【摘要】：基礎(chǔ)研究是科技創(chuàng)新的源動(dòng)力，是推動(dòng)人類文明進(jìn)步的內(nèi)在動(dòng)力。隨著我國(guó)基礎(chǔ)研究的發(fā)展，其績(jī)效評(píng)價(jià)越來(lái)越受到政府部門(mén)、科研機(jī)構(gòu)以及社會(huì)各界的關(guān)注。高校作為我國(guó)基礎(chǔ)研究的重要主體之一，其基礎(chǔ)研究績(jī)效水平直接關(guān)系著我國(guó)基礎(chǔ)研究的發(fā)展。隨著國(guó)家對(duì)基礎(chǔ)研究投入的增加，高校承擔(dān)了越來(lái)越多的基礎(chǔ)研究項(xiàng)目，研究水平不斷提升，產(chǎn)出有所提高，，但同時(shí)也存在著績(jī)效評(píng)價(jià)指標(biāo)體系尚不完善等問(wèn)題。本文從高�；A(chǔ)研究管理部門(mén)的角度，對(duì)高�；A(chǔ)研究的績(jī)效評(píng)價(jià)體系進(jìn)行了研究，嘗試構(gòu)建一套適合我國(guó)國(guó)情的基礎(chǔ)研究評(píng)價(jià)體系，進(jìn)而促進(jìn)高�；A(chǔ)研究水平的提高。 本文闡述了開(kāi)展本課題研究的目的和意義，在對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行分析的基礎(chǔ)上，提出了本文的研究路線和方法。重點(diǎn)分析了當(dāng)前高�；A(chǔ)研究現(xiàn)狀及高�；A(chǔ)研究評(píng)價(jià)現(xiàn)狀，在科學(xué)性、整體性、獨(dú)立性和可操作性等原則的指導(dǎo)下，通過(guò)文獻(xiàn)回顧法和德?tīng)柗品?gòu)建了高�；A(chǔ)研究評(píng)價(jià)的指標(biāo)體系，運(yùn)用DEA（數(shù)據(jù)包絡(luò)分析法）方法嘗試對(duì)高校基礎(chǔ)研究進(jìn)行評(píng)價(jià)，并選取天津某高�；A(chǔ)研究中部分相關(guān)數(shù)據(jù)進(jìn)行了實(shí)證分析，討論了在基礎(chǔ)研究的過(guò)程中項(xiàng)目、團(tuán)隊(duì)和個(gè)人三者之間的關(guān)系及其對(duì)基礎(chǔ)研究績(jī)效的影響。 本文對(duì)高校基礎(chǔ)研究績(jī)效影響因素進(jìn)行系統(tǒng)分析，提出相關(guān)的政策建議，展望未來(lái)的研究，為政府和高校在理論和實(shí)踐方面提供了參考依據(jù)。
[Abstract]:Basic research is the source of scientific and technological innovation and the internal power to promote the progress of human civilization. With the development of basic research in China, its performance evaluation has been paid more and more attention by government departments, scientific research institutions and all walks of life. As one of the important subjects of basic research in China, the performance level of basic research in colleges and universities is directly related to the development of basic research in China. With the increase of national investment in basic research, colleges and universities have undertaken more and more basic research projects, the research level has been continuously improved, the output has been improved, but at the same time, there are still some problems such as imperfect performance evaluation index system and so on. This paper studies the performance evaluation system of basic research in colleges and universities from the point of view of the management department of basic research in colleges and universities, and tries to construct a set of basic research evaluation system suitable for the national conditions of our country, thus promoting the improvement of the level of basic research in colleges and universities. This paper expounds the purpose and significance of the research on this subject, and puts forward the research route and method based on the analysis of the present research situation at home and abroad. This paper analyzes the current situation of basic research in colleges and universities and the evaluation of basic research in colleges and universities, under the guidance of the principles of science, integrity, independence and maneuverability. Through literature review method and Delphi method, the index system of basic research evaluation in colleges and universities is constructed. DEA (data Envelopment Analysis) method is used to evaluate the basic research in colleges and universities. And selected some related data in the basic research of a university in Tianjin to carry on the empirical analysis, discussed in the basic research process the project, the team and the individual three relations as well as the influence to the basic research performance. This paper makes a systematic analysis of the factors affecting the performance of basic research in colleges and universities, puts forward relevant policy suggestions, and looks forward to the future research, which provides a reference for the government and universities in theory and practice.
