【摘要】：2003～2008年普通高等學校本科教學工作水平評估,是中國高等教育史上參與人數(shù)最多、涉及面最廣的一次評估,是對建設具有中國特色的高等教育質量保障體系的重要探索,影響深遠。本文在已有相關研究的基礎上,運用實證研究與質性研究相結合的方法,對其成效、問題與改進對策進行了探討。主要成效表現(xiàn)在:推進高校確立本科教學基礎地位、促進高校走特色發(fā)展之路、改善教學基礎設施、加強師資隊伍建設、開展教育教學改革和規(guī)范教學管理等方面。主要問題表現(xiàn)在:使用同一個評估標準、省級教育行政主管部門定位不明確、整改環(huán)節(jié)薄弱、優(yōu)秀率過高、評估前后進度不均衡等方面。對今后評估工作的對策建議是:堅持依法定期評估、強化評估標準的分層分類指導、重視高校內(nèi)部質量保障體系建設、建立健全教學基本狀態(tài)數(shù)據(jù)庫、積極開展院校研究、推動高�？茖W管理等。
[Abstract]:From 2003 to 2008, the evaluation of undergraduate teaching work level in ordinary colleges and universities is the most participated and extensive evaluation in the history of higher education in China. It is also an important exploration for the construction of the quality assurance system of higher education with Chinese characteristics. The impact is profound. On the basis of existing research, this paper discusses its effect, problems and improvement countermeasures by combining empirical research with qualitative research. The main results are as follows: to promote the establishment of the basic status of undergraduate teaching in colleges and universities, to promote colleges and universities to take the road of characteristic development, to improve the teaching infrastructure, to strengthen the construction of the teaching staff, to carry out educational and teaching reform and to standardize teaching management, and so on. The main problems are the use of the same evaluation standard, the unclear orientation of provincial education administrative departments, the weak link of rectification and reform, the high rate of excellence, the uneven progress before and after evaluation, and so on. The countermeasures and suggestions for the future evaluation work are as follows: insist on regular evaluation according to law, strengthen the hierarchical classification guidance of evaluation standards, attach importance to the construction of internal quality assurance system in colleges and universities, establish and improve the database of basic teaching conditions, and actively carry out research in colleges and universities. To promote scientific management in colleges and universities.
