【摘要】：研究目的 本研究對(duì)2005-2009年山西省、北京市、江西省、河南省、陜西省5省市地方高等學(xué)�？萍冀�(jīng)費(fèi)狀況進(jìn)行分析，對(duì)比2005-2009年5省市地方高等學(xué)校科技經(jīng)費(fèi)投入與支出發(fā)展趨勢，研究山西省地方高等學(xué)校經(jīng)費(fèi)資源配置現(xiàn)狀和趨勢，提出促進(jìn)山西省地方高等學(xué)�？萍冀�(jīng)費(fèi)合理配置和使用的建議，為山西省地方經(jīng)濟(jì)和高等教育發(fā)展提供決策依據(jù)。 資料來源與方法 本研究資料來自教育部科學(xué)技術(shù)司主編、高等教育出版社出版的《高等學(xué)�？萍冀y(tǒng)計(jì)資料匯編》（2006-2010年）。該資料主要包括高等學(xué)校及其附屬醫(yī)院在基礎(chǔ)研究、應(yīng)用研究、試驗(yàn)發(fā)展以及RD成果應(yīng)用、其他科技服務(wù)等各個(gè)層面開展研究的總體情況，內(nèi)容涉及科技人力、科技經(jīng)費(fèi)、科技機(jī)構(gòu)、科技項(xiàng)目和開展國際科技交流等情況，以及與此相關(guān)的高等學(xué)�？萍蓟顒�(dòng)產(chǎn)出情況。 通過大量閱讀高等學(xué)�？萍冀�(jīng)費(fèi)使用的文獻(xiàn)資料，了解高等學(xué)�？萍冀�(jīng)費(fèi)研究相關(guān)政策趨勢和重要研究指標(biāo)，整理選取了2005-2009年地方高等學(xué)�？萍冀�(jīng)費(fèi)各項(xiàng)指標(biāo)數(shù)據(jù)，，并在此基礎(chǔ)上，運(yùn)用動(dòng)態(tài)數(shù)列分析法，對(duì)2005-2009年山西省、北京市、河南省、陜西省和江西省5省市地方高等學(xué)�？萍冀�(jīng)費(fèi)使用狀況進(jìn)行對(duì)比分析。 研究結(jié)果 1、5省市地方高等學(xué)�？萍冀�(jīng)費(fèi)總體呈增長趨勢，政府投入占主導(dǎo)。北京市、陜西省科技經(jīng)費(fèi)總體水平較高，山西省經(jīng)費(fèi)總量和發(fā)展速度較低，科研人員與科研條件改善經(jīng)費(fèi)水平較低。 2、江西省、河南省地方高等學(xué)校研究與發(fā)展（簡稱研發(fā)，RD）水平較高，山西省研究與發(fā)展經(jīng)費(fèi)總體呈增長趨勢，但基礎(chǔ)研究經(jīng)費(fèi)總量與發(fā)展速度水平較低，試驗(yàn)發(fā)展經(jīng)費(fèi)呈降低趨勢。 3、陜西省地方高等學(xué)校研究與發(fā)展成果應(yīng)用及科技服務(wù)經(jīng)費(fèi)水平較高，山西省水平較低，總體呈降低趨勢。 討論與建議 1、加大對(duì)山西省地方高等學(xué)�？萍冀�(jīng)費(fèi)投入，尤其需要提高研究與發(fā)展經(jīng)費(fèi)投入，拓展經(jīng)費(fèi)來源渠道，改善科研條件。 2、完善科研環(huán)境和制度，建立產(chǎn)學(xué)研合作機(jī)制，提高科技服務(wù)水平，推動(dòng)山西省經(jīng)濟(jì)結(jié)構(gòu)調(diào)整。
[Abstract]:Objective to analyze the scientific and technological funds of local colleges and universities in Shanxi Province, Beijing, Jiangxi Province, Henan Province and Shaanxi Province from 2005 to 2009. Compared with the development trend of the investment and expenditure of science and technology funds in five provinces and cities from 2005 to 2009, this paper studies the present situation and trend of the allocation of funds resources of local colleges and universities in Shanxi Province. The paper puts forward some suggestions to promote the rational allocation and use of scientific and technological funds in local colleges and universities in Shanxi Province, and provides a basis for decision making for the development of local economy and higher education in Shanxi Province. Data sources and methods this study comes from the compilation of Science and Technology Statistics in Colleges and Universities (2006-2010) published by the Department of Science and Technology of the Ministry of Education and the higher Education Press. This data mainly includes the general situation of the research carried out by colleges and universities and their affiliated hospitals at various levels, such as basic research, applied research, experimental development, application of R D achievements, other scientific and technological services, and so on. The contents include scientific and technological manpower, scientific and technological funds, etc. Scientific and technological institutions, scientific and technological projects and international scientific and technological exchanges, as well as the output of scientific and technological activities in colleges and universities. Through reading a large number of documents on the use of science and technology funds in colleges and universities, the author understands the relevant policy trends and important research indicators of the research on science and technology funds of colleges and universities, and collates and selects the data of various indexes of science and technology funds of local colleges and universities from 2005 to On this basis, the use of science and technology funds of local colleges and universities in Shanxi Province, Beijing, Henan Province, Shaanxi Province and Jiangxi Province from 2005 to 2009 was compared and analyzed by using dynamic series analysis method. The scientific and technological funds of local colleges and universities in 5 provinces and cities are on the whole increasing, with government input dominating. In Beijing and Shaanxi Province, the overall level of scientific and technological funds is relatively high, the total amount of funds and the rate of development of Shanxi Province are low, the level of funds for scientific research personnel and scientific research conditions improvement is relatively low. The research and development (R & D) level of local colleges and universities in Henan Province is relatively high, and the research and development expenditure in Shanxi Province is on the whole increasing, but the total amount of basic research funds and the level of development speed are relatively low. Third, the level of research and development achievement application and science and technology service of local universities in Shaanxi Province is higher than that of Shanxi Province, and the level of Shanxi Province is lower. Discussion and suggestion 1. It is necessary to increase the input of scientific and technological funds to local colleges and universities in Shanxi Province, especially to increase the investment in research and development funds, to expand the sources of funds, to improve the scientific research conditions, and to perfect the scientific research environment and system. We will establish a mechanism for cooperation between industry, university and research, improve the level of scientific and technological services, and promote the economic restructuring of Shanxi Province.
