中應(yīng)遵循的指導(dǎo)思想,對我國大學(xué)畢業(yè)生人事代理的特點和必要性進(jìn)行了分析。其次,本文指出我國大學(xué)畢業(yè)生就業(yè)中的人事代理存在的問題,并對其約束因素進(jìn)行分析。最后,針對我國大學(xué)畢業(yè)生就業(yè)中人事代理特點及存在的問題,從政府、人才中介機構(gòu)、高校及個人四個角度出發(fā),對大學(xué)畢業(yè)生人事代理問題進(jìn)行思考,提出解決大學(xué)畢業(yè)生就業(yè)中人事代理問題的對策建議。
[Abstract]:Since the reform and opening up, our country has changed from a traditional planned economy to a socialist market economy. Under the market economy, the allocation of personnel has changed from a planned allocation to a two-way choice, and the mobility of talents has been greatly enhanced. With the development of talent market and talent intermediary organizations in our country, modern human resources development and management have brought new challenges to traditional personnel management, and the traditional personnel management methods of our country can not adapt to the development of our country's economy. As a new type of personnel management, personnel agent is beneficial to the development of market economy. College graduates in employment are one of the service objects of personnel agency. The effective and reasonable development of personnel agency is beneficial to the perfection and development of personnel agency system in our country. More conducive to the rational allocation of talent resources and career development of university graduates in China. This paper adopts the methods of literature analysis, comparative analysis, theory combining with practice, and organically combines the personnel agency system of our country with the personnel agency in the employment of university graduates in our country. Under the background of the development of personnel agency system in our country, the development of personnel agency of university graduates in our country will be promoted. The study of personnel agency in employment of university graduates in our country will promote the perfection and development of personnel agency system in our country. First of all, this paper summarizes the general theory of personnel agency system in our country, expounds the concept, characteristics and types of personnel agency system in our country, and expounds the significance of carrying out personnel agency system in our country. It provides a theoretical and practical basis for the study of personnel agency in the employment of college graduates. On this basis, this paper further analyzes the course of the development of personnel agency in the employment of college graduates and the guiding ideology that should be followed in the process of development, and analyzes the characteristics and necessity of personnel agency for college graduates in China. Secondly, this paper points out the problems of personnel agency in the employment of college graduates in China, and analyzes its restrictive factors. Finally, in view of the characteristics and problems of personnel agency in the employment of college graduates in our country, from the four angles of government, talent agency, university and individual, the author thinks about the problem of personnel agency for university graduates. The countermeasures and suggestions to solve the problem of personnel agency in the employment of college graduates are put forward.
